Certified Bid Tabulation Steven Arndt: 919-245-2658 2. Designer's Bid Recommendation Letter PURPOSE: For the Board of Orange County Commissioners to: 1. Award a bid to C.T. Wilson Construction Company, Durham, North Carolina in the amount of $283,590 for the renovation of spaces in the Whitted Human Services Center Complex to create several office suites; and 2. Authorize the County Manager to sign the construction agreement and execute any amendments for unforeseen requirements up to the approved budget amount on behalf of the board, contingent upon final review of the County Attorney. BACKGROUND: On November 7, 2019 the Board approved Budget Amendment #2C totaling $975,000 to fund the relocation of occupants from the Link Government Services Center due to serious remediation concerns. A portion of these funds were to be used to develop office spaces for the County Manager and Clerks Office within the Whitted Human Services Center Complex. Competitive bids from four qualified general contractors were received and opened on November 5, 2020. A review of the bid documents was conducted by County staff and the project designer, HH Architecture, and it was determined that the lowest responsive bid for this project was C.T. Wilson Construction Company. A certified bid tabulation is provided in Attachment 1. The proposed bid award contemplates awarding the base bid and alternates one, two, four and five. A designer's bid recommendation letter containing details regarding the alternates is provided in Attachment 2. Should the board of County Commissioners award the bid, the projected construction period is four months. Depending upon the construction process, management of unforeseen conditions, and project close-out, the renovations should be finished by the end of April, 2021. 2 FINANCIAL IMPACT: The construction contract with C.T. Wilson Construction Company, with desired alternates, totals $283,590. The total cost of the project, including professional services, construction, contingency allowances and miscellaneous costs totals $450,257. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal impacts are applicable to this item: • Foster a community culture that rejects oppression and inequity The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. This low bidder complied with the Historically Underutilized Business (HUB) bid requirements and will employ certified HUB contractors as a part of the performance of this work. ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal impacts are applicable to this item: • Energy Efficiency and Waste Reduction Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; 3) increase the use of recycled and renewable resources; and 4) minimize waste stream impacts on the environment. The scope of work includes the replacement of old outdated light fixtures and replaces them with high efficiency LED light fixtures. In renovating an existing space rather than constructing a new facility, the project reduces resource consumption. RECOMMENDATION(S): The Manager recommends that the Board: 1) Award the bid to C.T. The base bid amount plus accepted alternates are as follows: Base Bid $ 241,651.00 Alternate#1 $ 13,597.00 Alternate#2 $ 5,837.00 Alternate#4 $ 22,505.00 Alternate#5 $ 0.00 Total $ 283,590.00 This project is an office upfit of 2,795 SF within the Richard E_Whitted Human Services Building.The work consists of Level 2 Alterations for new partitions,doors,casework,misc.plumbing and electrical modifications,RVAC ductwork reconfiguration,structural reinforcing of select areas of the existing floor,and limited ceiling replacement_ The building is an existing Type III-B construction and fully 5 sprinklered. The scope of work includes above ceiling work on the basement level to access the existing floor structure for structural reinforcing. The project bid alternates include the following. • Alternate No. 1:Renovate to convert toilet room to Coffee Room 213 • Alternate No.2:Demo doorway and replace carpet in Corridor 200H • Alternate No.3:Provide frame Type I in lieu of scheduled frame type for Doors 211 A,2118 (NOT ACCEPTED) • Alternate No.4: Suite 250 Upfit • Alternate No. 5:Preferred brand alternate for Mohawk tile carpet Single Prime bids were received on November 5,2020 at 2:00 PM at Orange County Richard E.Whitted Human Services Building,Main Meeting Room 230,300 W_Tryon Street,Hillsborough,NC 27278. 4 general contractors submitted bids.Bids were opened and reviewed in Room 230. The bids were read aloud including name of bidder,license number,base bid and all alternates. It was announced that no decision on the low bidder would be given at that time. Please see attached Certified Bid Tabulation for the results of the bid opening.
