The Orange County Arts Commission Advisory Board has six board members with terms expiring 3/31/2021. Marcela Slade
(Position#1)will not be serving a second term. Tinka Jordy(Position#5),Bronwyn Merritt(Position#8),and Tim Hoke
(Position#2)have served two full terms.
Two members wish to serve a second term:
• Fred Joiner(Chair): Position#13,first term expiring,second term beginning 4/1/2021
• Anita Mills(Vice-chair): Position#10,first term expiring,second term beginning 4/1/2021
At the January 11,2021 meeting,the Orange County Arts Commission Advisory Board approved the appointment of John
Bemis to Position#2,expiring March 31,2024. John Bemis is an acclaimed children's literature author and a former Piedmont
Laureate,offering an additional voice for the literary arts on our board.Additionally,he was recently appointed to the
Hillsborough Arts Council and will serve as liaison between the two boards,a position that has be vacant on our board since
Doris Friend's board term expired in September.
We have incoming applications for the remaining three open board positions,which we have strategically recruited based on
the representation needed on our board. We hope to have these for your review in time for the March 9 meeting.

My interest in serving on the Arts Commission is first to learn more about the arts community in
Orange County. Since I have moved here, though I have been frequenting many different kinds
of arts events, I feel that I have only been scratching the surface of the breadth of offerings here.
Since returning to the United States and moving to Orange County, I have been interested in
finding ways to get involved and to use my skills and ideas be an active part of building the kind

My art background has been primarily in the visual arts with photography as a focus. I have
been involved in photography for twenty years, running a studio for five years, and now doing
primarily on-site studio work. I am passionate about art as a way of helping people see deeper,
understand more, and connect more authentically. I am a strong believer in public art and
building community and connection through art. I don't know if this contributes to the diversity of

Reasons for wanting to serve on this board:
Tourism more and more will be a driver of the local economy in Orange County. I have the
experience to contribute to this effort and a well established relationship with Visitor Bureau staff
and a familiarity with their operations. As a kid growing up in Raleigh long ago, Hillsboro (as it
was spelled back then) and Chapel Hill were our primary day trip destinations. My mother s
family has lived in Orange County most of the 268 years the country has existed. Good
knowledge of Orange County history including peer reviewed work on antebellum agricultural
history and the end of the Civil War here and familiarity with historical architecture resources.

I have a strong perspective and experience in event and cultural tourism and on using the arts
and history as tourism drivers. I have considerable experience on working on tourism driving

I have worked in the arts since March 1983, serving as director of The ArtsCenter in Carrboro,
Appalshop in Whitesburg, KY, and founding executive director of both the International
Bluegrass Music Association and Folk Alliance International. I spent ten years working full time
for MerleFest in marketing and sponsorship. I currently host music programs on WCOM, where I
am also board secretary, and WHUP. I formerly hosted a local arts talk show on WCHL. I have
supervised non-profit radio stations, an archival repository, theatre programs, and documentary
film producers and budgets up$3,000,000. 1 have nearly 50 years experience serving on non-
profit board and government commissions. I served three years on the Carrboro Arts
Commission.

I am deeply committed to the arts and to Orange County. The arts have been my life and
continue to be as one of the world s leading promoters of music to folk radio and as an artist
manager. Yet I have reached the giving back stage of my career.

I bring the perspective of more than 40 years working in diverse aspects of the cultural industries
including roots, bluegrass, and Americana music, theatre, visual, documentary film, and TV. I
know both the non-profit and for profit arts worlds and have worldwide connections in the folk
arts. I have a life time association with rural Orange County and an urban upbringing and am the

Tourism more and more will be a driver of the local economy in Orange County. I have the
experience to contribute to this effort and a well established relationship with Visitor Bureau staff
and a familiarity with their operations. As a kid growing up in Raleigh long ago, Hillsboro (as it
was spelled back then) and Chapel Hill were our primary day trip destinations. My mother s
family has lived in Orange County most of the 268 years the country has existed. Good
knowledge of Orange County history including peer reviewed work on antebellum agricultural
history and the end of the Civil War here and familiarity with historical architecture resources.

am also board secretary, and WHUP. I formerly hosted a local arts talk show on WCHL. I have
supervised non-profit radio stations, an archival repository, theatre programs, and documentary
film producers and budgets up$3,000,000. 1 have nearly 50 years experience serving on non-
profit board and government commissions. I served three years on the Carrboro Arts

I am deeply committed to the arts and to Orange County. The arts have been my life and

County), so I identify strongly with my neighbors who live in the more rural areas of
Orange County. I submitted an application for these boards a couple of years ago, so I
just wanted to update my application and remind the Board of my interest. Also, though I
currently reside in the Chapel Hill township, my husband and I now own 6 acres outside

As a Business student at the Kenan-Flagler School of Business, the focus of my education is
grounded in economic development. I am taking courses revealing the financial institutions and
economic factors that make up the vast community of business in Orange County. My business
education will enable me to work cohesively with the Countya€TMs Economic Development staff
and faithfully execute the mission of the Economic Development Advisory Board. I have served
in local government as a member of the Onslow County Juvenile Crime Prevention Council
where I collaborated with community stakeholders to improve youth diversion programs for
delinquents and child offenders. I have also served as Chairman of the Jacksonville City Youth
Council where I oversaw operations of the city-wide council. We provided professional and
leadership development to teenagers and served as the official youth voice of the city. Also, for
three years, I advocated youth representation in state government in meetings with NC Senate
Majority Leader Harry Brown, State Representative Phil Shepard, NC Secretary of
Administration Michelle Sanders, and NC Lieutenant Governor Dan Forest. I developed close
connections with staffers in the NC General Assembly and in Governor Coopera€T"S
Administration. In addition, I served as a Governora€TMS Page, able to interact with instrumental
staff in Coopers€TMs administration and further strengthen bonds la€TMve formed throughout
North Carolina state government. As Executive Director of the Institute for Effective Change, I
met with Congressmen across the state including Mark Meadows, David Rouzer, the Late
Walter B. Jones, and G.K. Butterfield. Additionally, I was recognized by Governor Cooper as an
outstanding volunteer and steward of community in 2018. 1 am equipped and excited to serve

My time on the Affordable Housing Advisory Board (AHAB) has shown me how little I know
about the issues facing Orange County. My urban planning coursework at UNC, my Real Estate
novels, and my financial work in New York have not equipped me to better serve the citizens of
Orange County. All the accolades, awards, and certifications that fill my resume dons€TMt qualify
me to serve on the Orange County Housing Authority(OCHA). Its€TMS the 4-hour due diligence I
undertook to understand the Housing Choice Voucher program, the 90 minutes I spent perusing
through Orange County eviction data, and my$30 devotion to Uber to &from AHAB meetings is
what makes me qualified to serve on OCHA. My drive to learn as much as I can and apply this
knowledge to further the interests of the underprivileged of Orange County is the only
experience that is truly relevant to this board.
Reasons for wanting to serve on this board:
There is only one reason I want to serve on this board: to foster Effective Change. I have
enjoyed my time on the Affordable Housing Advisory Board but I want to have a more direct,
effective impact on the implementation and execution of housing policy in Orange County. The
Orange County Housing Authority(OCHA) enables me to do so. By overseeing the charge of
providing decent, safe, and sanitary housing for low- and moderate-income families, OCHA will
allow me to foster tangible effective change in our community. The closer I am able to be to the
people who are affected by these inequities, the more impact I believe I am able to have.

As an 18-year-old student born in North Carolina, raised in Nigeria and Canada, and spent my
most recent years back North Carolina, I have seen firsthand the tremendous impact policy
execution has on peoples€TMs lives. Whether it was the crippling greed-filled sanctions of
Nigerian sponsored oil or the negligence of community leaders in Eastern North Carolina or the
impertinent opposition in Canadian provinces, the ground-level implementation of policy is where
genuine change occurs. Having this global perspective as a black man in America enables me
to contribute a contrarian, objectivist, and empathetic viewpoint to the diversity of the Orange
County Housing Authority.

evaluations of affordable housing policies (including the Section 8/HCV program). In that role, I
have become very familiar with the programs offered by OCHA, and I believe that expertise
would be a welcome addition to the board.
Beyond that experience, I am also a current renter in Orange County. As such, I am keenly
aware of the challenges faced by renters in our very hot housing market, including stiff
competition for units and ever-increasing rents.
Reasons for wanting to serve on this board:
Firstly, I am passionate about issues of affordable housing, especially increasing access to
affordable housing for households with Section 8 vouchers (HCVs). To that end, I am currently
partnering with OCHA and other local non-profits (including the Community Empowerment Fund
and Orange County Partnership to End Homelessness)to develop a webapp to help low-income
families access housing in opportunity neighborhoods.
I am also interested in serving on this board as I have seen many landlords in Orange County
(including my current one)stop accepting Section 8 vouchers because they view OCHA as a
difficult partner. I know that OCHA has new leadership, and I think that the energy that new
leadership provides + an active and engaged board could help improve OCHA s reputation in
the community and encourage more landlords to accept Section 8 vouchers.

SUBJECT: Planning Board Reappointments
Every year the terms of four Planning Board positions expire on March 31. This year,
one of the expiring positions is currently vacant due to a resignation in 2020. Two of the
remaining three members are eligible for reappointment and have indicated to me that
they are interested in continuing to serve on the Planning Board. The fourth member,
Patricia Roberts, has served the maximum number of terms permissible under the
advisory board policy. Ms. Roberts is the Cheeks Township representative and it is my
understanding that the County Clerk's office currently has no applicants from Cheeks
Township but has advertised for applicants.
Advisory Board policy and Section 1.6.2 of the Unified Development Ordinance allows a
member whose term has expired to continue to serve on the Board until his/her
successor has been appointed, up to one additional year. Ms. Roberts has indicated to
me that she is willing and able to continue to serve for an additional year as the Cheeks
Township representative, if authorized by the BOCC.
The following two members are interested in being reappointed to the Planning Board:
• Carrie Fletcher (Bingham Township representative) for her second term
• Melissa Poole (Little River Township representative) for her first full term; she
was originally appointed to fill a partial term
Additionally, there is a second vacancy on the Planning Board due to a resignation (the
former member moved out of state) for a term that expires on 3/31/22. Both vacant
positions are at-large positions.

My thoughts are it is the responsibility of the board to enact positive growth within the county.

county if someone is wanting to come to OC.

to growth?
Infrastructure.
What role should the Planning Board take in guiding and regulating growth?
The planning board should be heavily involved in guiding and regulating growth, without
stemming growth.

I have to create a budget and am responsible for a P&L. My previous volunteer as the Treasurer at church has
certainly given me the experience with budgeting and planning. I work with contracts ever day in my job and held a

My life experiences distinguish me from other candidates.
I am determined to be successful despite growing up with two parents who suffer from drug
addictions. I have overcome spending my middle school years living in a crack house with my
little brother John. After raising my brother in that environment for nearly two years, my house
was raided by SWAT and we were placed in a Child Protective Services (CPS)group home. The
group home was toxic, we were abused, and no one expected us to succeed.
However, I learned that you need to be aware of the opportunities that exist through creative
application of rules and regulations. CPS allocates funds per child for living expenses, and by
leveraging CPSA€TMs resources in combination with private scholarships, we were able to get
out of the group home for the summers. Fortunately, my brother received three scholarships to
attend a summer camp in the Adirondack Mountains. I was privileged to participate in three
programs: a service trip to build a cafeteria in Belize, an exchange trip to China, and even spent
a summer at Harvard. I want to apply my ability to identify creative strategies has enabled me to
see tremendous opportunities that have been overlooked.

As part of the ever-growing Triangle, I see issues such transportation, housing, and education
being vitally important. We must successfully tackle these issues for the purpose of
accommodating higher levels of commerce, growing neighborhoods, and the needs of the
children that live in these growing neighborhoods.
What role should the Planning Board take in guiding and regulating growth?
To make an effective plan for any group or organization, you need to be a step ahead. The
Planning Board should therefore take a leading, proactive role in guiding and developing
growth. It has to set the pace.
Additionally, we should have a role at the end of the process, in order to hear feedback from
other entities and determine how successful our planning as been so far. Foresight requires
hindsight.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
I would be a part of those informing the Board of Commissioners about what those things should be.Once those

a more active role in reviewing these new changes to help the BOCC get the best results

I am a computer technologist with over 46 years of professional experience. I currently work
developing a cloud-based analytical platform to help organizations make better decisions based
on statistical and probability based models.
In terms of communications technologies, I worked at Northern Telecom
(Nortel)for 7 years and was involved in developing their communication products. I was CTO of
Blast, Inc., a company that developed and sold multi-platform communications software. I
developed several key technologies for Interactive Intelligence's "callcenter in the Cloud"
products and,just recently at Cumulus Networks, developed "white box"
large scale networking products which uses cutting-edge software to manage Internet
connectivity, broadband and BGP control-plane interfaces.
As a member of Chapel Hill's for Technology Advisory Board, I worked to expand access to the
internet and similar technology for our community.
Prior to joining and then subsequently through that board, I initiated and then championed a plan
for a community-owned municipal broadband system.
While the Town did not move fast enough to avoid restrictions implemented by the NC
Republican controlled legislature on municipal broadband, I did succeed in convincing the Town
to team up with the NC-DOT to drop a secondary fiber loop-which cut the cost to pennies on
the dollar-when NC-DOT rewired the 190+ signalized intersections in Chapel Hill & part of
Carrboro.
As a consequence, community-owned infrastructure expanded the capabilities of the local
school system, the local governments and further expedited service improvements to our local
public affordable housing units.
I was also involved in connecting under-served households in our community to Internet service
both via direct access, wireless and improvements in connectivity at the Hargraves Center.
Further, I advocated for the development of a wireless Internet access plan for Downtown
Chapel Hill which was partially implemented.
Beyond my service on the Technology Advisory Board, I also pushed for a comprehensive
connectivity standard for new large-scale and affordable housing projects through my service on
multiple land-use planning related advisory boards and initiatives.
Finally, as a member of the OWASA Board, I was part of the negotiations for expanding the
county's access to the OWASA infrastructure for wireless communications.
Reasons for wanting to serve on this board:
Access to communications, as the COVID19 pandemic has shown, is a key
determinant for folks well-being. With the changing economic landscape,
now more than ever limited access can affect ones educational,
vocational and social opportunities. I want to help bridge these
divides. I believe that given my background, I am well-positioned to
help our community to successfully fill the gaps sooner than later.

I will bring a community-oriented approach and a history of advocacy to
this effort. I have a strong technical background that I would use to
help make sure the choices our board would make will not only serve our
current needs but will provide a solid foundation for evolving to meet

Affordable Housing Advisory Board
Background, education and experience relevant to this board:
As an architect, affordable housing is always a critical topic of concern. I practiced in residential
architecture at the beginning of my career. I have also volunteered with Habitat for Humanity in
Charlotte, Asheville, and Raleigh/Durham. My previous experience working with general
contractors and construction managers also allows me to understand the ramifications of
costing, constructability, and project management.
Reasons for wanting to serve on this board:
Affordable housing is a very important and apt topic locally and nationally. As an active
professional in this region, I continue to see how this area is being shaped for both the positive
and negative.
Contribution to the diversity of viewpoints on this board:
I believe that the diversity I could bring to the Affordable Housing Advisory Board could certainly
be an asset for Orange County. Having lived in other communities in this state (Asheville,
Charlotte, Raleigh, Durham), as well as having spent time studying abroad in Italy and Germany,
I have seen a variety of strategies that address housing. In many instances this housing has
been shaped by how the urban or rural fabric is shaped. Orange County has the opportunity to
really be a leader in driving affordable housing strategies forward as the county grapples with
issues of growth and long-term planning strategies. I have seen this while working on single-
family and multi-family residential projects and how the divide between building types is critical.
Having seen how other communities grapple with affordable housing is also very important to
me. Affordable housing is always a very difficult and contentious topic. I have previously been a
part of a design/build architectural studio that focused solely on designing and building a home
for a low-income family. I have seen how carefully and thoughtfully the process can be executed.
Much of the process comes down to creating an architecture of decency for the people that
inhabit these homes.

My interest in planning began in college through majors in sociology and anthropology. I read
quite a bit about organization of cities and communities including needed infrastructure. Since
college I have lived in multiple cities and towns across the US and have experienced how those
entities attempted to provide a better place for their citizens to live and work. I now serve as
exhibition designer for the NC Museum of History. I am constantly reminded of how our past
created our present and influences our future. Exhibitions must make similar choices as
planners; allocating space, providing engaging experiences, allowing for exploration and
education within the available resources of time and money.
Reasons for wanting to serve on this board:
Having grown up in Elon College and in the intervening years seen the development overtake
that humble and friendly town, I wanted to bring some of that perspective and my own
experience to the discussion of how my community will grow. Recent experiences in Cheeks
Township with the new developments along Lebanon Rd in particular make me want to be part
of the conversation with citizens, developers, and governmental leaders.

accountant for a Utility-Scale Solar Farm Construction company- I am familiar with the
permitting processes, zoning process, etc. and am very familiar with all the intricacies of a new

I ve always enjoyed being a contributing member of my community, and now back in

What unique perspective can you bring to the Orange County Planning Board?
I think I can bring the perspective of someone who was born and raised in OC, as well as
someone who is early into their adult life. My skills being focused in finance and accounting will
hopefully make me a valuable member of the Board when considering costs, and the financial
impact that proposed changes will have (both the financial impact to the individuals in our
communities, and to the community as a whole)
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
First and foremost, I think the Planning Board should serve as a gut-check for the county s
annual budget-ensuring that all items included have been thoroughly discussed and
contemplated. Further, I think the responsibilities of the Planning Board include a thorough
analysis of proposed developments, changes, and ideas that will have an impact on our county s
residents. Primarily the Planning Board should serve as a voice of the community.
What do you consider to be be the most important issues facing Orange County related
to growth?
It may sound simple, but I believe that transportation is the most important issue facing Orange
County today and in the near future. With population growth inevitable, and occurring year-over-
year, the need for updated transportation systems is becoming more evident. You see this with
longer traffic jams all across the county. Another important issue I think we are facing is
affordable housing. With the increase in population, also has come a greater demand for
homes, and thus an increased premium on housing costs. I am interested in joining this
discussion on how we can create solutions to this issue.
What role should the Planning Board take in guiding and regulating growth?
In my opinion Growth is inevitable and generally a positive thing. I believe the role of the
Planning Board in regards to guiding and regulating growth is to ensure that the RESULT of said
growth is a sustainable community. That can mean a lot of different things must be taken into
consideration - population density, financial feasibility, town utility abilities, etc. But I think the
ultimate role in guiding and regulating growth is to ensure a sustainable, thriving community is
created.
How would you, as a member of the Planning Board, contribute to the implementation of
the Board of Commissioners' adopted Goals and Priorities?
I think I could do a great job of analyzing the budget and helping with a successful implementation/communication of
said budget. My familiarity with Orange County will provide me with the ability to have an expert understanding of what
kind of impact land use changes and zoning changes will have.And my passion for long-term investing will hopefully
help contribute towards the long term implementation of the Capital Investment Plan.
