PURPOSE: To receive a report on recent activities/actions in the Joint Planning Area.
BACKGROUND: At the April 29, 2003 Assembly of Governments meeting, Chapel Hill Council
Member Flicka Bateman requested that periodic updates be provided on Joint Planning topics.
In keeping with this request, the joint staffs will report briefly on the following:
1. Adoption of amendment to Joint Planning Agreement renewing annexation provisions for
an additional 20 years. This re-institutes the limits of the Transition areas and non-
encroachment into the Rural Buffer (see attached joint resolution);
2. Adoption of May 2000 Chapel Hill Comprehensive Plan amendments for the Northwest
Transition Area into the Joint Planning Area Land Use Plan: and
3. Upcoming report from Chapel Hill staff (April 2004) on issues related to retraction of the
Urban Service Boundary in the Southern Triangle Transition Area. This was discussed
at the April 29, 2002 Assembly of Governments meeting.

ADDENDUM #1 TO THE JOINT PLANNING AGREEMENT
AMONG ORANGE COUNTY, CHAPEL HILL AND CARRBORO
WHEREAS, Orange County, the Town of Chapel Hill, and the Town of Carrboro entered into a
Joint Planning Agreement, dated September 22, 1987, as amended; and
WHEREAS, Carrboro, Chapel Hill, and Orange County have worked cooperatively since the
adoption of the Joint Planning Agreement on matters related to annexation, as specified in the
Agreement;
WHEREAS, Section 1.3.B of the Joint Planning Agreement provides for the renewal of the
annexation provisions of the Agreement for a period of not more than 20 yeazs;
NOW Carrboro, Chapel Hill and Orange County hereby mutually agree as follows:
1. Section 3.1 (No Annexation Into Rural Buffer) of the Joint Planning Agreement shall be
renewed for a twenty yeaz period from the date of execution of this Addendum.
2. Section 3.2 (No Annexation by One Town Into Another Town's Transition Area) of the
Joint Planning Agreement. shall be renewed for a twenty yeaz period from the date of
execution of this Addendum.

PURPOSE: To present a brief PowerPoint presentation on the preparation of a new Land Use
Element -Orange County Comprehensive Plan.
BACKGROUND: The County has been developing its Comprehensive Plan, Land Use
Element since spring 2001 when it began receiving Census 2000 data. Since then, open
meetings have been held with various boards and committees to address the growth
management challenges that lie ahead while incorporating the excellent work that has been
conducted by many county-wide task forces and local governments over the last 10 years.
Along with other areas of County jurisdiction, the plan will also address the Rural Buffer.
Possible land use scenarios for the rural Buffer and a timeline for consideration will be
presented for discussion.
The PowerPoint presentation will briefly illustrate background research, growth management
challenges, and some solutions and refinements that are contemplated in the new plan.
