PURPOSE: To consider increasing the hours of the Orange County Arts Commiaelon
CooMinator from PelmeneM Pad Time (30 houre per week) to Full Time (40 hours per weak).
BACKGROUND: Over the past two years, the duties antl responsibil8les of the Orange County
Arts Commission Caokinetor have grown signifcan8y from a largely atlministrative role [o a
more proactive role in support of local arts and artists. In atltl8ion to con[Inuing to dieaeminete
infonnatlon about antl to the local arts mmmuniry and atlminisfering locally-and state-funtletl
ads grants, me Alts Commisson CooNinabr is facilitating community arts workshops antl
tlaveloping special programs and Initiatives.
Special initiatives undertaken tludng the period 1999-2001 include:
• Forming a partnemhip with the Durham HereltlSUn, which increased the Art Commission's
quarterty newsletter circulation from 2,000 [0 35,000 per issue with only a negligible increase
in wet of $100 per issue.
Establishing eweb-based arts tlirectory that lists 1,6001ocal artists and ads oryanizations,
which can be searohetl by artistic diadpline or keywortl search.
• Developing an'ads incubation" program that offers targeted skills development b local arts
organizations -the frst oyanization aided was the Orenge County Open SNdm Tour, with
[he Arts Commieepn helping to create and publish a tour gultle puhliration and asaiating the
artists in forming aself-sustaining non-profrt orgenizagon.
Speerheatling the New Hope Community and Music Protect, which uaea local music to teach
the NC StantlaM Course of Study and connects fhe school wdh the community.
• PlannirG fora public arts tlisplay system at the SOUthem HUman Services Centar_
With the proposed change [o full time status, the Arts Commiaeicn will, in atltlhipq be able M'

tlevelopment as pert of the arts inwbetion program.
• Develop and publish print antl web resources to aitl artists who wish to enhanw their
business skills.
• Devote more time to facilitating the Ornge Arts Nefwonc. which brings together arts end
culture organizations for jcinp long-term planning (participants indutle the Ana Cemeq the
NC Waters' Network, Me Hillsborough Arts Council, the Chapel Hill Public Ans Commission,
EI Puebla, Carrboro Arts Group, antl Seeds of Shaba).
Create an Orange County "State of Me Ans'Report, inGUtling general analysis, par capita
governmental and private funtling/development, involvement of school eyetema, antl Me Ilke.
During Me June, 2001 butlget work sessions, Me Boertl had coneitlered increasing the boon: of
the Arts Coominator. The BoaN esketl Met Me proposetl increase in houre be brought back for
fuller consideration this fall. The position presen0y is vacant. WM the fast detertnina[ion of
Me position hours, staff will begin recmitmem for a now Arta CooMina[or, with an expectetl hire
tlate of January 1, 2002. Meanwhile, Me Ans CooMlnator position will be staHad from
September 24 through December 21 on a 20-hour per week interim basis.
FINANCIAL IMPACT: The estimatetl atltldlonal annual cest of the increase in hours fmm 30
hour: perwcekto 401s about $9,605. Funtls are available in Me 2001-02 Arta Commission
approvetl budget to funtl the increase in houre from 30 b 40 hours per week beginning January
1, 2002 far the remainder of flacal year 2001-02.
RECOMMENDATION(S): The Manager recommends thatlhe Board approve the increase in
hours of tha Orange County Arts Coprtlinator from Permanent Pan Time (30 hours per week) to
Full Time (40 hours per week) efiemive January 1, 2002.
