PURPOSE: To wnsitler amentlinq the Orange County Qassibcaticn and Pay Plan by changing
fhe class title end eatery gratle of [he existing class of Senior Accounting Technician at Salary
Grade 64 [c Accounting Technician Supervisor at Salary Gratle 86. The hiring range for Salary
Gratle 88 is $29,288 - $35,5]1.
BACK6ROUND~. About a year ago, the Finance Director conducted an assessment of the
tlu4es antl responsibiltties of positions, as well as the organizational struMUre of the
tlepadment. Asa result of this, he identifietl several neetls:
• Over the past few years, [he Finance Departments role in the area of electronic banking
has increased signifwntly. There have been enhancements cf electronic banking
options for deposits antl withdrawals, tronsiemng monies, antl reviewing and
downlcatling account information. This increased tlevelgpment of elecdonic banking has
letl to neetl for an electronic banking atlministration role in the tlepartment.
In the past, ell of the positions in the Finance Oepadment have reported to the Director.
As a result of the assessment, [he Director determined that die department could
function more efficiently if there were a firet line aupernaor wAh office management
responsibilities. Assignment of the supervisory antl once management functions tc [he
Senior Accounting Technician frees up time for the Finance Director to focus more on
other office functions such as debfissuance and management, increased research end
analysis, and wmmiftee support.
Aa a result of his assessment, the Director deeded to restructure the duties and responsibilities
of the Senior Aoceunting Technician position. The Senior Accounting Technician now has
assumed the following new antllor evolved tlNies antl rasponsibilkies:
p Serves as Office Managerfw the payroll, accounts payable entl accounts receivable
functions inclutling supervisory responsibility far two Accounting Technicians, one
Atlminishative Assistant entl one temporary employee.
o Electronic banking administration which inclutles the following:
• Sarver as atlministrator for online banking system, inclutling authorizing stag access
tc various options in the system.
Monitorsthe cash flaw FOr the COUnry's general funtl account onatlaily basis and
initiates adluatmenis to assure adequate funtls for payment as well as to maximize
funds for investment.
• Authorizes entl approves all bank wires and transfers.
• Coordinates end monitors all electronic banking transactions to ensure that ell
electronic payments are prepared end sent as required.
• Consults, troubleshoots end works with banking officials on resolving problems.
o Works with Finance Director on investment accounts entl the various options, maturity levels
entl retea that impact the tleposi[ entl withdrawal of funtls.
In addition to the duties listetl above, the Senior Accounting Technician will continue to prepare
a biweekly payroll for approximately 730 employees; coortllnate the annual autlrt process
among subordinate staff, and process travel for all employees.
The Finance Director asked Personnel to complete a clasaificeibn study of the Senior
Accounting Technician posttion tlue fo the fact that the role of Ne postlion hoe eNftetl from
being primarily payroll-focused to a supervisory position with evolved electronic banking
etlminisiration duties. Personnel completetl [he claeaificetion study, including a labor market
survey. Besetl on the classification stutly and review of available labor market infoitnaticn,
Personnel is recommentling [hat the Senior Accounting Technician et Salary Grede 64 be
reclassified to Accounting Technican Supervisor to take account of the higher level and broatler
amps of tluties entl responsibilities.
In wodcing with Finance to plan the reorganization last spring, Personnel committetl that it
would complete a cleeeificeticn review this fall of the Senior Accounting Technician postion to
take account of the new supervisory entl banking etlminisiration duties. For this reason, it is
recommended that [he classification plan ementlment to recognize the Accounting Technican
Supervisor position be implemented now rather than being included in the overall County-witle
classification entl pay study currently in process.
FINANCIAL IMPACT: Funtls W implement the class title entl salary grade change from Senior
Accounting Technician at Salary Gratle 84 to Amounang Technician Supervisor at Salary
Grade 88 are available within the approved tiudget for 2o01-D2. The increase in cost is about
$835 far the remainder of this fiscal year and about 54,342 on an annual basis.
RECOMMENDATION(S): The Manager recommentls that the eoartl ementl the Classificafion
entl Pay Plan by changing the class tkle entl salary gratle of the existing Uass of Senior
Accounting Technician at Salary Grede 84 to Accounting Technician Supervisor at Salary
Grade 88.
