PURPOSE: To consider awarding a bid to Floor Masters, Inc. to furnish and install
approximately 12,103 square feet of rubber floor tile, 4,789 linear feet of rubber cove base, and
88 rubber stair treads in conjunction with the Richard E. Whiffed Human Services "A" building
renovations.
BACKGROUND: The Board authorized an additional $475,000 to complete the Whiffed
Building Renovation at its October 1, 2003 meeting. The action further stipulated Board
approval for any contracts exceeding $50,000 for painting, flooring, etc. At a total cost of
$71,662, the contract to furnish and install these items exceeds that threshold.
Orange County solicited proposals from eight bidders for the various floor coverings required for
the Whiffed Building. However, only one response was received for the rubber floor tile, cove
base and stair treads. In an effort to take advantage of any economy that might be offered by
purchasing the floor the from the Government Services Administration (GSC) contract (federal
government), the bid was structured such that bidders could bid a turnkey project, in which the
bidder provided and installed all components of the job; or the bidder could base its bid on
material only or installation only. In the final analysis, it is to the County's best interest to award
the turnkey bid.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $71,662 and
will be available in the Whiffed Human Services Renovation account.
RECOMMENDATION(S): The Manager recommends that the Board award bid number 1342
to Floor Masters, Inc. of Burlington, North Carolina at a total cost of $71,662; and authorize the
Purchasing Director to execute the necessary paperwork.
