BACKGROUND: Each year, the NCDOT Public Transportation Division accepts requests for capital, operations and administrative needs for county-operated community transportation programs. OCPT is eligible to make application for both capital and administrative funding. NC DOT has allotted a combined total of $1,230,025 for funding. 2 Detailed breakdown is outlined in the table below: 5311 Grant Application: 5339 Combined Capital Grant: Totals: Total $ 182,325 $1,047,700 $ 1,230,025 Federal $ 145,860 $838,160 $ 984,020 Local $ 36,465 $209,540 $ 246,005 FINANCIAL IMPACT: The NCDOT 5311 Community Transportation and 5339 Combined Capital Grant Programs: The department will utilize any currently available carryover funds from Article 43 Transit Tax proceeds to cover the required local match, and will address this in a future Budget Amendment for consideration by the Board of Commissioners. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item. • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. OCPT provides opportunity for access to jobs and services to many individuals. The 5311 and 5339 Combined Capital Grants provide Orange County access to funds to support its transportation infrastructure that promotes economic self-sufficiency to a wide range of residents and locations. The funds additionally support a system that enhances the access of residents in the non-urbanized areas to health care, shopping, education, employment, public services, and recreation. RECOMMENDATION(S): The Manager recommends that the Board: 1) Approve submittal of 5311 and 5339 Combined Capital Grant applications for FY 2022 in the total amount of $1,230,025 with a local match total of $246,005 to be provided when necessary; 2) Approve and authorize the Chair to sign the 5311 Program Resolution, the DBE/MBE/WBE/HUB Anticipated Vendor Awards, the DBE Good Faith Efforts Certification the Local Share Certification and the Title VI Program Report; 3) Authorize the Chair to sign the annual Certifications and Assurances documents (when these legal documents are issued by the federal register) and upon final review by the County Attorney; 4) Close the public hearing; 5) Authorize the acceptance of written comment(s) via e-mail to the Board at ocbocc orangecountync.gov or by delivery to the Orange County Transportation Services office at, 600 Hwy 86 N Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday December 17, 2020. 3 RES-2020-080 PUBLIC TRANSPORTATION PROGRAM RESOLUTION FY 2022 RESOLUTION Section 5311 (including ADTAP),5310,5339,5307 and applicable State funding, or combination thereof. Applicant seeking permission to apply for Public Transportation Program funding, enter into agreement with the North Carolina Department of Transportation, provide the necessary assurances and the required local match. A motion was made by (Board Member's Name) Commissioner and seconded by (Board Member's Name or N/A, if not required) Commissioner for the adoption of the following resolution, and upon being put to a vote was duly adopted. WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation(NCDOT) as the agency responsible for administering federal and state public transportation funds; and WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of Transportation,Federal Transit Administration and receives funds from the North Carolina General Assembly to provide assistance for rural public transportation projects; and WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the provision of rural, small urban, and urban public transportation services consistent with the policy requirements of each funding source for planning, community and agency involvement, service design, service alternatives, training and conference participation,reporting and other requirements (drug and alcohol testing policy and program, disadvantaged business enterprise program, and fully allocated costs analysis); and WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital funds and will have different percentages of federal, state, and local funds. WHEREAS, non-Community Transportation applicants may apply for funding for "purchase-of- service" projects under the Capital budget Section 5310 program.
