PURPOSE: To tliscuss various issues with policy and/or financial implications thatare of
cogent interest to the Orange County Board of Commissionere antl/or [he Hillsborough BpaN
of Commissioners.
BACKGROUND:

Both the Hillsborough and Orange County BoaMS of Commissioners have expresaetl Interest
in collebora[ion on Issues aHecling both entdies antl their citizens. This item provitles the
boaNS with an opportunity to discuss the following areas as well as any others that may be
developetl during the meeting:
a) Bountlades, Annexation Policy, 8 Courtesy Review
b) Parks and Recreation
c) Water end Sewer

Regaring Solid Waste, County and Town staff have begun an examination of how Me
County's Solitl Waste OepertmeM coultl provide one option far perfonding fee-far-service solid
waste collection for commerclsl establishments in Hillsborough when the Town tliswntinues
this service es of July 1, 2002. That option, if pursued, could also provide enhanced
opportunitles 1o recycle certain categories of waste in the wmmeroial sector. The Town and
County could also consider the feasibilky of untlerteking coopereliva efforts relatetl to inert
debris recycling near the County's Public Works site and the TOwo'9 yaM waste management
site.
