PURPOSE: Tp wnaider approvinga pyrotechnics permit for Blue Crosslelue Shieltl Family
Day 2001 on Saturday, Oc[ober 2], 2001.
BACKGROUND: Blue CrosNBlue Shieltl has requested that the County Commissioners
approve a pyrotechnics permit for a low level fireworks display to be held in wnjunction with its
Family Dey on Oc[pber 2], 2001.

County policy Nrther requires assurance from the sponsoring agenry that atlequata public
safety measures will be exercisetl; arxf that the County will be pMected as an atltlitional
insuretl on the insurance poliry(ies) covering [he avant.
The tliaplay will occur in Me Town of Chapel HIII Fire Department's judstlNtlon. County
approval Is a criterion for Town approval. Blue CrosslBlue Shieltl has fulFlletl the Counrys
criteria far a pyrotechnic peimh ee evldencetl by the ettechetl tlocuments.
On the day pf the display, the Town of Chapel Hill Fire Depanmen[ will be responsible for
ensuring that the e8e le set up as per the sde plan and [he invenbry of pyrotechnlrs Is
commensurate with what is approvetl. At such point that both the Chapel Hill Fire Department
and the Emegency Mena9ement Director are satisfietl [hat the criteria for approval have bean
met, the permit will be signed and oficielly Issued.

REGOMMENOATION~SJ: The Manager recommends that the Boats approve the pymtecl
pertnR for the Blue CmsslBlue Shield Family Day 2001, October 21, 2001, contingent upon
approval of the eat up bythe Emergency Management Oirecbr.
