SUBJECT: Designation of Inflatable Boat as Surplus Property and Approval of Transfer to
Eno Fire Department

Resolution
PURPOSE: To:
1. Approve the designation of a 2019 Inmar inflatable rubber boat (vessel I.D.
IMG4SA62G819) and accompanying 40 HP Evinrude jet prop (05560749) as surplus
property; and
2. To approve the attached resolution approving and authorizing staff to complete the transfer
of ownership to Eno Fire Department.
BACKGROUND: In 2020, Emergency Services was authorized to purchase an inflatable boat
and motor to enhance swiftwater rescue capabilities within the county. The project was a cost-
share with Eno Fire Department to replace outdated swift water rescue equipment. The Eno Fire
Department provides fire suppression, emergency medical, and rescue services within its primary
fire district located near the Durham County line. The Department is the primary response
department to Eno River State Park. Eno Fire Department has had sole possession of the
equipment since the acquisition and desires to become certified through the NC Association of
Rescue and Emergency Medical Services. As part of the certification process, the Department
must have the boat registered and such requires ownership.
With flooding as Orange County's highest natural threat, swiftwater rescue boats are paramount
in conducting searches, rescues, and evacuations from flood waters. With this addition, the
County will have (4) equipped and prepared swiftwater teams.
The County Attorney's Office was consulted and determined that the first step in transferring
ownership was to declare the property as surplus. If approved, County staff will transfer the title
and ownership to Eno Fire Department.

FINANCIAL IMPACT: The total value of the property at purchase was $10,941. Eno Fire
Department has and will continue to assume all responsibility for ownership and maintenance of
the vessel and engine.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Approve the designation of the boat and motor as surplus equipment; and
2. Approve and authorize the Chair to sign the attached resolution approving and authorizing
staff to transfer the surplus property to Eno Fire Department.

RESOLUTION APPROVING THE DONATION OF SURPLUS, OBSOLETE, OR
UNUSED COUNTY EQUIPMENT TO THE ENO FIRE AND EMERGENCY
SERVICES,INC.DEPARTMENT
WHEREAS, in 2019, Orange County purchased an Inmar rigid inflatable boat and
Evinrude jet prop motor to enhance the swiftwater rescue capabilities within the County; and
WHEREAS, Eno Fire and Emergency Services, Inc. (Eno Fire Department) has been
assigned this equipment and completed training to provide these rescue capabilities; and
WHEREAS, Eno Fire Department desires to become certified by the North Carolina
Rescue and EMS Association and requires ownership of the boat in order to become registered;
and
WHEREAS, County staff recommends that this equipment be donated to Eno Fire and
Emergency Services, a fire district, which is a governmental unit as defined by North Carolina
General Statute (NCGS) 160A-274(a), to be used for emergency rescue purposes; and
WHEREAS, pursuant to the provision of NCGS 160A-280 allows counties to donate to
another governmental unit any personal property that the Board of County Commissioners deems
to be surplus, obsolete, or unused; and
WHEREAS, pursuant to the provision of NCGS 160A-280, the Orange County Board of
Commissioners has caused public notice of this proposed Resolution to be posted at least five days
prior to the adoption of this Resolution approving the donation.
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of
Commissioners hereby approves the donation pursuant to the provisions of NCGS 160A-280 by
Orange County to the Eno Fire and Emergency Services Department, Inc. of the above described
personal property to be used for emergency rescue services.
