PURPOSE: To censitler retelning Freeman-While ArchkectsbcorWUd an expantletl master
plan of the tlownbwn CourVGSC campus.
BACKGROUND: The eoerd d Count' Commissbnem approvetl a process for planning antl
tlesigning [he proposetl Justice Facilities Expansion during the meeting on September 4, 2001.

end pptemisl removal d Me Govemmem Services Center Annex (GSCA). The GSCIGSCA

Scope of WoGr
The proposed expantletl master plan will expantl the original master plan preperetl for Me court
campus to include the GBGGSGA area. Further,8will alro consider the impact of the
proposetl future protects on the River Park area. NeMer pmjed being mnsidereq however,
will encroach upon the River Park area
The proposetl expanded master plan will provitle indepth investigation of the she and will
spedFlCally determine the feasibility of a partcing stmdure on the GBGGSGA elte. The
expantletl plan will inGUtle the fdlowing major elements:
• Sub-surface investigation tp determine the ability pf the soil to support the stmcWres
propcsetl;
Traffic analysis [c tletermine options for moving the significant number of vehicles that a
peBing structure would generate;
Revlew the preliminary flntlings of [he Space Neetls SWtly antl determine a revised
space allocahon plan for the ccurthousa antl county government operations, including
Ne Sherdfs Department.
The proposal is attached to more fully define the empe of work.

paperwork.
