PURPOSE: To consider the appointments to the Orange County Planning Board.
BACKGROUND: The second term of Mr. Howard McAdams, Jr., who has been serving as the
Cheeks Township representative, expired on March 31, 2003. In addition, the Eno Township
seat has been vacant since the resignation of Ms. Rachel Preston in July of this year. The
Clerk's office has received two applications and three applications, respectively, for these
positions.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making appointments to the Orange County Planning
Board as the Board of County Commissioners may decide for the following positions:
Position No. 3 -Cheeks Township -full term -expiration date -March 31, 2006
Position No. 9 -Eno Township -unexpired term -expiration date -March 31, 2005

Sustainable Energy Association. North Carolina Sustainable Energy Association is
working to create a sustainable energy future by promoting renewable energy
technologies including solar, wind, micro-hydro, geothermal, biofuels and energy
efficiency. Since 1978, N CS EA has conducted countless workshops, solar home
tours and Earth Day events, educating tens of thousands of North Carolinians.
NCSEA is also a stakeholder in the U.S. Department of Energy's Clean Cities
Program, which focuses on increasing the availability and use of alternative fuel
vehicles. With N CS EA's strong efforts and membership backing, the organization
has successfully helped to implement a significant tax credit (35%) for solar and

OTHER COMMENTS: Even though I don't have formal legal training, I am aware
of and have a good. understanding of the legal aspects of BOA activities. During my
previous work with the board, I always tried to act in a logical, balanced, and
consistent manner in order to be fair to applicants and citizens, but also to minimize
