PURPOSE: To consider establishing a new permanent, full-lime Emergency Management
Specialist pceilion in the Emergency Management Departmen[to support County-wide multi
hazartl planning, coordination antl [reining antl to amentl Ne Orange County Classification antl
Pay Plan tc add the new Gass of Emergency Management Specialist at Salary Gmtle 69.
BACKGROUND: The purpose of Nis propoaetl new position is to provide woNinaticn
between the County, towns, school systems and other agencies in establishing acounty-witle
multi-hazaN plan antl on-going training to improve the response given to citizens tludng a
tlisaster, and to ensure consistent implementation oRhis plan by all agencies.
This pos6ion proposal was inclutletl in the FY 2001-D2 Position Report as a recommentletl new

Needs Adtlressed
While the Emergency Operations Center (EOC) will continue to act as the "hub" tluring major
incitlences, this requestetl position will ac[ as ihe'conduit° [hat wnnac[s Ne EOC whh
community agencies and citizens. Amajor function of the position will be to prepare written
operating plans for various potential major incitlences and to train communfiy agendas antl
County stall regaNing appropdem response actions to take during paNCUlar incitlences. In
adtlition, a public education component that relates to citizens' emergency response would be
inGUtletl in Ne duties of this position.
The EMS Directors assessment ie that multi-hazaM plans within EMS are adequate, however,
there is II¢le or no planning coordination being done behveen the County end'Ra partners such
as the Towns of Chapel Hill antl Canboro, the school disttlcts, [he University, UNC Hospitals,
utlliry companies, OWASA, DOT, and other agencies.
Also [he County currently is not contlucting treining within County departments in executing
these plans, which leatls to confusion in tlmes of need. Also, [here ere some types of hazeNOUs
situations for which Yhere ere not adequate plans in place, such as nuclear site accidenLS. The
creation of this position would ensure comprehensive planning, coortlinagon among the
respective organizations, and adequate tmining in carrying outlhese plans.
Emergency Management planning must be ongoing to ensure the reatliness of all
departments, towns, antl ether agencies Mat must wme together as one to respond to the
neetls of the ckizens.
Job Functions
The proposed postion will have the following lob functions:

essental tasks to specific tlepartment.

Increase the number of County employees treinetl annually in the multi-hazartl plan from 50
[0200. This ensures that at least three employees per tlepartmen[are trained to assist in
the Emergency Operations Center tluring hazaMOUS situations.
Increase the number of multi-agency training sessions annually from one tc six.

Personnel has reviewed the duties antl responsibilifies of [he p0shlon antl recommends the
position be classified at Salary Grade 69 in the Orange County Classificaton antl Pay Plan.
Salary Gretle 69 has a hiring range of $33.8]9 to $41,1]8.
FINANCIAL IMPACT; Tha estimated annual posil'gn wst for salary and benefhs is about
$46,000. In addition there are one time siad up mate of about $8,]00 for computer antl other
offce equipment neetls antl annual operations costs of about $5,200. To tlete, EMS has
available funds from a State Domestic Terrorism Grant of $40,000 and from an annual match of
funds fmmthe FederelEmergenq Management Agency (FEN1A). These funtls will totally
offset the costs of the position for this fiscal year (2001-02) and no County funds are required.
Pos0ion costa aner the current fiscal yeerwill be partially offset by the annual FEMA match of
approximately $20,000.
RECOMMENDATION(S): The Manager recommends that the BOaN approve:
1. The new Emergency Management Specialist position elfedHe October 1, 2001.
2. An amentlment to the Classification and Pay Plan b add the new doss of Emergency
Management Specialist at Salary Gretle 69.
