BOCC Virtual Special Meeting
January 5, 2021
Meeting—7:00 p.m.
Due to current public health concerns, the Board of Commissioners is conducting a Virtual
Special Meeting on January 5, 2021. Members of the Board of Commissioners will be
participating in the meeting remotely. As in prior meetings, members of the public will be
able to view and listen to the meeting via live streaming video at
orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on channels
1301 or 97.6 (Spectrum Cable).
In this virtual process, there are two methods for public comment:
• Written submittals by email
• Speaking during the virtual meeting
Detailed public comment instructions for each method are provided at the bottom of
this agenda. (Pre-registration is required.)

Commissioners
3. Reconvene the Continued Public Hearing from the December 15, 2020
Virtual Business Meeting—Item 5-b—Zoning Atlas Amendment:
Master Plan Development Conditional Zoning District(MPD-CZ) for
Efland Station(formerly Beaver Crossing)
4. Recess the Virtual Special Meeting to Reconvene on January 12, 2021
Public Comment Instructions
Public Comment—Written

Members of the public may provide written public comment by submitting it to the
ocbocc(aoran eg countync.gov email address up to 24 hours after the close of the
public hearing.
When submitting the comment, include the following:
• The date of the meeting
• The agenda item (example: Item#2) you wish to comment on
• Your name, address, email and phone number
The Orange County Board of Commissioners, County Manager, County Attorney
and Clerk to the Board, will be copied on all of the emails that are submitted.

Members of the public submitted requests to speak by the 3:00 PM deadline on
December 15, 2020, the date the Board opened the public hearing for the proposed
Efland Station development. Due to the large number of individuals signed-up to
speak and the Board not wishing to extend into late hours that night when both
Board members and the public were less than alert, the public hearing was recessed
and continued until Tuesday, January 5, 2021 at 7:00 p.m. The Board also
identified Tuesday, January 12, 2021 at 7:00 p.m. as an additional date and time for
continuing the public hearing.
Individuals who were registered and did not get a chance to speak on December 15,
2020 will have the opportunity to provide their comments on January 5, 2021, or
January 12, 2021.
Prior to the January 5, 2021 virtual meeting, email notifications with participation
instructions will be sent to the next 45 speakers for the January 5, 2021 virtual
meeting. Those next 45 speakers will be emailed a participant link to be able to
make comments during the live meeting. Speakers may use a computer(with
camera and/or microphone) or phone to make comments.
The public speaker's audio and video will be muted until the BOCC gets to the
respective agenda item(s). Individuals who have pre-registered will then be brought
into the public portion of the meeting one at a time.
While no more names will be added to the list to speak, anyone may continue to
provide written comments to all Board members by sending an email to
ocbocc(a),oran eg countync.gov.
If any of the planned speakers for the January 5, 2021 virtual meeting encounter
any technical concerns prior to or at the onset of the virtual meeting,please contact
the IT Help Desk at 919-245-2280, Option 1 —Help Desk. Help Desk hours are
Monday-Friday—8:00 am to 5:00 pm, and on virtual meeting night—6:30 pm to
8:00 pm.
After the January 5, 2021 virtual meeting, and closer in time to the January 12,
2021 virtual meeting, all remaining individuals who signed up to speak will be
emailed a participant link to be able to make comments during that January 12,
2021 virtual meeting.
