SUBJECT: Contract Approval for Interior Renovations at Multiple Facilities

PURPOSE: To:
1) Approve a construction contract with C.T. Wilson Construction Company, Inc. for the
renovations to the Orange County Justice Facility First Floor, Criminal Justice Resource
Department, Court Street Annex Second Floor, Richard E. Whitted Health Department
Waiting Room and Window Replacements for the Second and Third Floor Connectors
between A and B Buildings, and
2) Authorize the County Manager to execute the Agreement and to execute any subsequent
amendments for contingent and unforeseen requirements up to the approved budget
amount on behalf of the Board, upon final County Attorney review.
BACKGROUND: In Fiscal year (FY) 2019-2020 the Orange County Board of County
Commissioners (BOCC) approved multiple capital projects for interior renovations for Orange
County facilities.
These renovations include renovating the first floor of the Justice Facility to replace the recessed
lighting fixtures in the Mural Courtroom with LED lighting; install a counter in the Juvenile Section
of the Clerk of Court's Office to increase security; install glass partitions at the Clerk of Courts'
counter to enhance security; and improve the furniture within the Probate Office to ensure more
privacy.
The Criminal Justice Resource Department (CJRD) is currently located within the lower level of
the 1954 Courthouse. The program's expansion prompted the need for more functional and
consolidated office space. The Sheriff's office space next to the existing CJRD office has excess
capacity and will be renovated along with existing CJRD staff offices to provide the function
space needed.

The Court Street Annex Facility houses the Juvenile Justice and Adult Probation Offices. The
renovation includes flooring replacement, interior relocations, painting, facility upgrades to meet
accessibility needs, security and more effective use of the space.
The Richard E. Whitted Building Health Department medical clinic waiting room is an
underutilized space that could be converted into (4) offices. This work includes the installation of
walls, adding carpet tiles and installing white noise / gray machines to ensure privacy. An
underutilized storage room in the Whitted Medical clinic would replace the current waiting area.
The new waiting area will be next to the entry to the clinic and would improve way-finding, clinic
flow and security of medical supplies and control access to employee areas.
The 2nd and 3rd floor connectors between the Richard E Whitted building A and B windows are
past their end of life expectancy and are leaking. This project will replace the windows and
shades which will increase energy efficiency and moisture control.
FINANCIAL IMPACT: The construction contract with C.T. Wilson Construction Company, Inc. is
a not to exceed amount of$740,867. Budget Amendment#13 will be included as part of the June
1, 2021 Regular Business Meeting agenda, and will include the amended budget ordinances for
the re-purposing of funds between existing capital projects. There is no additional funding needed
to cover the not to exceed contract cost.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity,
substance abuse and domestic violence.
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impact is applicable to this item:
• ENERGY EFFICIENCY AND WASTE REDUCTION
Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption;
3) increase the use of recycled and renewable resources; and 4) minimize waste stream
impacts on the environment.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Authorize Orange County to enter into a Construction Agreement with C.T. Wilson
Construction Company, Inc. for a not to exceed amount of$740,867 for the renovations to
the Orange County Justice Facility First Floor, Criminal Justice Resource Department,
Court Street Annex Second Floor, Richard E. Whitted Health Department Waiting Room
and Window Replacements for the Second and Third Floor Connectors between A and B
Buildings, and
2) Authorize the County Manager to execute the Agreement and to execute any subsequent
amendments for contingent and unforeseen requirements up to the approved budget
