Re: Animal Services Hearing Panel Pool Reappointments
Four members of the Animal Services Hearing Panel Pool (HPP) are up for reappointment in the
near future. Staff contacted three of these individuals and each confirmed an interest in being
reappointed. These HPP members
• Meggie Romick (an at large appointment);
• Allan Polak (a public safety appointment); and
• Deb Cunningham (a Carrboro appointment)
Staff members were not able to contact Krista Reddington, the fourth member of HHP up for
reappointment.
If the BOCC reappoints the three HHP members mentioned above, the HPP will have two
vacancies. Currently, there is one HPP applicant.

organizations. As a part of my work, I utilize behavioral profiles to evaluate dog temperament. I
have also consulted with local pet owners who have dogs with bite histories and aggressive
behaviors to develop training and management plans to keep people in contact with their dogs
safe.

Eyes Ears Nose and Paws, Program Director 2008-present Train and place assistance dogs
with people who have disabilities. Work with inmate population, with a variety of dog training
backgrounds, to use positive reinforcement to train assistance dogs.

Clothier Animal Response Assessment Tool, 2010-2015 -Attended series of 3 seminars to
utilize evaluations to create behavioral profiles for dogs.
Assistance Dog Education, Associate of Science, Aug 2007-May 2008 -Worked with leading

It's important to have a diverse range of viewpoints on the ASAB to ensure that all perspectives

Commissioners. As either the Chapel Hill or an at-large representative, I would bring enthusiasm
and a fresh outlook to the ASAB. I'm on the younger side of the age ranges, and I have a lot of
energy--especially for things I am passionate about (i.e., animals). While still relatively new to
the "Tar Heel State"--I moved to Chapel Hill from Virginia in 2017 and am originally from
Missouri--I have been a member of the Animal Services Hearing Panel Pool since March of this
year, and I would love the opportunity to be more involved.

At the February 8,2021 meeting,the Orange County Arts Commission Advisory Board approved the appointment of Lindsay
Metivier to Position#5,expiring March 31,2024. Position#5 is currently held by Tinka Jordy who will be finishing two full
terms on March 31.Lindsay is a professional photographer and owner of the newly opened Peel Gallery in Carrboro.Lindsay
will provide the perspective of both a working local artist and arts-related business owner for the board.
By electronic vote on February 18,2021,the Orange County Arts Commission Advisory Board approved the appointment of
Dr.Crystal Wu to Position#8,expiring March 31,2024. Position#8 is currently held by Bronwyn Merritt who will be
finishing two full terms on March 31.Crystal is the director of marketing for Arts Everywhere at UNC-Chapel Hill and will help
bridge communications between the on and off-campus arts communities. She is also a professional musician.
For our final upcoming vacancy(Position#1),we have been in discussion with several potential applicants who provide
specific perspectives currently needed on our board.Position#1 is currently held by Marcela Slade who will be finishing one
full term on March 31.The selected applicant will be voted on electronically,ensuring their appointment before Marcela

My commitment to the arts began at a young age when my parents encouraged me to explore
various art forms, filling my time with piano, violin, and ballet lessons. My love for music never
faltered and I was selected to attend the Alabama School of Fine Arts to study piano further. At
this institution, I grew very familiar with all the arts that were celebrated at the school: creative
writing, dance, theater, visual arts, music and even math and science. My experience and
interactions at this school gave me a deeper look and better appreciation of the arts and showed
me the positive ripple effects the arts could have on a community.
I continued my music education at UNC-Chapel Hill as a Kenan Music scholar, where I
experienced and participated in local and world-class arts and cultural opportunities on campus
and in Chapel Hill and the surrounding areas. After receiving my Bachelor of Music in piano
performance, I continued my studies at the University of Georgia, where I went on to earn a
Masters and doctorate in piano performance and piano pedagogy.
My journey eventually led me back to Chapel Hill to serve as the Marketing and Development
Communications Manager for Arts Everywhere, a comprehensive initiative to make the arts a
fundamental part of University culture and daily campus life. Through my position at Arts
Everywhere, I am heavily involved in the arts events and activities on campus and in the
community.
Given my deep familiarity with the arts sector, my connections to the University, and my passion
for the work that I do with Arts Everywhere, I am certain that my ideals and goals would align

Reasons for wanting to serve on this board:
The arts, and specifically for me, music, has given me opportunities to see the world, share my
passion with others, and most importantly create arts opportunities for those around me.
Not only do I feel qualified to be on the board based on my experiences in the arts, but I am also
deeply passionate and eager to be part of a strong group that works to promote and strengthen
the artistic and cultural development of Orange County. I am eager to listen, learn, and share

Tourism more and more will be a driver of the local economy in Orange County. I have the
experience to contribute to this effort and a well established relationship with Visitor Bureau staff
and a familiarity with their operations. As a kid growing up in Raleigh long ago, Hillsboro (as it
was spelled back then) and Chapel Hill were our primary day trip destinations. My mother s
family has lived in Orange County most of the 268 years the country has existed. Good
knowledge of Orange County history including peer reviewed work on antebellum agricultural
history and the end of the Civil War here and familiarity with historical architecture resources.

and history as tourism drivers. I have considerable experience on working on tourism driving

I have worked in the arts since March 1983, serving as director of The ArtsCenter in Carrboro,
Appalshop in Whitesburg, KY, and founding executive director of both the International
Bluegrass Music Association and Folk Alliance International. I spent ten years working full time
for MerleFest in marketing and sponsorship. I currently host music programs on WCOM, where I
am also board secretary, and WHUP. I formerly hosted a local arts talk show on WCHL. I have
supervised non-profit radio stations, an archival repository, theatre programs, and documentary
film producers and budgets up$3,000,000. 1 have nearly 50 years experience serving on non-
profit board and government commissions. I served three years on the Carrboro Arts
Commission.
Reasons for wanting to serve on this board:
I am deeply committed to the arts and to Orange County. The arts have been my life and
continue to be as one of the world s leading promoters of music to folk radio and as an artist
manager. Yet I have reached the giving back stage of my career.

I bring the perspective of more than 40 years working in diverse aspects of the cultural industries
including roots, bluegrass, and Americana music, theatre, visual, documentary film, and TV. I
know both the non-profit and for profit arts worlds and have worldwide connections in the folk
arts. I have a life time association with rural Orange County and an urban upbringing and am the
rare individual who has lived in both southern and quite northern Orange County.

I was a dance instructor and competition team director for four years, where I choreographed
routines, created costumes, and helped develop season ballet performances. I received a minor

collaborated with Tanzanian students and professors in Dar es Salaam, Tanzania for three
months in 2019 and 2018 and have an understanding of East African culture.
Reasons for wanting to serve on this board:
I believe it is vital we provide our youth with artistic and cultural development opportunities,
especially during these unprecedented times. These programs expose people to diverse
perspectives and provide a healthy outlet. I want to ensure all Orange County residents have

I grew up in a small suburb outside of Winston-Salem. I spent many years visiting and enjoying
Old Salem, and the rich history of the area. One of the reasons I fell in love with Hillsborough
and decided to move here with my family was because of the rich history in downtown. I have a
background in the arts, and have worked in historical homes (Reynolds House Museum of
American Art) as a docent and volunteer president (SECCA). I have a working knowledge of
conservatorship due to this along with my work at the Museum of Fine Arts, Boston.
Reasons for wanting to serve on this board:
I think it is of the upmost importance to preserve the history of our town for future generations.
In addition, the history is a draw for tourism to our town and I love talking about our town to

Since a 9th grade biology class where we covered global warming, I ve been concerned that
climate change is the crisis the world is facing. I pursued a career path in evolutionary genetics
and have a solid education and rigorous training in a particularly math and data-heavy field of
biology, along with deep thinking, research and written communication. Throughout, I maintained
a strong interest in environmental and especially climate change issues. I gravitated towards
educating myself about what I could do in my personal life. I figured I d leave the structural
change to those who were in government and my influence would be through my own actions,
personal interactions and my vote. Being a bit geeky, I kept reading and educating myself about
the structural change. I became increasingly concerned that change wasn t happening fast
enough or to a sufficient degree, but felt I couldn t actually do anything at a higher level, because
I wasn t trained in politics or environmental science. Since moving to Chapel Hill about five years
ago, I started paying attention to local politics and have revised my opinion. I think that even
without formal training in environmental science, there s a role I can play in change that is bigger
than personal choices. Additionally, I ve done a little writing on toxins for the Duke Superfund
Center and been active in actions at my UU congregation to make environmental concerns,
especially climate change, a bigger focus.

I want to do more to slow climate change and start adaptation plans than is possible at a
personal level. We haven t done enough, and I think we ve got to have more folks working on
climate change. The Climate Council seems a place where action can happen at a local level

positive or negative -of how we can lessen climate change while understanding that some
change is now inevitable and adaptation has to be part of the game. I can bring a combination of
passion and analytical thinking to the council.

environmental justice and the fact that people who have traditionally been disadvantaged also

I have dedicated the last 13 years of my life to helping reduce greenhouse gas emissions by
accelerating the adoption of solar energy through multiple renewable energy businesses. My
family and I live in a solar-powered, energy efficient home in rural Orange County and I want to

passion for a cleaner environment, to help improve the lives of those living in and around the
county that I love and call home.

I have been actively developing, building, and financing solar and biogas projects since 2007. 1
founded Leyline in 2017 to focus on providing capital for renewable energy projects at the most
critical time—during a project's development. Because we come in and provide much needed
funding in the early stages of a project I am in a unique position to see a lot of different types of
commercially viable technologies and solutions to reduce greenhouse gas emissions (solar,
biogas, CO2 capture/sequestration, battery storage, small hydroelectric, fuels cells, and waste to
value projects, to name a few).
I would contribute to the diversity of viewpoints by bringing a perspective that is focused on
understanding the types of projects and solutions that work today, are financeable, and are

being deployed at a rapid pace to reduce our carbon footprint. I see project opportunities in CA,
the Midwest, Pacific Northwest, the northeast and south, as well as Canada and western
Europe. So I would bring a national and international perspective, what is being done in other

won't get built, and what won't get built won't help us slow down global warming.
I am passionate about reducing our carbon footprint and my company only finances projects that
seek to achieve this goal. My dad had a solar energy business back in the late seventies and
early 80's. I like to say that he was 30 years ahead of his time, and we don't have the luxury of
waiting another 30 years to create lasting, positive change.

I have concluded the following:
-The climate challenge is daunting and will require all the countries of the world to drastically
educe emissions of Greenhouse Gases (GHGs)within the next 5-10 years.
-If we don't, the impacts in mid and especially later this century will be severe. Violent weather,
droughts, flooding are key impacts that Orange County will have to deal with.
-It should be remembered that current U.S. emissions are only about 16% of the global total and
Orange county's under 0.2 % of the global total.

-Note that not just CO2 but methane and nitrous oxide emissions need to be reduced
dramatically as well; this is not possible without fundamental changes in our meat-based diets.
So if appointed to the board I will argue that preparing for what are likely to be serious climate
impacts should be a top priority, also known as adaptation. Of course we need make decisions
at the county and household levels to reduce our GHG footprint. We also need to encourage
Electric Utilities to decarbonize their power generation systems as soon as possible. I am well
versed on these issues as well.

I am fortunate in to have lived and worked as a practicing attorney throughout the eastern United
States in both urban and rural communities; having lived in Vermont, Western New York,
throughout the Washington D.C. and Baltimore, MD metro areas, and currently reside in Chapel

arising from the Chapel Hill community, particularly as they relate to differing viewpoints from

Toward that end, my experience as a litigation and regulatory attorney have provided me with

What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
Board of Adjustment's role is reviewing special use permit applications and hearing appeals of
staff and board decisions. I hope to contribute to fair and responsible decisions as a Board
member.
What do you consider to be be the most important issues facing Orange County related
to growth?
Appropriate funding for government and public schools; maintaining the unique character of
Orange County while taking advantage of appropriate development activities.
What role should the Board of Adjustment take in guiding and regulating growth?
Board of Adjustment's role does not include guiding growth. Its role in regulating growth is
limited to appropriate review of special use permit applications and appeals to staff and board
decisions.

Raised in Orange County, and returned over ten years ago to finish undergraduate degree.
Obtained a BA from UNC-Chapel Hill in Management and Society and performed a case study
on the public/private partnership of OWASA for a senior project. I have always been interested
in the historical background of this area. I am very familiar with the centralized location of
Orange County within the Triangle and Triad and the important role we play in setting
precedents for responsible development in surrounding municipalities.
Reasons for wanting to serve on this board:
It is my wish to serve, and represent, my community in an impactful capacity. I believe that
younger generations are not adequately represented in local government and it is my goal to
become a voice for civic engagement, even if the topics aren t sexy. Having spent the last 100
days deep diving into publicly available documents on future land use aE" I have come to learn a
great deal about the how the Planning Board advises County Commissioners to make decisions
based on plans and objectives previously laid out, and incorporating public concerns.

Understanding and communicating the viewpoints of others is a skillset of mine. Having always
been interested in why people make the decisions they do, my profession requires me to find a
data driven middle ground. I offer the fresh perspective of a rural resident who very much wants
to see economic development bring prosperity to historically underserved communities.

I would like to bring a fresh perspective to the BoA. While adhering to the

sprawl is going to look, it is my intention to participate as a rural representative in whatever
capacity I can serve. It is quite apparent that the pressures of local governance are to, above all
else, place the interests of its constituents in the foreground of all decision making. My
educational and professional background will aid County Commissioners in their deliberative
process, and I will be able to carry out the necessary work required to make informed decisions.
