PURPOSE: To mnVact whh Hensgri s, Inc. for lantl811 grinding services to enable Orange
County to continue to provitle mulch made from yartl waste to Orange Gounry citizens and
businesses,
BACKGROUND: The Solitl Waste Management Department has been involvetl in mntrac[
grinding of yaN waste materials since 1993/94. The mulch creetetl es a result qt this grinding is
soltl al a current rate of $15 per 3 abic yards (inaeasetl !rem $12 effective September 1) to
intlividual c¢¢ens and lantlscaping buslnesaee_ Grintlinq takes place 3-0times annually.
If the Regulaletl Recyclable ONinance is adopted and proposed consWdion S tlemoll8on
recyGing tacllltles developed, the County would purchase grinding equipment and not renew
this agreement when it expires in August of 2002.
FINANCIAL IMPACT: Total estimated cos[ of this mntmd is $85,000, which is butlge[ed In [he

RECOMMENDATION(S): The Manager recommends that the BOaN approve [he new yeM
waste grinding contract with Hannon e, Inc. end authorae the Chair to sign the contract, subject
to foal review by Staff and the County Anomey.
