January 3, 1961
The Orange County Board of Commissioners met in regular session on Tuesday, January 3,
1961, at ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, 17. C.
Members present: Chairman Donald Stanford, Commissioners, Harvey D. Bennett, Clarence
Jones, Donald McDade and Henry Walker.
Members absent: None
The minutes o£ the December' 5th meeting were read by the Clerk and approved by the Board.
Chairman Stanford read a letter from Alex 1, 6ahon, Secretary of the North Carolina
Commissioners Association. Said letter set forth the dues which had been allotted as Orange
County's share of the Association expense. Upon motion of Commissioner McDade, seconded by
Commissioner Bennett, the County Accountant was authorised to pay these dues.
The folloring Department officials presented reports for the month of December, 1960.
Cashe Boggs, County Dog Viarden E. M. Lynch, Clerk of Court
Jane Parker, Tielfare Supt.
Annual reports were presented by Sherman Shelton, Negro Farm Agent, Mrs. Bonnie
Davis, Negro Home Demonstration Agent, Don Matheson, Farm Agent, Ed Barnes and Cyrus Green;
Asst. Farm Agents, Miss Jessie Trowbridge, Home Demonstration Agent and Mrs. Evelyn Raper,
Asst. Home Demonstration Agent. Each of these department filed with the Board a written
reports of their respective activities during the year 1960.
A. H. Graham, County Attorney, presented the schedule which the Board must follow, in
order, to establish the necessary plans for the forthcoming school bond election which is
being called for on Saturday, March 18, 1961. The clerk was instructed to have published in
"The News of Orange" a notice of intent.
The matter concerning the deed of trust which Orange County has on record against
certain property belonging to Peggy McNair of Chapel Hill was brought to the attention of
the Board. After same discussion on this matter Commissioner Jones made the following
motion which was seconded by Commissioner McDade and unanimously adopted. The County
Accountant was instructed to write Mrs. McNair's la yer that the County mould accept only
full payment of the deed of trust plus the interest as stipulated in said deed of trust.
Mrs. Jane Parker, Supt, of Public Welfare, made her final appearance before the Board.
Chairman Stanford commended her for the excellent work she had done for Orange County during
the ten years she had been Supt. of the Welfare Dept. Chairman Stanford commended her
especially for the good relationship she had developed between the Welfare Dent, and the Board
of County Commissioners.
E. M. Lynch, Clerk of Superior Court, recommended the expired contract with the County's
court reporter be renewed at the rate of $125.00 per week plus expenses. The expenses were
estimated to amount to 530.00 to W.00 per week. A motion to this effect was made by
Commissioner Jones and received a second from Commissioner Bennett. Chairman Hobbs called for a
vote and there were 5 ayes and 0 Hayes.
A. H. Graham, County Attorney, Joseph Johnston, Supt. of the Chanel Hill School System,
G. Paul Carr, Supt. of the County School System and the members of the County Board of Education
were present at the afternoon session. wr. Johnston reported that an agreement had been
reached between the County School Unit and the Chapel Hill School Unit concerning the
division of the proceeds of the proposed bond issue. The funds would be divided as follows:
County Unit ".660,000.00 Chapel Hill Unit 58$0,000.00
The Commissioners after considerable discussion of this proposed division accepted the
recommendation of the Boards of Education.
Mr. Graham took the figures of the agreed division for the purpose of incarcerating them
into a formal resolution which will be prepared by the Bond Attorneys and which mould later be
returned to this Board and the School Boards for formal action.
The Board of County Commissioners and the County Board of Education then held a joint
session for the purpose of appaintin3 one person to a three (3) year term on the County A.B.C.
- Board. The name of D. D. Carroll, a present member of the A.H.C. Board, was offered as a nominee,
to fill the three (3) year term commencing at the expiration of his present term. A second was
offered to this nomination and anon a vote there were 9 ayes and 0 noes. Mr. Carroll was
then declared elected.
On motion of Commissioner, Bennett, seconded by Commissioner McDade, the following
resolution was unanimously adopted:

- the Board of Education of Orange County to issue school bonds in the amount of $1,500,000:
NOW, THEREFORE, in pursuant of said resolutions the Clerk to. this Board is authorized
and directed to insert in the issues of January 5 and 12, 1961, of The News of Orange County,
the following resolution, to-writ:

NOTICE is hereby given of intention of the undersigned to file application with the Local

Government Commission, Raleigh, North Carolina, for its approval of the issuance of the following
proposed bonds of the County of Orange, North Carolina, which bonds shall be subject to the approval of
the voters of said County at an election:
$1,500,000 School Building Bonds for the purpose of providing funds, with any
other available funds, for erecting additional school buildings and
other school plant facilities, remodeling, enlarging and reconstruct-
ing existing school buildings and other school plant facilities, and
acquiring necessary land and equipment therefor, in order to provide
additional school facilities in the County of Orange to maintain the
six months' school term in said County as required by Section 3 of
Article Lt of the Constitution.
This notice was first published on the 5th day of January, 1961. Any citizens or taxpayer
objecting to the issuance of all or any of said bonds may file with the Local Government Commission
a verified statement setting forth his objections as provided in Section 159-7.1 of the General
Statutues of North Carolina, in which event he shall also file a copy of each statement with the
undersigned, at any time withia ten days from and after such first publication. A copy of this
notice must be attached to the statement so filed. Objections set forth in said statement shall be
for consideration by said Commissioners in its determination of whether or not it may hold a public
hearing as provided by law on the matter of issuance of said bonds.

Clyde Carazter, Secretary of the County Board of Election, and C. D. Jenkins a member of the
Board of Elections, were present to discuss election finance with the Board of Commissioners. S. T.
Latta, Chairman of the Board of Elections, was confined to his home with illness.
Mr. Carter commented that the working out of a satisfactory pay schedule that would
recognize the different wcrk loads in various size precincts was the most difficult problem the
Election Board was confronted with at the present time. He suggested his Board be allowed to study
the problem further and come back at a later date with a recommendation on this problem. The Board
of Commissioners agreeded this was the proper step to take at this time and suggested that Mr.
Carter and the Board of Elections proceed with their study Krone.
A letter from Manning Simmons commenting on the election situation in the County was read
by Chairman Stanford.
Commissioner Bennett relayed a request to the Board from the Carrboro citizens sponsoring
the National Guard unit concerning the $800.00 approproation request. The Board agreeded to
consider this request at budget time and requested Commissioner Bennett to so inform the sponser!s,
of the Carrboro National Guard Unit.

There being no further business to some before the Board the meeting was adjourned to meet
on Monday, January 16, 1961, at ten o'clock a.m, for the purpose of adopting certain proceedings
vs to the proposed school bond election.
