PURPOSE: To censitler approving the renewal ofalicense6ease agreement wfh Landfill

the working face of the landfll after each day of operation.
BACKGROUND: The tlaily covering of waste isaregulatory requirement of ell mired solid
waste lantlflls permMed by the State of North Caroline. Typically. this requirement is met by a
tlaily applicegon ofa minimum ot6'of soil on the top of wastes receivetl each day. Gaily cover
is requiretl to minimize otlora, minimize blowing trash, minimize access by vermin, reduce the
likelihood of fires starting or spreatling, and to fill voids and stebil¢e the waste. In some
locations, atlequate supplies of soil ere not available, w alternatives to pgrohasing off-stte soils
antl hauling them to the facility Is sought More recently, even those fadldies wiN atlequate sail
supplies are utilizing alternative covers to maxim¢e landfll capedty. Over the years, tlaily
applications of soil take up valuable landfll apace. If a material [hat takes up less space antl
costs less than the value of Ue apace saved can be substituted for soil, the waste capacity of
[he landfll is eaentled and age economics are improved.
TM1e Orange County Lantlfll has been utilizing the POSI-SHELL COVER SVSTEM since 1996,
following an extensive evaluation of other available alternative cover systems. Whileavadety
of types of alternative tlaily cover systems are available, the POSI-SHELL ayatem moat fully
meets We operetlonal antl regulatory requirements of our IerW611 antl has proven to be cosF
effective. Orange Gaunty was the fret lantlflll In the sate to be permldetl for this type of
alternative cover. PDSISHELL is a spray-on slung made from polyesferfibers, shretltletl
newspapeq cement kiln dust and water. These materials are mixed together in a lave
machine similar to a hydmeeading machine, pulled to the woding Face of the lantlflll, antl
spray-epplietl to ethickness of about'/.inch. The ma[edal haMens lntoa oust.
FINANCIAL IMPACT: Continued use of the PO51-SHELL eppllcailon system will contlnue to
