BACKGROUND: Chapter 105-294 of the North Carolina General Statutes requires the Board of County Commissioners to appoint a tax assessor for a period of not less than two, nor more than four, years. John Smith, Jr. was appointed as Orange County Tax Assessor in August 1996 to complete the unexpired term of Kermit Lloyd, He was reappointed fortwo-year periods July 1, 1997 -June 30, 1999, .July 1, 1999 -June 30, 2001, July 1, 2001 -June 30, 2003, and July 1, 2003 - .)une 30, 2005. To further the long-term stability of the Assessor's Office, and in recognition of Mr. Smith's outstanding service aver the years as Tax Assessor, staff recommends that the Board make the reappointment for a period of four years. FINANCIAL IMPACT: None RECOMMENDATION(S): The Manager recommends that the Board reappoint John Smith, Jr. as Orange County Tax Assessor for a period of four years, effective July 1, 2005.
