BACKGROUND: Odg net Jus[ce Fec IR'ea Stutlv In 1994, Me Orange County Board of Commissioners appointed a group to study [he long-tens needs of justice facilities in Orange Count'. All judicial functions within Me County were represented In the Justice FacilRies Stutly Group. The results of their eROrts were refleotetl in s report publishetl in July 1995. A greater flexibility in scheduling various courtrooms was agreetl M among Me jutlges, thereby allowing a mare eRicient use pattern of all courtrooms. A second group of Judicial OMcials end County staff were convenetl later in 1996 to evaluate the impact of these two expansions. Although these changes may have negetetl the need for z further expansion for up to a decade, the group agreed that the long-tans neetl still exists antl that a proactive approach to tlevelopment was crhiral. Hillsborough Justice Facildias Camoua Master Plan In 1999, the County Commissioners mmmissioned Freemaro-White Architects, Chatlotta to protluce a sde plan that refledetl the total builtl-out capability of [he el[e. The results of this report, presentetl In Aptll 2000, outlinetl two options, one cf which would allow approximately 9Q000 additional square feet ofi building (Option A), the other approximately 105,800 square feet (Option B). It is important to note that the sWtly tlefinetl the swpe of the master plan site to be only the area between the Government Services Center to the east, the Courthouse b be west Margaret Lane W [he north antl the etlge of the existng parking lotto the south. At the request of the County Commissioners, the Master Plen was also presentetl to the Town of Hlllsborough Commissioners in June 2000. Concerns raisetl by both BoaNS were similar, examples of which inclutle the following: • Parking sufficiency and location; • Concern about losing the viafa fmm Margaret Lene'mb River Park; antl • Scale of the proppsetl builtlings in relation [o the existing structure; and • Farmers Market location. In an efbrt b further Clardy the challenges associated with development of a court facility on Margaret Lane, two Commissioners, two Judges antl County staff met with represenbtives from the Town of Hillsborough, the Historic Alliance, the Tourism Bcartl antl local citizenry. While there Is general consensus that tlevelopment can occur on the site, [here is signifcant concern that it be done in a manner that embreces a strong sensitivity to historical context of the wmmuniry ae well ea the resulting environmental Impacts. These concerns will be reflectetl In the crderia usetl in the selection of a design film. Praooaed Expans'an of the Master Plan Since the completion of this Master Plan, the BoaN has receivetl recommentlaticna regaining future development of County Government builtlings in the immedale vicinity. Several issues ware reiaed during those discussions, inGudin9 the pctentul that a parking deck could be located closer to the Government Services Center rather then being built as pert of the Courthouse Project. Regardless of whether that shoultl be the case, it is a forgone W nclusion that the design outwme for bath teciliflea will be more effective Rlheir needs are considered in tandem. FINANCIAL IMPACT: The intlireG effect of appmvel of Mis matter is as follows: • Cos[oi consWCtionfor building only is estimatetl e[$6 mlllgn. This cost would be funded through alternative funding mechanisms, such as CertiFlCates of Partkipetion (COPa) or a private placement loan. • Although tlesign consitleretions for River Park will be inGUtletl in the scope of this wodc, any recommendations regarding the actual tlevelopment woultl be consitleretl as a separete cost item. • Cosl of design for the builtllnq only is estimated at l0-02%of cona[mdbn cost cr approximately $600,000-$]00,000. These funds have been appropdatetl over the past two years in the Capital Investments Plan (CIP). If approveQ cost for the expended she master plan would also be chargetl against these funds. Specific cost implications for each of these activities will be presentetl for BoaN appmvel as they become known. RECOMMENDATION(S): The Manager recommends that the BOaM: • Approve the expantletl master plan work and authorize the Director of PUmhasing and Central Services to negotiate a contract far Board approval wM Freeman-White Archkecfs; and • Entlorse the proposetl planning process; antl • Make appointments to the three task groups ea indicated above, including the tlesigna[ion of two County Commissioners who will serve: and • Authorizethe Director of Purohasing antl Cenhal5ervices to sdicil proposals for tlesign services for the Justice Facilities Expansion Project, Phase f
