HomeMy WebLinkAboutMinutes - 19610206Minutes of the Board of Commissioners February 6, 1961 The Board of Commissioners for the County of Orange, North Carolina, met in regular session at the County Courthouse in Hillsboro, North Carolin, the usual place of meeting, at 10 o'clock, A. M., on February 6, 1961. Present: Chairman Donald M.Stanford , and Commissioners Harvey D. Bennett, Clarence D. Jones, Donald R.McDade and Henry S. Walker. Absent: None The Chairman announced that this was the date and hour fixed by the Board for the public hearing upon the order entitled: "ORDER AUTHORIZING 51,500,000 SCHOOL BUILDING BONDS", and that the Board would immediately hear any and all citizens and taxpayers who might desire to protest against the issuance of said bonds. No citizen or taxpayer of the County appeared, either in person or by attorney, to protest againstthe issuance of any of said bonds, and the Clerk announced that no protest in writing, signed by any citizen or taxpayer, had been presented, except Mr. Thomas Sprouse, of Route 1, Durham, N.C., a citizen of Orange County, who did appear in person and protested against the issuance of the bonds. The foregoing oral protest of Mr. Sprouse was duly considered by the Board. Thereupon upon motion of Commissioner Henry S. Walker, seconded by Commissioner Donald R. McDade and carried, the order introduced and passed on first reading on January 16, 19 1 ,entitled: "ORDER AUTHORIZING $1,500,000 SCHOOL BUILDING BONDS", was read a second time and placed upon its final passage. The vote upon the final passage of said order was: Ayes: Commissioners Donald M. Stanford Harvey D. Bennett Clarence D. Jones, Donald A. Noes: None. The Chairman then announced that the order entitled: "ORDER AUTHORIZING $19500,000 SCHOOL BUILDING BONDS " had passed. The Clerk was thereupon directed to publish said order in The News of Orange County, once in each of two successive weeks, and to publish at the foot of said order the appended note as required by The County Finance Act, as amended. Thereupon Commissioner Donald R. McDade introduced the following resolution which was read: RESOLUTION CALLING A SPECIAL BO1d) EIBCTION BE IT RESDLVED by the Board of Commissioners for the County of Orange: Section 1. A special bond electionis hereby called to be held on Saturday, March 18, 1961, between 6:30 A. M. and 6:30 P. M., Eastern Standard Time, at which there shall be submitted to the qualified voters of Orange County the following question: Shall an order finally passed on February 6, 1961, authorizing the County of Orange, North Carolina, to contract a debt, in addition to any and all other debt which said County may now or hareaf ter have power or authority to contract, and in evidence thereof to issue School Building Bonds in as aggregate principal amount not exceeding $1,500,000 for the purpose of providing funds, with any other available funds, for erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school buildings and other school plant faci- lities, and acquiring necessary land and equipment therefor, in order to pr.,ride additionalschool facilities in the County of Orange to maintain the six months' school term in said County as required by Section 3 of Article I8 of the Consti- tution, and authorizing the levy and collection of a sufficient tax for the payment of the principal of and the interest on said bonds, he approved? Section 2. For said bond election the regular registration books for elections in said County shall be used and such books shell be open for the registration of voters not there- tofore registered from 9 A. M. until sunset on each day, beginning Saturday, February 18, 1961 and closing Saturday, March 4, 1961. On each Saturday during such registration period such books shall . be open at the polling places. Saturday, March 11, 1961, shall be challenge Section 3. The Clerk of the Board of Commissioners shall cause a notice to be published The News of Orange County at least thirty days before the election, and thereafter twice be- e the election at intervals of at least one week between publications, reading substantially follows: 2.1. i NOTICE OF S.oECTAL BOO ELECTION and SUPPLEMENTAL REGISTRATION in the COUNTY OF ORANGE, NORTH CAROLINA 212 A. special bond election will be held throughout Grange County between 6:30 A. M. and 6:30 P. M., Eastern Standard Time, on Saturday, March 18, 1961, at which there will be submitted to the qualified voters of said County the following question: Shall an order finally passed on February 6, 1961, authorizing the County of Orange, North Carolina, to contract a debt, in addition to any and all other debt which said County may new or hereafter have power or authority to contract, and in evidence thereof to issue School Building Bonds in an aggregate principal amount not exceeding $1,500,000 for the purpose of pro. viding funds, with any other available foods, for erecting additional school buildings and other school plant facilities, remodeling, enlarging and reconstructing existing school buildings and other school plant facilities, and acquiring necessary land and equipment therefor, in order to provide additional school facilities in the County of Orange to maintain the six months' school term in said County as re,16red by Section 3 of Article 11 of the Constitution, and authorizing the levy and ca'lection of a sufficient tax for the payment of the principal of and the interest on raid bonds, be approved? The question hereinabove set forth contains a statement of the purpose for which the bonds are authorized by the order referred to in said question. If said bonds are issued a tax will be levied for the payment of the principal and interest thereof on all taxable property in Orange County. The Clerk of the Board of Commissioners is hereby directed to immediately certify a copy of this resolution to said County Board of Elections of Orange County. Thereupon, upon motion of Commissioner Donald R. McDade , seconded by Commissioner Harvey D. Bennett, the foregoing resolution entitled: "HESOLUTION CALLING A SPECIAL BOND EL,C-`-3T ON11 was passed by the following vote: Ayes: Commissioners Donald M. Stanford, Harvey D. Bennett, Clarence D. Jones, Donald R.McDade and Henry S. ;talker, Nose: None. 214 The following Department Officials presented reports for the month of January, 1961. E. M, Lynch, Clerk of Court Don Matheson, Farm Agent Evelyn Raper, :last. Rome Demonstration Agent Cache Boggs, Dog Warden Frank Frederick, Delinquent Tar. Collector and IMrs. Creighton Bonn, Welfare Spot. A discussion arose concerning the eligibility of James Killian for a blind aid grant. Mrs. Bonn was requested to obtain more information pertainia,/t 8 applicant and to make her report later to the Board. Sam ;attis, County Accountant, discussed the matter of using I.B.W. cards for tax billing purposes. Cr. Cattis stated that it would facilitate the pork son being done by the tax department. Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimously adapted the County Accountant was given permission to proceed with the investigation and installation of the cards. Its. Bunn explained the circumstances pertaining to the blind aid application of James Killian. Upon motion of Commissioner Bennett, seconded by Commissioners Jones, and unanimously adopted Mrs. Bunn was authorizgd to pay the blind aid grant to the applicant. A discission arose concerning the proposed legislative program of the State Association of County Commissioners and the Board members approved the postion taken by the State Association. Listed below is the position and opinions concerning the legislation: A. School Incentive Fund The Board is against this proposal. If the State has additional funds available for school purposes they should be applied to meat the States statutory responsibility tmvazds school support. B. Medic'a1 Aid For the Ages The Board of Commissioners feel the State should more adeauately meet the cost of hospilialization of public assistance cases and the medically indigent before they emback on an expensive new medical program. To summarize feelings. of this Board of County Commissioner the following is given: The time has come to make a substantial increase in public support of schools. The burden of this concert should not fall on the property tax; instead this support should fall upon some form of consumer taxation. Additional. State funds should be used to meet the State statutory responsibility for school current expense, including adequate teacher salary, adequate books and supplies, and adequate funds for the operation of school plant facilities; this in itself mould relieve some County wide funds for school building programs. If additional funds are available, which could be used to build classrooms, there should be allocated upon an equitable basis to all counties to meet existing classroom needs, perhaps though a State bond issue of moderate size. There is also a need for funds to be provided on a recurring basis to assist in carryin' thrrou,h school consolidation programs and in presenting facilities for increased enrollments.' If Federal funds become available, they should be used in a similiar fashion, first to meet existing needs and second to help consolidation programs and procure facilities for graving em ollment. The Accountant was directed to poll the banks in the County and see what they mould offer in interest on approximately :17.50,000.00 in surplus funds re have nor available for a period of one hundred (100) days.
