This is fhe next step in the Sfillhouse Creek Watlande Reafnrafion Project. BACKGROUND: On June 5, the Board adopted a reaolutbn agreeing in principle b a stream reamretion project for Sfillhouse Creek, from Me Government Services Center to the Eno River. Thie project is needed to restore sf(eamside vegetation and minimize future erasion along the stream segment. The $50,000 project will be paid In full by Me N.C. Division of Water QUaldy (DWO) Wetlantls Restoration section, and will conducted by OWO in conjunction wdh the USDA Neturel Resource Conservation Service (NRCS) and the Orange Soil and Water District. In oNer to receive State funtling antl project complefion, a conservation easement must be grentetl from the County to the State for a buffer area along the stream. The State has agreed fo exempt the Government Services Center end Occnneechee village from the easement area. The opton agreement acknowletlges tM1af fhe State antl the County are walking on the terms of a conservation easement and provitles a timetable forthe State b secure fhe easement. Ezewtion of the option agreement allows me State io encumberfuntls far the project, consistent with the protect timetable. Once the design is complete, the conservation easement will be dreHed by the County Attomey, ERCD staff antl NC DWO using the project tlesign. Thle woultl be presentetl to the BoeM for wnslderatlon and etloptlon in eatly 2002. The County Attomey, ERCD staff and DWD staff are working on the language oFthe conservation eeaement. An example of such en easement Is provided sa en ettachmenL although no actbn is needetl on the easement at this time. FINANCIAL IMPACT: There Is no flnancldl Impact In slgnln9 the option agreement. This option tloes not indutle a monetary trensactien, antl simply enables the State to encumber funtls for the project and proceed to tliscuss easement language.
