HomeMy WebLinkAboutAgenda 01-12-21 Continued Virtual Special Meeting ORANGE COUNTY BOARD OF COMMISSIONERS AGENDA BOCC Continued Virtual Special Meeting January 12, 2021 Meeting—7:00 p.m. Due to current public health concerns, the Board of Commissioners is conducting a Continued Virtual Special Meeting on January 12, 2021 in follow-up to the initial Virtual Special Meeting on January 5, 2021. Members of the Board of Commissioners will be participating in the meeting remotely. As in prior meetings, members of the public will be able to view and listen to the meeting via live streaming video at orangecountync.gov/967/Meeting-Videos and on Orange County Gov-TV on channels 1301 or 97.6 (Spectrum Cable). In this virtual process, there are two methods for public comment: • Written submittals by email • Speaking during the virtual meeting Detailed public comment instructions for each method are provided at the bottom of this agenda. (Pre-registration is required.) 1. Call to Order 2. Reconvene the Continued Virtual Special Meeting from January 5, 2021 3. Reconvene the Continued Public Hearing from the December 15, 2020 Virtual Business Meeting and January 5, 2021 Virtual Special Meeting—Item 5-b—Zoning Atlas Amendment: Master Plan Development Conditional Zoning District(MPD-CZ) for Efland Station(formerly Beaver Crossing) 4. Close the Public Hearing for Item 5-b from the December 15, 2020 Business Meeting and authorize the acceptance of written comment(s)via e-mail to the Board at ocbocckoran eg countync.gov or by delivery to the Planning Department's office at 131 West Margaret Lane, 2nd floor, Hillsborough,North Carolina 27278, until 9:00 a.m. on Thursday, January 14, 2021 5. Adjourn the Virtual Special Meeting Public Comment Instructions Public Comment—Written (for the items on the agenda above) Members of the public may provide written public comment by submitting it to the ocbocc@oran ems. nygov email address or by delivery to the Planning Department's office at 131 West Margaret Lane, 2nd floor, Hillsborough,North Carolina 27278. When submitting the comment, include the following: • The date of the meeting • The agenda item(example: Item#3)you wish to comment on • Your name, address, email and phone number The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted. Public Comment—Verbal (for the items on the agenda above) Members of the public submitted requests to speak by the 3:00 PM deadline on December 15, 2020, the date the Board opened the public hearing for the proposed Efland Station development. Due to the large number of individuals signed-up to speak and the Board not wishing to extend into late hours that night when both Board members and the public were less than alert, the public hearing was recessed and continued until Tuesday, January 5, 2021 at 7:00 p.m. The Board also identified Tuesday, January 12, 2021 at 7:00 p.m. as an additional date and time for continuing the public hearing. Individuals who were registered and did not get a chance to speak on December 15, 2020 previously provided their comments on January 5, 2021, or will have the opportunity to speak at the January 12, 2021 virtual meeting. Prior to the January 12, 2021 virtual meeting, email notifications with participation instructions will be sent to all remaining individuals who signed p to speak b. the December 15, 2020 deadline so that they can speak at the January 12, 2021 Continued Virtual Special Meeting_ Those speakers will be emailed a participant link to be able to make comments during the live meeting. Speakers may use a computer(with camera and/or microphone) or phone to make comments. The public speaker's audio and video will be muted until the BOCC gets to the respective agenda item(s). Individuals who have pre-registered will then be brought into the public portion of the meeting one at a time. While no more names will be added to the list to speak, anyone may continue to provide written comments to all Board members by sending an email to ocbocc&oran ec�ount. r�ic.gov.
