At your request, Draper Aden Associates (DAA) is pleased to offer this proposal for Aerial Services for the
Construction and Demolition (C&D) landfill located at the Orange County Regional Landfill Facility on
Eubanks Road in Chapel Hill, NC. This proposal outlines our understanding of the project scope, tasks to
be completed, assumptions underlying our fee proposal, and fees for the project.
PROJECT DESCRIPTION: The project consists of aerial survey services using a drone and conventional
survey to produce a topographic survey of the C&D landfill. Data gathered will be used to conduct an
analysis of the airspace used within Phase 1 of the C&D landfill.
SCOPE OF SERVICES
Surveying: DAA will conduct an aerial topographic survey with an sUAS/drone aircraft of the area
associated with Phase 1 of the C&D landfill unit, approximately 8 acres. An FAA licensed Remote Pilot
will conduct flight operations in accordance with FAA rules and regulations. Aerial flights are dependent
on safe weather conditions. The topographic survey will include setting and locating Ground Control
Points and performing check point measurements. The images collected using the sUAS will be
photogrammetrically processed to make a 3D Point Cloud and orthomosaic image of the entire project
area. A draftsman will use the photogrammetric output to generate the earth surface and contours at
one-foot intervals.
An_ _ afgis: DAA will provide an estimate of the total volume of air space used at the C&D Landfill on
Eubanks Road. In order to complete this task, DAA will use the survey produced in the task above, to
compare to the design base grades of the landfill to the permit air space limits to determine the
amount of fill that has been placed since the landfill's inception and also since the 2020 annual survey.
In addition, DAA will obtain tonnage from the Client for the time period between the 2020 and 2021
annual survey to assess compaction rates for the C&D facility.

FEES. These lump sum fees will be invoiced monthly based on our estimation of the percentage complete
on each task.

DELIVERABLES: The project deliverables will consist of a high resolution orthomosaic photo base image
and topographic plat without base image. Drawings are to be in AutoCAD format and presented to the
client in PDE form. Two (2) hard copy mounted prints of the aerial photograph, approximately 24" x 36"
in size will be provided. In addition, DAA will generate a memorandum for file detailing the results of the
airspace and compaction analysis.
EXCLUSIONS. Deliverables do not include digital source files used in preparing the deliverables
described above (for example, MS Word, MS Excel, AutoCad files).
TERMS AND CONDITIONS.The proposed services will be provided in accordance with the conditions
presented herein and an existing agreement between Draper Aden Associates and Orange County Solid
Waste Management.
