BACKGROUND: At the September 1, 2020 Board of Orange County Commissioners business meeting, a petition was submitted by Commissioner Earl McKee to create an Orange County Broadband Task Force. Stakeholders would include the County Manager, Information Technology Department Director, a representative from the North Carolina Department of Information Technology (NCDIT), Orange County Schools Superintendent, Chapel Hill Carrboro City Schools Superintendent and Community members living in the unincorporated areas of Orange County who are underserved, including those with an interest in resolving the digital divide in Orange County. The Board subsequently discussed the proposal further at its November 17, 2020 Business meeting, including the composition as noted in the table below and the following charge: The Task Force charge will include but not necessarily be limited to: 1. Discuss broadband solutions that will improve the quality of high speed internet services to Orange County residents; 2. Recommend a plan to the Board of Orange County Commissioners that will expand reliable high-speed internet services to all county residents and businesses. FINANCIAL IMPACT: The financial impact will be determined based on whether the Board directs staff to contract with a facilitator for the Task Force meetings. 3 SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal impact associated with this item. I am not quite certain how this board is going to function or its mandate beyond To study alternative methods/districts to elect the Board of County Commissioners and make a recommendation to the Board of County Commissioners. I do not know if the county plans to appeal to the NCGA for permission to consider RCV or if the mandate is only within the rules currently spelled out in current laws (such as 153A-76). I feel as if many in the county feel underrepresented. I am not sure I can do anything to change that feeling but I would like to try. I do have a fair amount of contacts in my community and I solicit and listen to their views often. I am a 66 year old white male who has been lucky in life and I like to give back to the community in which I live. Some might brand me privileged . Worked on both the equipment provider and the service/network provider sides. Involved in residential, enterprise and government standards and requirements. Reasons for wanting to serve on this board: Broadband access has been a problem in the rural areas for a while. COVID has brought it to the forefront. Obviously distance learning is on everyone s mind. There are many additional advantages to broadband from less fossil fuels used in commuting/shopping, to telemedicine/age in place, community involvement/distance learning, online commerce and entrepreneurial ideas we haven t thought of yet. We need the infrastructure to enable both access and competition and stay within the state guidelines on broadband. Contribution to the diversity of viewpoints on this board: Spent+40 years both deploying networks on a national scale and writing software to enable deployments. Participated in the evolution of networking both before during and after the internet. I have been involved in both the technology and the financial decisions as well as understanding the political and regulatory issues on a national and international scale. I have seen both success and failure and understand what it takes to deploy at scale. As a project coordinator for a STEM project at Florida A&M, I counseled students who would not have been able to afford college if they had not been able to complete their general education credits at the community college. For many students, especially those in rural and under-funded urban high schools, the community college helps build the study skills and academic independence needed to be successful in a 4-year school. The community college also serves the needs of adult learners who need basic academic and technical skills. This is a population that I believe is not always well represented by academic administrators. As a professional project manager, I am accustomed to listening to dissenting viewpoints and trying to find points of agreement in order to move projects forward. Reasons for wanting to serve on this board: I am sympathetic to the concerns of those living in the northern areas. I currently work developing a cloud-based analytical platform to help organizations make better decisions based on statistical and probability based models. In terms of communications technologies, I worked at Northern Telecom (Nortel)for 7 years and was involved in developing their communication products. I was CTO of Blast, Inc., a company that developed and sold multi-platform communications software. I developed several key technologies for Interactive Intelligence's "callcenter in the Cloud" products and,just recently at Cumulus Networks, developed "white box" large scale networking products which uses cutting-edge software to manage Internet connectivity, broadband and BGP control-plane interfaces. As a member of Chapel Hill's for Technology Advisory Board, I worked to expand access to the internet and similar technology for our community. Prior to joining and then subsequently through that board, I initiated and then championed a plan for a community-owned municipal broadband system. While the Town did not move fast enough to avoid restrictions implemented by the NC Republican controlled legislature on municipal broadband, I did succeed in convincing the Town to team up with the NC-DOT to drop a secondary fiber loop-which cut the cost to pennies on the dollar-when NC-DOT rewired the 190+ signalized intersections in Chapel Hill & part of Carrboro. As a consequence, community-owned infrastructure expanded the capabilities of the local school system, the local governments and further expedited service improvements to our local public affordable housing units. I was also involved in connecting under-served households in our community to Internet service both via direct access, wireless and improvements in connectivity at the Hargraves Center. Further, I advocated for the development of a wireless Internet access plan for Downtown Chapel Hill which was partially implemented. Beyond my service on the Technology Advisory Board, I also pushed for a comprehensive connectivity standard for new large-scale and affordable housing projects through my service on multiple land-use planning related advisory boards and initiatives. Finally, as a member of the OWASA Board, I was part of the negotiations for expanding the county's access to the OWASA infrastructure for wireless communications. Reasons for wanting to serve on this board: Access to communications, as the COVID19 pandemic has shown, is a key determinant for folks well-being. With the changing economic landscape, now more than ever limited access can affect ones educational, vocational and social opportunities. I want to help bridge these divides. Lack of equitable internet access has been a growing societal problem for years. In 2020, the pandemic suddenly made it critical. la€Tmd like to use my network industry experience to help resolve the inequities in my own county caused by disparities in internet access. Reasons for wanting to serve on this board: If there is one positive outcome of the Covid-19 pandemic, it would be that we have an inequality in terms of access to highspeed internet in many areas of the county. Lack of access is impacting the ability of many of our residents to work, educate, and seek healthcare from home. As we continue to push more and more out digitally, we are leaving behind many in our community. Having lived in Norther Orange County for 27 years, I am acutely aware of the problems and feel that we must find a way to correct this disparity for our residents.
