PURPOSE: To discuss topics of mutual interest between the governing boards of Orange County
and the Town of Hillsborough.
BACKGROUND:
1. Development Projects

2. Transportation Update - (Craig N. Benedict)
a. NC Maving Ahead!
The North Carolina Board of Transportation has released the two-year list of projects to be funded
by NC Moving Ahead! Moving Ahead! addresses North Carolina's most critical needs-maintenance,
modernization and public transportation by emphasizing resurfacing rough roads, widening narrow
lanes and shoulders, improving congested intersections, replacing deficient bridges, as well as
funding a variety of safety and traffic flow improvements. This two-year initiative will also upgrade
our public transportation system by supporting regional rail, replacing outdated bus equipment, and
improving bicycle and pedestrian facilities.

3. Orange County Comprehensive Plan Update -Aligning Town Water & Sewer Service
Areas with County Transition Areas - (Craig N. Benedict)
The County has been developing its Comprehensive Plan, Land Use Element since spring 2001
when it began receiving Census 2000 data. Since then, open meetings have been held with
various boards and committees to address the growth management challenges that lie ahead while
incorporating the excellent work that has been conducted by many county-wide task forces and
local governments over the last 10 years.
Along with other areas, the plan will address the critical area surrounding Hillsborough. Although
this critical area lies within Orange County's planning jurisdiction, Orange County recognizes the
areas where rural and urban land uses meet as critical planning areas and anticipates a mutual
interest in planning for this area.
A PowerPaint presentation or handout of a presentation will briefly illustrate background research,
growth management challenges, and some solutions and refinements that are contemplated in the
new plan.

FINANCIAL IMPACT: There is no direct financial impact associated with discussion of these
topics. There are no action items requiring formal Board decisions.
RECOMMENDATION(S): Staff recommends that the Boards discuss the topics listed and provide
appropriate direction to the respective staffs.
