CFE Activities - 2021 The CFE will discuss current activities. 7:45 V. Eno-New Hope Landscape Conservation Plan K. Saul Subcommittee formation approved by CfE at Subcommittee January meeting. Review and update of Land Resources Ongoing review by committee and staff. Forest Management Policy Climate Action Plan B. Ward Initial work has begun to lay out scope and format. B. Bouma With GHG Inventory completion and successful application for LEED for Cities and Communities Grant, planning can begin in earnest. Strive to reach consensus first before voting Orange County Commission for the Environment Meeting Summary February 8, 2021; 7:30 pm virtual Go To Meeting Present: Bradley Saul, Kim Piracci, Elizabeth McWhorter, Frank Binkowski, Kim Livingston, Bill Ward, Jeremy Marzuola, Eric Scheier, Jaya Nair, James Eichel Absent: Lynne Gronback, Carrie Fletcher, Alan Parry Staff: Brennan Bouma, Chris Himi, Wesley Poole I. Call to Order Bradley Saul called the meeting to order at 7:35 pm. II. CFE 2021 Officer Election Bill Ward nominated Kim Piracci for CFE Chair; seconded by Bradley Saul; all in favor; none opposed; Kim Piracci shall serve as Chair of CFE for 2021. Kim Piracci nominated Kim Livingston for CFE Vice-Chair; seconded by Elizabeth McWhorter; all in favor; none opposed; Kim Livingston shall serve as Vice-Chair of CFE for 2021. III. Additions or Changes to Agenda None. IV. Approval of Draft Minutes from January 111h 2021 Motion by Bradley Saul; seconded by Frank Binkowski; none opposed; motion passed. V. CFE Activities—2021 CFE discussed current activities with a brief status update for each item. CFE decided to remove Carbon Fee &Dividend/Fossil Fuel Divestment resolution(s), Coordination with Planning Dept. and Duke Energy IRP Letter from list. VI. Development Project Review Process CFE discussed lessons learned from the last project it was asked to weigh in upon from the Orange County BOCC in order to improve the process moving forward. Joint agreement amongst CFE members that the CFE needed more time to review projects in the future. VII. PowerPoint on Resolutions and the Work of the CFE Brennan Bouma gave a PowerPoint presentation on the difference between a resolution and an ordinance. Bill Ward proposed a resolution on health effects of climate change for potential consideration by the Orange County BOCC but the CFE chose to not move it forward. CFE discussed ideas that members had for possible resolutions to put forward to the Orange County BOCC in the future. CFE showed interest in working on the County's Climate Action Plan. Updates and Information Items - Chris Himi discussed future of CFE Committee break out discussions. Current GoTo meeting platform does not support but Zoom platform will, so staff will request a Zoom link for the next meeting to accommodate. - Brenna Bouma informed the CFE that the Orange County BOCC had accepted and approved the CFE/Human Relations Commission project funding recommendations for the Community Climate Action Grant. IX. Adjournment Eric Scheier motioned to adjourn the meeting at 9:24 pm; seconded by Kim Livingston; none opposed; motion passed. Page 2 of 2
