PURPOSE: To discuss a correction of the term expiration dates for all positions listed on the
member roster for the Board of Equalization and Review; and to discuss making appointments
and selecting a Chair for the Board of Equalization and Review.
BACKGROUND: The following information is for Board consideration:
During a BOCC Business Meeting on March 19, 2019, the open positions were listed in the
abstract for the Board of Equalization and Review (see attached). The "Expiration Date" listed on
the chart was incorrect. The date should have been listed as March 31, 2021, but was incorrectly
noted as September 30, 2021. The minutes for this meeting were approved by the BOCC and
included this date discrepancy.
According to the Tax Administrator and County Attorney, the BOCC should, by official action of
the Board, correct the Expiration Date of current members of the Board of Equalization and
Review from September 30, 2021 to March 31, 2021. Afterward, new appointments should be
made for all positions on the Board of Equalization and Review with a term to be served of April
1, 2021 through March 31, 2023. Upon appointment of the new members, the Board should
discuss designating a regular member to serve as Chair. Pending this March 9, 2021 discussion,
the date correction, appointments, and designation of the Chair will be scheduled for approval
during the Board's March 16, 2021 Business Meeting.

FINANCIAL IMPACT: Each member will be paid $75 per meeting attended, and the Chair will

RECOMMENDATION(S): The Manager recommends the Board discuss the following:
1) An amendment of the Expiration Dates for all current positions on the Board of
Equalization and Review from September 30, 2021 to March 31, 2021;
2) The appointment of new members to the Board of Equalization and Review, designating
regular members and alternates, for a two-year term to be served from April 1, 2021
through March 31, 2023; and
3) The appointment of one of the regular members to serve as the Chair.
Pending this March 9, 2021 discussion, the date correction, appointments, and designation of the
Chair will be scheduled for approval during the Board's March 16, 2021 Business Meeting.

I am involved with Habitat for Humanity in Orange County and surrounding Counties. I
volunteer with Table in Carrboro, NC. I also assist local nonprofits with grant writing as

In 2005, 1 moved from New York City to North Carolina to work with a nonprofit involved in prison
reform. I was quickly drawn to the communities of Hillsborough, Chapel Hill and Carrboro and I
moved to Carrboro in 2006. Since then, I ve remained in Orange County. In 2012, while working
as the Program Director and Finance Manager of Communities in Schools of Orange County, I
wrote a 1.3 million dollar Federal grant to fund drop-out prevention programs at 7 Orange
County middle schools, 2 elementary schools, and 1 high school. We were awarded this grant
and I subsequently implemented it in the CHCCS and Orange County School system.
Additionally, since 2009, 1 have been involved in property management, development, and
investment in Orange County. I also have a strong knowledge of local real estate markets,
market trends, property valuations, the county s GIS site, the UDO, and other resources, based
on my experience buying, selling, and developing property.
Reasons for wanting to serve on this board:
When I first applied to serve on the Board of Equalization and Review, my motivation was simply
to offer my knowledge of the real estate market, market valuations, and market trends, and to
engage in more service work in our County. My two years on the Equalization Board have made
me understand the importance of learning, adapting, and helping to improve the Board so
decisions are made that are fair to all taxpayers. I have attended Property Tax Commission
appeals in Raleigh, spoken with tax offices in over 20 other North Carolina Counties about theirA

policies and their Equalizations Boards; and I ve worked to always deliver decisions grounded in
a relevant General Statute or in Guidelines provided by the County Commissioners.A

I moved to Orange County over 15 years ago. I have been involved in community organizing in
gentrifying neighborhoods, worked for and with local nonprofits, started a company to buy,
renovate, and build homes, andA I have an unwavering commitment to hearing all perspectives

completed pediatrics, pediatric cardiology, and pediatric electrophysiology clinical training, as
well as post doctoral training in molecular physiology at Baylor College of Medicine in Houston,
TX. I then accepted a job (back home!) and returned to NC with my wife in family. We moved to
Hillsborough in 2018 and I currently lead a cardiovascular genetics clinic at Duke Childrens
Hospital and I lead a research team exploring the causes of sudden cardiac death-predisposing
diseases.
While I recognize that none of these experiences do not seem to be directly relevant to a board
of equalization and review; however, it has reinforced several characteristics that are important-
being objective in the face of(sometimes heated) emotion and being financially prudent for a
greater good. Perhaps more importantly, I am a homeowner and member of the community. I
know firsthand what its like to have what I perceived was an unfair property assessment-when
we lived in Pearland, TX I believed that my county appraised property value was a gross over
estimation given the home sale prices in the neighborhood. I know firsthand how challenging
and opaque the process of petitioning for an adjustment can be.
Reasons for wanting to serve on this board:

My principal reason behind wanting to serve is to be community member, and an Orange County
homeowner, that is an impartial arbiter of disagreements between my neighbors and my
community as a whole. I hope by doing this I can learn more about my community and about the
local government that directly impacts my life and the lives of my family.

I am a bit different than many individuals who tend to serve in local volunteer positions. I am a
recently(re)-transplant to the area. Further, I have a wife and 2 school aged children that live
and work in Orange County. I am a mixed-racial individual (mother is southern Vietnamese and
my father is Caucasian) and I rarely see individuals of either Asian or Pacific-Islander descent in
local government. Further, while there are a number of physicians and scientists in the area, I do
not prominently see their participation on local boards.

I served as a member of the County s Board of Equalization and Review for several years
(as a member, as chair, or as alternate). I currently tutor in the Orange County Public
School s Virtual Academy three mornings per week and volunteered in the brick and
mortar classroom prior to the pandemic. I chaired the Parish Council at my local Catholic
Church and served on the Board of the Orange Congregations in Mission. I have been on
the Board of Directors of my HOA (I do not currently serve in that capacity so I would not
have any conflict of interest.)

It is important to have Board members who are not real estate professionals or appraisers. It is
important that Board members have an open mind concerning the various types of information
