BACKGROUND: At the Board of Commissioners' April 7, 2020 Virtual Business meeting, a petition was presented that the Board discuss and potentially change a portion of the process under which some or all Board members are elected. The Board subsequently discussed the issue at its May 5, 2020 Virtual Business meeting and voted to: 1) Establish a committee to study alternative methods of election; 2) Select members for the committee no later than January 31, 2021; 3) Have the committee review options and report back by July 31, 2021; and 4) For the Board to review the recommendations, and if necessary conduct public hearings and make a decision in time for the March 2022 primary election. The Board subsequently discussed the proposal further at its September 10, 2020 work session. Staff requested direction from the Board on: • the total number of members the committee should include; • whether the committee should consist entirely of residents; • whether election or other experts would be considered/appointed; • whether there should be representation from nonprofit entities; • whether there would be a formal application process; and • any other details regarding the establishment of the committee. 2 Based on direction given at that meeting, the Clerk's Office began soliciting membership applications from Orange County residents for fifteen (15) seats for the BOCC Elections Advisory Group, with appointments to be made by January 31, 2021. The Group materials noted that the purpose is to "study alternative methods/districts to elect the Board of County Commissioners (BOCC) and make a recommendation to the Board of County Commissioners." Staff advertised the application opportunity on the County website and also published two Public Service Announcements regarding the Group. The opportunity for service was also shared on WCHL radio station. An announcement also occurred at the Board's October 20, 2020 Business meeting that the County was recruiting for potential appointees to the BOCC Elections Advisory Group and that applications were available on the County Website under Board of Commissioners - Volunteer Advisory Boards & Commissions. The County has received applications from twenty-three (23) interested individuals. The applications for these individuals are attached. A vacant membership roster is also provided for reference. As part of the process establishing the Group and appointing members, a question was raised regarding a Group Chair. It has been suggested that the Board direct the Group to select Co- Chairs, with one individual from the District 1 area of the County and one individual from the District 2 area of the County. Staff requests that the Board address this topic and provide direction. Also as part of establishing the Group, another question has been raised regarding the desired outcomes from the Group. It is requested that the Board provide any further guidance regarding the framework for feedback the Group may provide. FINANCIAL IMPACT: The financial impact will be based on a contract with a facilitator for the Group meetings. SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated with discussing this item. ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal impact associated with discussing this topic. In a short amount of time, my team was able to build a coalition of over 50 student organizations, faculty, and staff that worked together to unify our strategy for the 2020 elections. We registered over 6,000 students and innovated new digital methods of engaging and registering voters amidst quarantine that we were able to pass on to 25 other universities. Additionally, we held town halls and fireside chats with local to state to federal candidates, providing students with an opportunity to hear from several perspectives, ask questions, learn about their government, and make more informed decisions. While doing this work, I was able to develop a very deep understanding of why/how students vote, and more importantly, why they don t vote. Student voting habits are... bizarre to say the least, and there are some clear trends of students not voting for down ballot candidates/for positions they aren t familiar with. With Chapel Hill hosting a large population of students that are seeking to vote in Orange County, my perspective, as someone who has led the charge in understanding and turning out the student vote, would be relevant on a board seeking to make changes to the electoral process for the BOCC. Reasons for wanting to serve on this board: In my time working for CEAC, its become rapidly clear that students are disconnected from local elections, not understanding what certain positions do and even worse, choosing not to vote for down-ballot races. Many have told us, particularly in 2018, that down ballot elections are confusing and they weren t entirely clear what they were voting for. While some of these problems can be solved with education and information, its also possible that institutional changes to the way we elect the BOCC could also help in clarifying the process. I m really passionate about local politics, offices, and policy, and I m even more interested in getting students to engage with their local political landscape. I believe that serving on this board would be a fascinating way to further all of these goals. Contribution to the diversity of viewpoints on this board: As a student, I would effectively represent the concerns and viewpoints from students, specifically from students that are new to the electoral process. With 20,000+ students perpetually existing in Chapel Hill every year, a student would be a valuable perspective to have on board. I do not know if the county plans to appeal to the NCGA for permission to consider RCV or if the mandate is only within the rules currently spelled out in current laws (such as 153A-76). I feel as if many in the county feel underrepresented. I am not sure I can do anything to change that feeling but I would like to try. In an ideal world, everyone in the county would vote; to get as close as possible, I hope to streamline the election process, increase awareness of how important local elections are, and publicize opportunities to vote and volunteer in elections. Contribution to the diversity of viewpoints on this board: As a recent college graduate, young adult, and three-year resident of Orange County(and North Carolina), I can discuss the ways election processes impact younger voters and newer residents who have to figure out when, where, and how to vote in county elections. And while I won t be speaking from lived experience, I ve studied the ways underrepresented communities are traditionally excluded from participation in elections (often intentionally) and would be able to discuss new efforts to include everyone in the election process. For example, North Carolina Black voters mail-in ballots were more than twice as likely to be rejected as White voters ballots in the last two elections, often for minor omissions or technical violations; this suggests that Orange County should focus on adopting methods with simpler requirements and increase the amount of educational materials sent to predominantly Black neighborhoods. I d be interested in this work at any level of government, but my particular experiences trying to explain our county commissioner system to local voters while doing nonpartisan voter education raised a lot of questions I d like to help answer about why we have the current system and how we can improve it. Contribution to the diversity of viewpoints on this board: It s hard to speak to a question about diversity of viewpoints in the absence of knowing who else is applying, but I would say the following: 1) 1 m a small-d democrat first and foremost, meaning that I care passionately about everyone having a voice, even those with whom I disagree. 2) 1 m acutely aware that, from a demographic point of view, people like me -white homeowners who live in one of our towns -are overrepresented in local politics. I think it s important to make sure that the folks from my demographic segment who wind up at the table bring a demonstrated commitment to hearing and amplifying the voices of others at the table rather than drowning them out. 3) In the interest of making sure there s broader representation, I ve reached out to people I know well who would contribute greater diversity of viewpoints as BIPOC, renters, and/or rural residents of Orange County. Have actively participated in numerous Chapel Hill and Carrboro land-use issues - notably initial Comprehensive Plan rework, UNC s Carolina North development agreement, small area planning process (Central West, Ephesus Church, 15-501 Corridor, Glenn Lennox, CH2O20, Rogers Road ETJ, Ephesus-Fordham form-based code district, etc.) over the last 17 years. I was involved in the UNC airport relocation discussions, became more familiar with rural Orange County development concerns as a member of OWASA and gave feedback on spurring economic development county-wide during several of the preliminary Orange County EDD discussions (and am interested in how those districts are evolving). Reasons for wanting to serve on this board: Orange County is now implementing a refined UDO and new economic policies that will have far reaching effects on land-use planning. I would like to serve as a conduit for citizen input and take a more active role in reviewing these new changes to help the BOCC get the best results for their initiatives. The COVID pandemic has brought this issue to the forefront as those needing high speed internet for work and now for our children s education have struggled to adjust. Over the last 3 years, my wife and I have looked at numerous rural land parcels to build as well as houses farther away from town. We are fortunate to be in a sweet spot just out of town now, but with high speed internet. Every time, one of our primary issues for not moving has been the lack of high speed internet in the more northern and western areas of the county so this has affected us personally.
