Current Structure and Appointees
PURPOSE: To consider making changes to the Justice Advisory Council (JAC) structure and
approving associated appointments to the Justice Advisory Council.
BACKGROUND: The Orange County Board of Commissioners created the Justice Advisory
Council (JAC) at its regular meeting on May 17, 2016. The Council coordinates, informs and
enhances work in the criminal justice system and in the Orange County Criminal Justice Resource
(CJR) Department. Its formation is aligned with the best practices for the administration of an
effective, innovative and equitable criminal justice system.
The JAC staff is recommending the following position changes:
• Add a position for the University of North Carolina Police Department and appoint UNC
Chief of Police David Perry to the position.
• Add a position for the Orange County Housing and Community Development Department
and appoint Director Emila Sutton to the position.
• Add a position for the Orange County Human Rights and Relations Department and
appoint Director Annette Moore to the position.
FINANCIAL IMPACT: There is no financial impact associated with this item.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.

• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item:
RECOMMENDATION(S): The Manager recommends the Board approve the changes to the JAC
structure and designate new positions for the UNC Police Department, the Orange County Human
Rights and Relations Department and the Orange County Housing and Community Development
Department. In addition, the Manager recommends the proposed appointments of UNC Chief of
Police David Perry, Housing and Community Development Department Director Emila Sutton and
Human Rights and Relations Department Director Annette Moore to these positions on the
Orange County Justice Advisory Council.
