Charge of the OUTBoard (from Section I, Part C of the adopted Rules and Procedures)
1. The OUT Board is charged with advising the Board of County Commissioners on the planning and
programming of transportation infrastructure improvements and other County transportation planning
initiatives, as directed by the Board.
2. From time to time the OUTBoard may be directed to provide input on regulations on which the
Planning Board has primary statutory and local ordinance advisory duties. In such instances, the
OUTBoard shall serve in an advisory capacity to the Planning Board.

Written Public Comments
Members of the public are encouraged to provide written public comments by emailing comments
to ntrivedi(a--)orangecountync.gov no later than 3:00 p.m. on the afternoon of the meeting. Please
include in the Subject line of the email the title of the agenda item your comment.
Written comments can also be dropped off at the Planning Department's offices at 131 W.
Margaret Lane, 2nd floor, Hillsborough, NC during normal business hours (8:00 a.m. to 5:00 p.m.
Monday through Friday). Please leave your comments in the drop-off box near the front counter
and call (919) 245-2575 to notify staff that there has been a drop-off. Written comments will be
scanned emailed to the OUTBoard members and staff.
Verbal Public Comments
Members of the public must contact Planning Department staff via email at
tlove orangecountync.gov no later than 3:00 p.m. on the afternoon of the meeting and indicate
they wish to speak during the meeting.
When submitting the request to speak, please include the following:

Review Process
The OUTBoard is an appointed volunteer advisory board which makes recommendations to the
Board of County Commissioners (the elected officials). The Board of County Commissioners
holds a formal public hearing and makes decisions.

PURPOSE: Review, update and recommend the Board of County Commissioners (BOCC)
consider the proclamation recognizing May as Bike Month.
BACKGROUND: May is National Bike Month, promoted by the League of American Bicyclists
and celebrated in communities from coast to coast. National Bike Month was first celebrated in
1956. The overall goals of National Bike Month are to showcase the many benefits of
bicycling and to encourage more folks to try bicycling.
The Orange Unified Transportation Board (OUTBoard) continues to advocate for multimodal
travel throughout Orange County. Over the past few years, it has conducted numerous
education events informing the public about bicycle opportunities. Numerous research and
other articles have been published demonstrating the health benefits of bicycling as a
commute mode to work, including:

Benefits
• Harvard Medical School - 5 Benefits-of-cycling
• PubMed Central (PMC) US National Library of Medicine - Cycling: Health Benefits and
Risks
The OUTBoard and Orange County Transportation Planning Staff have drafted a proclamation
recognizing May as National Bike and requests BOCC consider it.
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff requests OUTBoard review the proclamation and recommend
the BOCC consider it.

PROCLAMATION
May— "BIKE MONTH"
Bike to Work Day is always the third Friday in May and Bike to Work Week is the
week of Bike to Work Day. May is National Bicycle Month
Whereas, the bicycle is a viable and environmentally sound form of
transportation and active transportation is an important part of addressing
our climate emergency; and
Whereas, thousands of North Carolinians experience the joys of bicycling year-
round, but especially during the month of May through educational
programs, races, commuting events, trail work days, charity events, or just
getting out and going for a ride; and
Whereas, bicycling is an inexpensive form of travel that can be utilized by all ages,
and
Whereas, bicycling activities and attractions have great potential to have a
positive impact on Orange County's economy and tourism industry and to
stimulate economic development by making the state attractive to
businesses and citizens who enjoy the outdoors and healthy lifestyles; and
Whereas, creating bicycle-friendly communities improves health, well-being, and
quality of life, to boost community spirit, to improve traffic safety, and to
reduce pollution and congestion; and
Whereas, May has been declared National Bike Month by the League of American
Bicyclists every year since 1956; and
Whereas, communities throughout Orange County and North Carolina will be
promoting bicycling as a leisure activity and as an environmentally-friendly
alternative to the automobile during the month of May 2021; and
Whereas, the education of bicyclists and motorists as to the proper and safe
operation of bicycles is important to ensure the safety and comfort of all
road users; and
Whereas, Orange County funded and completed a Bicycle Safety Campaign to
raise awareness of how motorists and bicyclists can best coexist safely on
the road, and
Whereas, the Orange County encourages bicycling and has marked bicycle routes
through the county; and

Now, therefore, be it resolved proclaimed that the Board of Orange County
Commissioners hereby recognizes the month of May 2021 as National Bike
Month and Bicycle Safety Month, and
Be it further resolved proclaimed that the Board of Orange County
Commissioners urges all who support bicycling to support locally planned
bicycling events and urges all road users to share the road safely.

PURPOSE: Review the Orange County Comprehensive Transportation Plan (CTP)
Amendment #3 and provide comments that will be submitted to Durham-Chapel Hill-Carrboro
Metropolitan Planning Organization (DCHC MPO).
BACKGROUND: On August 8, 2019, the North Carolina Department of Transportation
(NCDOT) adopted a new Complete Streets Policy, to "encourage non-vehicular travel without
compromising the safety, efficiency, or function of the facility". Subsequently, NCDOT
distributed a Complete Streets Implementation Guide that specifies, "The adopted CTP will be
considered the controlling plan for the identification of non-motorized facilities to be evaluated
as part of a roadway project."
The new Complete Streets Policy gives NCDOT the opportunity to consider paying for
multimodal facilities - bike lanes, sidewalks, side paths, bus stop pullouts and pads - when
they are part of roadway improvement projects through NCDOT's new Cost Share (section
6 - Complete Streets Implementation Guide). NCDOT will not consider projects until they are
included in the CTP. Highway projects are then subject to inclusion in the Metropolitan
Transportation Plan (MTP), NCDOT's Strategic Prioritization of Transportation (SPOT)
process and funding in the Strategic Transportation Improvement Program (STIP) before
becoming reality. We have an opportunity to include these types of multimodal features on
our roadway projects only if the projects in Attachment 1 are included in the CTP.
The CTP is the first step in a series of plans that need to be completed before a project is
funded. The CTP is to represent the `universe' of possible projects and is not fiscally
constrained. Projects in CTP eventually progress to the Metropolitan Transportation Plan
(MTP) and some MTP projects are submitted for the states Strategic Prioritization of
Transportation (SPOT).
General Example:
• CTP — 100 projects (not financially constrained)
• MTP —40 of the 100 projects (finically constrained)
• SPOT — 10 of the 40 projects (numerically constrained by STI law) = 10% CTP projects

Following the State's action, on November 13, 2019 the DCHC MPO amended its 2045 MTP
by including the State's new Complete Streets Policy and identified which projects would
receive Complete Streets consideration. Since then, MPO staff has been working with local
jurisdictions to identify potential CTP amendments so that they will be consistent with the
amended MTP and new state policy. Though no project has been implemented through the
new policy to date, the CTP sets the stage for NCDOT assistance in multimodal improvements
as part of future roadway projects.
Since the MTP was amended, County transportation planning staff has been working with
DCHC MPO, NCDOT, and local jurisdiction staff in updating Orange County's CTP within the
DCHC MPO planning area, in light of State's new Complete Streets Policy. From December
2019 to August 2020, staff reviewed the Orange County CTP and made recommendations to
the Orange County Unified Transportation Board (OUTBoard). The recommendations used
an analytical process that coordinated efforts with local jurisdictions and DCHC MPO staff as
well as gave consideration to Environmental Justice, transit plans, freight plans, regional traffic
modeling and county-level road safety statistics.
All DCHC MPO member jurisdictions have provided a comprehensive list of CTP amendments
for all modes, and they are separated into individual sections in the attached CTP Report
(Attachment 1). DCHC MPO has started processing this amendment in-house in accordance
with their Public Involvement Plan.
Previous Steps:
• August 19, 2020, OUTBoard began reviewing potential amendments to the CTP.
• September 16, 2020, OUTBoard recommended Orange County Board of County
commissioners (BOCC) approve a list of CTP amendments.
• October 6, 2020, BOCC approved Orange County CTP Amendments
• October 8, 2020, Transportation Staff submitted CTP Amendments to DCHC MPO.
Next Step - Public Involvement:
• April 14, 2021 — DCHC MPO Board releases amendment #3 for public input.
• May 12. 2021 — DCHC MPO Board conducts a public hearing on Amendment #3.
• May 25, 2021 — Public involvement period ends.
• June 9, 2021 — DCHC MPO Board can adopt Amendment #3.
• July 1 or August 4-5, 2021 — North Carolina Board of Transportation can adopt
Amendment #3
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff recommends OUTBoard provide comments.

Amendment #3
The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) hereby
amends the Comprehensive Transportation Plan (CTP) to add, delete, and modify highway,
public transportation, bicycle, and multi-use path projects as detailed in this document.
Proposed Changes
Amendment#3 consolidates several types of projects that require changes to the CTP. The

Schedule --The MPO's public involvement policy requires that a major amendment to the
CTP be released for public input for a minimum of 42 days. The schedule for Amendment
#3 will be:
• Month #1 -- DCHC MPO Board release amendment#3 for public input.
• Month #2— DCHC MPO Board conduct a public hearing on Amendment#3.

Notification --The MPO will post Amendment#3 to the MPO Web site and work with the
jurisdictions and counties within the MPO to publish public affair notices. All notices will be
in both English and Spanish. The MPO will push the Amendment notice through its social
media channels and the MPO contact email database.

—Highway—
The table on the next page identifies updates, deletions and additions to the CTP Highway
table, and is broken out by highway type, e.g., interstate, U.S. highways. StFik thFO U.Th font
depicts text that is to be deleted, and bold font is text that is to be added. A series of maps that
cover the DCHC MPO planning area follows the table. A bright green shadow, , indicates
which highways on the map are to be amended.
A summary of the reasons for the proposed highway updates includes:
• New Roadway Needs —Some new roadway needs have been identified since the
adoption of the CTP. Examples of these needs include modernization of rural
roadways in Orange County and a more direct connection between US 15-501
bypass and Cole Mill Road.
• New and Discontinued Local Plans—The roadway network of the recently
approved Efland-Buckhorn-Mebane Access Management Plan needs to be
integrated into the CTP. Roadway improvements that were based on the
discontinued Durham-Orange Light Rail Transit plan can be deleted from the
CTP.
• New Development Impacts— Modifications are needed to the CTP roadway
network between US 70 and NC 98 in Durham County based on new
developments and site plans.

—Sidepaths (Complete Streets)—
The North Carolina Department of Transportation (NCDOT) published Complete Streets
implementation guidelines that support sidepaths along major roadways. The table on the
following page identifies highway segments with a "needs improvement" or "recommended"
(i.e., new roadway) status that are to include a bicycle/pedestrian sidepath as an integral part
of the construction and budget. The DCHC MPO has already identified many of these highway
segments for sidepaths in Amendment#2 to the Metropolitan Transportation Plan (MTP),
which was adopted in November 2019.
The DCHC MPO has also identified other sidepaths that would connect to this network but
these additional sidepaths are identified in the multiuse paths (MUP) table of CTP Amendment
#3 because they are to be built along highways that are not designated for improvements.
Note that a sidepath and multiuse path (MUP) are the same type of facility. For the sake of
clarity, the CTP distinguishes a sidepath as part of a highway improvement project, and a MUP
as a stand-alone bicycle/pedestrian project that in some cases might be constructed along a
roadway that is not being improved.
Following the sidepath table, a series of maps that cover the DCHC MPO planning area show,
using a bright purple shadow, �, which highways and interchanges are to have a sidepath.
In addition to the table and maps, Amendment#3 will also reference the North Carolina
Complete Streets policy and guidelines to ensure that the public understands that the DCHC
MPO plans to enforce Complete Streets.

—Rail, Fixed Guideway and Bus Rapid Transit—
The table and map on the next two pages identify high capacity transit and bus rapid transit
(BRT) that are to be added to the CTP. The reasons for adding these project include:
• Suspended Light Rail Transit—The suspended Durham-Orange Light Rail Transit plan left
several major travel corridors without a plan to provide sufficient transit service. In
place of the proposed D-0 LRT, high capacity transit facilities will be implemented along
the former D-0 LRT corridor to connect Durham and Chapel Hill. These facilities, which
the DCHC MPO added to the 2045 MTP via Amendment#2 in November 2019, will likely
use differing combinations of BRT facilities such as dedicated bus lanes, enhanced bus
stations, signal preemption and separate bus-only ramps at interchanges.
• Extended High Capacity Transit— High capacity transit services have been extended
from the Chapel Hill North-South BRT to Hillsborough, Pittsboro, and Carrboro.

—Public Transportation (Operational Strategies)—
The table and map on the next two pages identify transit emphasis corridor projects that are to
be added to the CTP. A City of Durham transit plan has identified the need for three transit
emphasis corridors. These improvements make it easier for the riders to get to bus stops, make
them more comfortable and secure waiting for the bus, and help increase the bus speed. The
facilities might include sidewalks, crosswalks, curb ramps, pavement markings, shelters, and
benches, and service, and systems such as prioritized traffic signals.
The map of GoDurham Transit Emphasis Corridors is not yet available in the CTP map format.

—Multiuse Path—
The CTP Amendment#3 has added many sidepaths to major roadways based on changes to the
Complete Streets policy and guidelines. In addition to these sidepaths, Amendment#3 will add
multiuse paths to connect to the sidepaths and create complete multiuse use path networks.
Also, several jurisdictions have updated their local multiuse plans and want to reflect those
changes in the CTP. The table on the next page shows the proposed additions to the CTP
multiuse table.

PURPOSE: Review the US 15/501 Corridor Study and provide comments that will be
submitted to Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO).
BACKGROUND: November 11, 2020, DCHC MPO completed the US 15/501 Corridor Study
addressing all public comments following the MPO's public review period and public hearing.
The study focuses on a small segment of the regional corridor from Ephesus Church Road in
Chapel Hill t o University Drive in Durham. The Study's summary report is provided
(Attachment 1) for your reference; key highlights include:
• Study Purpose and Scope — Convert auto-centric state highway to multimodal corridor
• Corridor is broken into unique segments addressing different issues.
o Segment 1 — Ephesus Church Road to 140 interchange
0 1-40 interchange and surrounding quadrants
o Segment 2 — 1-40 to US 15/501 Bypass
o Segment 3 — US 15/501 Bypass to Chapel Hill Road
o Segment 4 — Chapel Hill Road to University Drive
• Travel profile focuses on bi king, walking, transit, job, housing, environmental sensitivity,
and vehicular traffic.
• Public Process — Mobility tour, visioning exercises, website, public workshops, steering
committee, corridor analysis, qualitative screening, multimodal alternatives screening,
quantitative screening.
• All alternatives focused on transit, bike/walking, jobs/housing and v ehicular, final
alternatives selected were based on individual segments.
o Segment 1 — 6 travel lanes, center turn lane, outside dedicated bus lanes, side path
on both sides including grade separated pedestrian crossing at Eastowne Drive.
0 1-40 Interchange — Grade separated bike/ped connecting New Hope Commons to
Eastowne Drive and Patterson Place to Gateway, improve auto safety.
o Segment 2 — 6 travel lanes, inside dedicated bus lanes, wide (14') outside
shoulders, side paths on both sides

• Result of Phase 1 — not approved or rejected, no formal action taken.
Chapel Hill and Durham representatives on the DCHC MPO Board have requested MPO staff
continue investigating other ways to address their concerns through another study. DCHC MPO

The recommended alternative aims to provide a comprehensive multimodal
alternative for the entire corridor.
In Segment the focus is on trying to find a balance between the conflicting priorities of accessibility
and mobility with a design that improves the flow of through traffic, but also provides tools for creating
a more urban environment through reduced travel speeds, increasing the number and safety of
crossing locations for bicyclists and pedestrians, and streetscaping to provide a more urban feel. In
Segment 2,the focus is on mobility with a design that focuses on multimodal grade separations,while
recommending local street networks within developments adjacent to the corridor for local traffic and
bicycle and pedestrian movements along the corridor. High capacity transit service along Segments
1 and 2 is prioritized with the inclusion of a bus only lane. In Segments 3 and 4,the recommended

IMPLEMENTATION
The US 15-501 Corridor Study is a long term plan,with the goal to Reimagine US 15-501 as a integrated,
multimodal corridor. Due to the long term nature of this plan, the implementation of recommendations
documented in this plan have been broken into three phases:

Along with differing timeframes for the recommendations, implementation will be overseen by
different entities. Major roadway projects, like new interchanges,will be funded and built by the North
Carolina Department of Transportation (NCDOT) and will include bicycle and pedestrian facilities.
Standalone bicycle and pedestrian improvements or smaller roadway projects, could be funded by local
municipalities like the Town of Chapel Hill or City of Durham. Developers may also be responsible for
constructing new streets or bicycle and pedestrian facilities on parcels as they redevelop.
With all the stages of implementation,there is a recognition that more detailed level analysis and
design will be completed.At this time, more context sensitive details, like final placement of crosswalks
or streetscaping will be determined. See for example the aerial photo below that shows an illustration
of how a Reduced Conflict Intersection design can be implemented within an urban corridor with high

US 15-501 Corridor Study
Scope — Summary (version:January 19,2021)
This scope summarizes the tasks and products needed to finish the US 15-501 Corridor Study.
Staff will use this summarized scope to create a request for proposal to select a consultant
known for their creative bicycle, pedestrian and transit planning solutions. The request for
proposal will emphasize that the DCHC MPO seeks solutions for the US 15-501 Corridor that are
truly aspirational and lead the travel of our future rather than react to it.
Review Draft Corridor Study and Process
The consultant will become familiar with the draft US 15-501 Corridor Study report, including
the vision and goals, demographic and travel profiles, public participation process, alternatives,
recommendations and implementation, and the conceptual design. It is important that the
consultant understand how the Study's proposed transportation system for the Chapel Hill
segment and the 1-40/US 15-501 quadrant area did not meet the newly adopted Goals and
Objectives of the DCHC MPO and the interests of several people who provided comments to
the Board. The proposed design of the Chapel Hill segment favored vehicle travel over that of
bicyclists and pedestrians, and included an 8-lane cross-section and Reduced Conflict
Intersection (RCI) that would make bicycle and pedestrian crossing hazardous. The sole
interchange proposed for the 1-40/US 15-501 quadrant was viewed as providing inadequate
access to the Patterson Place and New Hope Commons developments, and as making bicycle
and pedestrian movement hazardous between the developments.
The consultant will review segment 1 (i.e., Chapel Hill) and the 1-40/US 15-501 quadrant area
because these two areas need further public input, technical analysis, and development to
create a Corridor Study that can be adopted. Segments 2, 3, and 4 will also require review and
further development, but the level of effort in these segments is not expected to be as high as
segment 1 and the 1-40/US 15-501 quadrant area.
The consultant will conduct an informational meeting with the Project Steering Committee to
identify and understand the unresolved issues in the draft Corridor Study report, conceptual
design, and process. The Project Steering Committee is composed of staff from the DCHC MPO,
Town of Chapel Hill, City of Durham, Durham County, GoTriangle, GoDurham, and NCDOT who
were involved in the US 15-501 Corridor Study.

US 15-501 Corridor Study and staff responses to the comments, which identifies

Conduct Issues Meeting with Stakeholders
The consultant will conduct one meeting with three different stakeholder groups to identify
and understand the issues that stakeholders have with the draft Corridor Study. The
stakeholder groups will be: segment 1 (i.e., Chapel Hill segment); 1-40/US 15-501 quadrant area;
and, segments 2, 3 and 4. There are three stakeholder groups because the issues and
membership of each group is expected to be fairly distinct. If needed, the meetings will be
virtual (i.e., online). The consultant will prepare any materials for the meeting, design the
meeting format, and conduct the meeting. DCHC MPO staff will provide administration and
coordination, including: identify and notify potential stakeholders; prepare the attendee list for
each stakeholder group; and, obtain the meeting site if there is an in-person meeting.

Conduct Solutions Meeting with Stakeholders
The consultant will conduct one meeting with each stakeholder group to identify proposed
solutions to the unmet transportation needs and issues that were identified in the previous
issues meeting. The consultant will identify the best meeting format and preferred format of
the meetings' output materials for each of the stakeholder groups based on the issues to be
addressed and the level of technical detail needed to update the draft US 15-501 Corridor
Study. The consultant will prepare materials for the meeting and produce the output materials.
DCHC MPO staff will provide administration of the stakeholder groups, meeting support (e.g.,
documenting participant input), and, the meeting site if there is an in-person meeting.
The Durham County and Orange County transit plans are expected to be drafted or approved in
the April-to-June 2021 period. The consultant will need to incorporate transit services, facilities
and infrastructure from those plans into the US 15-501 Corridor Study. The staff from the DCHC
MPO and its partner agencies will assist with this coordination.

present the draft conceptual design to the Project Steering Committee (PSC), the DCHC MPO
Technical Committee, and finally to the DCHC MPO Board to be released for public comment.
DCHC MPO staff will arrange the meetings and any electronic document distribution.

person meeting site (if the meeting is not virtual); and, document the public input.
It is expected that an in-person activity can be a single event for all three areas (i.e., segment 1,
the 1-40/US 15-501 quadrant area, and segments 2, 3, and 4). However, a virtual meeting will
need to be divided into a separate meeting for the three areas.

PURPOSE: Biannual opportunity for OUTBoard members to submit suggestions for North
Carolina Department of Transportation (NCDOT) non-Strategic Transportation Improvement
Program (STIP) projects.
BACKGROUND: NCDOT has a variety of non-STIP funding sources for small transportation
projects (Attachment 1). Such programs include:
• High Impact-Low Cost Program
• Spot Safety
• Hazard Elimination Program
• Spot Mobility Program.
• Annual Maintenance Resurfacing
Common characteristics of these local non-STIP projects are:
• Do not involve right-of-way acquisition;
• Construction ready to be under contract within 24 months of approved funding;
• Costs over $250,000 typically requires resolution of support from local elected body;
• Funding can be paired with other funding sources; and
• Subject to Board of Transportation (BOT) approval.
Throughout each fiscal year, opportunities may arise for Orange County to submit small
transportation projects to NCDOT. The turn-around time between local submission and
NCDOT project review is typically very short. Once non-STIP projects are approved, there is
very little design review or public involvement as these are typically considered "construction
ready." The small transportation project lists as an ongoing inventory addressing the County's
small and immediate transportation issues.
The Planning staff is requesting OUTBoard members assist staff in identifying potential local
non-STIP projects, using the examples provided in Attachment 1 as a reference. OUTBoard
members represent and reside in all areas of the county, and typically are more familiar with

the roads they travel than staff. Staff has developed a Small Transportation Projects
(Attachment 2) and regularly update.
No project is too small. NCDOT Maintenance Yard is located in Orange County, they can:
• Fix pot holes;
• Maintain ditches and culverts;
• Fill cracks in roadway surfaces; and
• Maintain line of sight in critical areas like intersections.
While formal small project requests will be discussed by the OUTBoard on a biannual basis,
feel free to send possible projects to staff at any time to be added to our running list.

II. DISCUSSION TOPICS
A. Updates to the State Transportation Improvement Program (STIP) (NCDOT)
A year after the COVID pandemic caused shutdowns across the state, the timeline for STIP
projects has been adjusted based on revenue streams and phasing back into pre-pandemic
conditions.
Status: NCDOT to provide any updates.
- Wright Archer: At this time last year, we were in a different place budget-wise. With severe
hurricane issues and the pandemic, there were some real budget shortfalls. In November,
balance was around $700,000 and as of last week, we're at about $1.5 million. Lots of projects
are on hold, but we're starting projects back on.
- Jenn Weaver: Roadside maintenance questions have come in. Can you speak to that?
- Wright: Went from picking up 4 million pounds in 2018 to 9 million pounds in 2019 to 2 million in
2020. Looking to revitalize that now; maintenance was affected by budgetary constraints, but
that's rebounding as well.
B. US-70 at US-70 Business — Highway Safety Improvement Program (HSIP) (Orange County)
Orange County Staff submitted this intersection for potential safety improvements to be evaluated
and implemented by NCDOT through their SPOT Safety/Mobility or HSIP program. NCDOT has
flagged it for HSIP for investigation and identify possible countermeasure.
Status: NCDOT to provide any updates to results.
- Nish Trivedi: The intersection of US 70/US 70A has had a lot of accidents and we've looked at
the data (crash analysis). In communicating with NCDOT, we were told this was being
considered for HSIP.
Dawn McPherson: Touched base with associate, Brian Thomas; there is no response yet with
recommendations based on investigation but that there should be information by the end of
March. We should be able to bring something at that point in time after it comes forward; this is
still in process.
Tom Altieri: Something that Orange County Transportation Planning staff has been working on
with the OUTBoard is trying to find smaller projects that can be funded (non-STIP) in order for
them to be funded. Commissioners Price and Bedford, you'll remember hearing from the
OUTBoard chair at a work session that there's interest in these types of projects. We've been
working with NCDOT staff(particularly Dawn McPherson) to understand the mechanics of this
process and how to get funding for these types of projects. Hopefully over time, we can have
more success in this area.
- Renee Price: Is there a thought to put in an actual traffic signal at this location or consider road
realignment?
- Nish: Since NCDOT is doing the investigation of this project, they'll decide on what treatment is
best.

- Dawn: If you're not going to go through the STIP process, it's going to be a smaller, lower-cost
fix. Maybe if realignment seemed required, it could be added to the STIP at a later date. This is
not, technically, an HSIP project yet; right now, it is being studied. NCDOT will do the
investigation, provide recommendations to the County and will then seek out a funding source to
fix the problem (with the potential safety/mobility problem).
C. NC-54 at Dodson Crossroads (NCDOT)
Orange County Staff submitted this intersection for potential safety improvements to be evaluated
and implemented by NCDOT through their SPOT Safety/Mobility or HSIP program; current analysis
has determined it does not qualify. NCDOT Division 7 Traffic Engineering staff is investigating low-
cost countermeasures that may be implemented by NCDOT staff without requiring a full project.
Status: NCDOT to provide any updates.
- Dawn: We're looking at the possibility of looking at loop locations and back plates on traffic
signals. Those are two items that we're looking at doing for those locations.
- Jamezetta Bedford: What's a backplate?
- Dawn: The back of the signal is black to help enhance that there is a traffic signal there and
helps you better see that there is a red/yellow/green signal.
- Renee: Is there a timeline for this?
- Dawn: Probably by the end of April.
D. Braided Intersection between Exits 160 and 161 on 1-40/1-85 (NCDOT)
With the developer no longer pursuing the construction of Efland Station, questions remain about
the process to change the "braided intersection" that falls between Mt. Willing Road and the US
70/1-85 Connector as well as any plans for widening that section of I-40/1-85.
Status: NCDOT to provide any updates.
- Chuck Edwards: Buc-ee's was proposed to go into the Efland interchange. There was a lot of
discussion about the traffic impacts of that development (around 30,000 vehicle trips a day).
One of the major things being looked at was removing the Exit 160 (Mt. Willing side). If you put
a lot of traffic on that type of interchange, there are operational problems with that "weaving"
scenario. One idea was to reconfigure the interchange. Public seemed to have questions
about this. With no Buc-ee's, there's no major changes. The CTP for the area does show that
the 1-85/US 70 Connector interchange has been identified as "needing improvement." As traffic
grows sufficiently (either background or because of a project), it will need to change. With all of
that being said, there's nothing on the current TIP to modify that interchange.
- Renee: Are you going to look at the US 70 Connector?
- Chuck: The Connector has had a few SPOT projects on the list (since you can only go to and
from the East on it currently). Last time it went on SPOT, it didn't score well enough to get
programmed. It should continue to be sought out in the SPOT process.
- Tom A: A couple of reasons why that project hasn't scored well is because of the very high-
capacity of the four-lane, divided section of the Connector. It's also an expensive project.
Recommendation was to remove above-grade interchange to at-grade, and that's expensive
and does not score well. Eventually, that bridge will need to be replaced or removed, but some
things, like cost savings of removal vs replacement, are not factored into that process. In our
discussions with NCDOT, we did feel like there was interest from NCDOT in the project, but
SPOT is objective and we all must play by the same rules. Eventually getting it to a full
movement, at grade, intersection would be beneficial.
- Chuck: As SPOT has evolved, there's an "express design" (high-level feasibility study). Informs
the process. We can do an express design if that helps.

- Nish: This has been a County priority and is still on the SPOT list. I'm not aware of any express
design that is being used currently.
- Wright: We are looking at the way we design with value engineering. They used to be at the
end of the process, and we're looking to bring them in to an earlier part of the process. That
way, we get different ideas earlier in the process. We use this to try to get costs down to a
reasonable level.
E. Traffic Safety Issue in the Dogwood Acres Neighborhood (NCDOT)
The BOCC has received an additional complaint with regard to traffic and safety in the Dogwood
Acres neighborhood. The NCDOT Traffic Engineering investigation (Attachment 1) to the original
complaint was given to Orange County Planning and the Orange County BOCC in November 2020.
Status: NCDOT to provide any updates.
- Dawn: Recommendation is not to improve intersection. We did not see any type of safety
concerns in that area that we could tangibly see that would involve an all-way stop in that area.
- Renee: Did you email the constituent?
- Dawn: I believe that we have, and Chuck had reached out at one point.
- Wright: Dawn, can you follow-up on that?
- Dawn: Yes, I can and can copy Renee Price on that too. In the future, please feel free to
forward this over to my office.
F. Hillsborough Train Station and Feasibility Study on NC 86 Connector (Hillsborough)
Hillsborough will share the status of their train station project as well as the progress of their
feasibility study with consulting firm VHB on the NC 86 Connector.
Status: Hillsborough staff to provide any updates.
- Margaret Hauth: We did get notice from NCDOT that there's a freeway funding agreement
between the town, NCDOT and GoTriangle. We will start the process of seeking a design team
now. We did a conceptual study a few years ago to help inform this process, and so we're
using that now. This project includes no improvements in the rail corridor. We will not be
building a platform or outside improvements in that area for the time being. NC railroad isn't
committing to anything right now. RFQ for design team will go out later this summer, and then
design will be 18 months to two years. One thing we got besides the building is $100,000 to
design a connection for pedestrians from the building to the downtown of Hillsborough.
- Jenn: We're excited that this is moving and will accept any advocacy on our behalf to get the
train to stop.
- Renee: So you're building a station and the train may not stop?
- Margaret: That has been our direction. There's some curve removal that creates an issue.
Norfolk Southern has not shown interest in passenger activity in their corridor, while NC railroad
has been a partner. There are steps that we have to go through in order to get a train to the
station.
- Renee: So if GoTriangle says that we're appropriately sized for rail, are we able to use it in 10-
15 years when we reach that threshold?
- Margaret: Still would require Norfolk Southern's affirmation.
Moving on to NC 86 Connector topic:
- Margaret: NC 86 has used some of its funding from MPO to identify a solution at Eno Mountain
Road and Mayo Street. Using two roundabouts instead of realignment is more cost-effective.
Looking at river to Orange Grove Road and how to make improvements in an area that is rich
with barriers (businesses, creeks, power lines, railroad, etc.). Working on that now and hoping
to find a project that will become a TIP project in the future.

- Renee: Where are the roundabouts?
- Margaret: Mayo Street and Eno Mount Street, both at Orange Grove Road. The two
roundabouts are safer and more cost-effective.
III. NCDOT UPDATES ON PENDING OR ACTIVE PROJECTS
A. TIP Projects
B. Resurfacing and/or Bridge Replacements
- Project list found as an attachment from NCDOT.
- Chuck will double-check on an item for the MST initiative and whether the bridge will connect to
it.
- Jamezetta: Was this a part of the BG MPO project that got submitted to SPOT 6?
- Nish: No. There is not SPOT 6 project for Buckhorn Road as a submitted project.
- Jamezetta: How does all of this US 70 work (US 70 study) connect to everything?
- Nish: The study will cover all of US 70 (west of Mebane to east Orange County).
- Jamezetta: How come the roundabout at Estes Drive takes so long?
- Chuck: That project has a lot of utility conflicts (OWASA). That one should be wrapped up
soon and we're finishing up with the road work.
- Jamezetta: Is NCDOT completing a section of the MST with the project update that is by the
bridge?
- Wright: There is a bench under the bridge for the MST trail. It will be another project (NCDOT
won't be responsible for the building of the trail).
- Jamezetta: Concerns about getting sidewalks out by Cedar Ridge HS and New Grady Brown
Elementary. Is there an update on this?
- Chuck: There is a lot of history there. Bottom line is that you've got two schools south of 1-40
and the homes are north of 1-40. One stopgap measure was to install pedestrian safety fencing,
which you've seen. Long term, having sidewalks would be a positive. We did an MSTA study,
but we weren't able to do pedestrian counts because COVID hit. We will go back to that after
we get back to normal, but I think it'll take SPOT in order to get it up to where people will want to
see it.
- Chuck: Widening of 1-40 will be awarded in this coming August. Discussion of NC 86 study;
this is a third part of the TIP project and has been pulled out because of complexity of issues.
IV. ADDITIONAL ITEMS
A. Mt. Willing Road and Buckhorn Road Intersection — Funding and Installation Progress
- Dawn: It's looking like it's coming up on the Board for approval and potentially have funding by
June 9t" or 10t". It has to be approved by the Board (concept, then funding). Potentially getting
it funded by early summer, and we'll get back to you on that.
- Renee: Has this been an issue with traffic because of the development that is taking place
north of there?
- Dawn: I think it's always been an issue, but with added development, this will enhance the need
for this project.
