May 1, 1961
The Orange County Board of Commissioners met on Monday, May 1, 1961, at ten
o'clock a.m. in the Commissioners Room at the courthouse in Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence D. Jones, Donald McDade and Henry Walker.
Members absent: None
The minutes of the previous meeting were read by the Clerk and approved after
some corrections were made.
The following department officials presented reports for the month of April, 1961
Cashe Boggs, Dog Warden
E. M. Lynch, Clerk of Court
Frank Frederick, Delinquent Tax Collector
Dewey King, Commodity Food Supervisor
Mrs. France K. Miscall, Welfare Superintendent
H. T. Johnson of the Oak Grove Community spoke in behalf of a road petition
which had been previously submitted on road $1117. Mr. Johnson was informed that
the petition was mailed to the State Highway Commission office in Greensboro and
any inquiry concerning said road must be made with the Greensboro office.
John Ballard, Realtor of Hillsboro, informed the Board that Cloteal Beasley
owner of the property adjoining the courthouse and parking lot was desirous of
selling said property and that an option could be secured. The Board instructed
Mr. Ballard to prepare a ninety (90) day option on said property.
Upon motion of Commissioner Jones, seconded by Commissioner Bennett and un-
animously adopted the County Accountant was authorized to contact John W. Umstead
and have Mr. Umatead place Orange County under the ten year statute of limitations
for property tax collections.
Mrs. B. B. Forrest, Chairman of the County Planning Board, and Lucian Faust,
Representative from the Research Triangle, presented key maps. These maps could
be found on file at the office of the Research Triangle Regional Planning Commission.
Mrs. Forrest requested that $685.00 be allocated for the preparation of a suitable
map of the Hillsboro area. These maps are to be used for the completion of the zoning
ordinance plans and should be ready by early fall.
Upon motion of Commissioner Jones, seconded by Commissioner McDade and unanimousl
adopted the request of the County Planning Board was approved and Mrs. Forrest was
informed that the county would underwrite the map project in the amount of $685.00.
A discussion ensued on the matter of the Justice of the Peace system in the
county, as a request had been made by one of the local Justices of the Peace for
additional work. No action was taken on this request.
Dewey King, Commodity Food Supervisor, requested permission to hire on a
permanent basic the help that he has now on a temporary basic.
Upon motion of Commissioner McDade seconded by Commissioner Walker and unanimousl
adopted Mr. King was authorized to pay seventy five cents (75d) per hour to one of
his employees and one dollar ($1.00) per hour to the other employee.
The County Accoutant was authorized to contact the school Board Chairman and
advise them that the Board of Commissioners was considering a thirty eight ($38.00)
per student current expense allottment based upon the A & E enrollment for the current
school year.
Upon motion of Commis9ioner Bennett seconded by Commissioner McDade and unanimous.
adopted,Mr. Ballard was authorized to proceed with the purchase agreement on the Clots
Beasley property and to begin negotation for the purcbase of the Browder property.
The County Accountant was authorized to pay Mr. King and his employees.
The County Accountant brought to the attention of the Board certain delinquent
tax bills and he specifically ask permission to proceed with plans concerning the
collection of a tax bill owned by Maurice Julian T/A Julian-s College Shop and
Alexander Shoe Shop. The*Board gave their consent and permission for the collection
of said tax bill.

Court.

The Board of Commissioners adjourned and reconvened as a Board of Equalization
Review.
The following matters were presented:
1. The appraisal of lots 29 & 30 Block C Mountain View Estate was reviewed and
recommendation of the Tax Supervisor this valuation was set at $8,700.00, This
sty is owned by H. W. Moore of Hillsboro Township.
2. Due to the fact that Alexander's,Inc, has failed to file a county property tax
n for 1960 or 1961 tax year this board upon recommendation of the Tax Supervisor
the following assessments:
1960 - 17,500.00
1961 - 17,500.00
3. Due to the fact that Maurice Julian Trading as the College Shop has failed to
a county property tax return for 1960 or 1961 tax year this board sets the follow-
assessments:
1960 - $25,000.00
1961 - $25,000.00
4. Information relative to the valuation of the Lennox Development Company and
of Country Club Development Corporation was presented in the form of a letter from
J. L. Murihead. This board took this information under advisement and directed the
Tax Supervisor to arrange an appointment with Mr. Murihead at the next session.
There being no further business to come before the Board of Equalization it was
adjourned.

Minutes of the Board of Commissioners
May 25, 1961
The Orange County Board of Commissioners met Thursday, May 25, 1961, in the Commissioners room
at the courthouse in Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence Jones,
Donald McDade and Henry Walker.
Members absent: None
The purpose of this meeting was to commence study of the budget for the fiscal year of 1961-1962.
Commissioners Jones moved that the Board include on the school debt service the a= of $30,000.00
to be used as estimated interest on the recently voted school bond issue and that the date of November
7, 1961, be selected as a tenative date of sale for said bonds. This motion received a second from
Commissioner McDade and when a vote was called there was5 eyes and 0 naves.
The Board continued budget discussions until 10:30 p.m. at which time they adjourned.
