PURPOSE: For the Board of Orange County Commissioners to:
1. Award a bid to Racanelli Construction South, Inc., Apex, North Carolina in the amount of
$268,370 for the renovation of a former restaurant at 308 West Franklin, Chapel Hill, NC
to create offices, meeting rooms, and support spaces for the Orange County Visitors
Bureau.
2. Authorize the County Manager to sign the construction agreement and execute any
amendments for unforeseen requirements up to the approved budget amount on behalf of
the board, contingent upon final review of the County Attorney.
BACKGROUND: On November 19, 2019, it was announced that Orange County would lease
two of its facilities, 501 and 503 West Franklin Street, Chapel Hill, NC to Well Dot. Inc, a healthcare
technology company, at terms to be determined at a later date. Well Dot. plans to renovate the
facilities for the purpose of establishing a new operations and corporate center in Chapel Hill that
will create about 400 high-paying jobs over five years.
As a result of this announcement, it became necessary to find new facilities for the County
departments and County supported agencies housed at these facilities. One of those displaced
agencies was the Orange County Visitors Bureau. On January 21, 2020 the Orange County
Board of County Commissioners approved the lease 308 West Franklin Street, Chapel Hill, NC,
a former restaurant, as the future home for the Orange County Visitors Bureau. Josh Gurlitz
Architecture, Chapel Hill, NC was retained on March 1, 2020 to develop the plans and
specifications necessary to renovate this facility.
Competitive bids from five qualified general contractors were received and opened on September
10, 2020. A review of the bid documents was conducted by County staff and the project designer,
and it was determined that the lowest responsive bid for this project was Racanelli Construction

South, Inc., Apex, North Carolina at a cost of $276,000. A certified bid tabulation is provided in
Attachment 1.
After opening bids, the County engaged in a value engineering process necessary to reduce the
cost of the project, which resulted in a revised cost of$268,370. A designer's bid recommendation
letter containing details regarding the value engineering is provided in Attachment 2.
Should the board of County Commissioners award the bid, the projected construction period is
four months. Depending upon the construction process, management of unforeseen conditions,
and project close-out, the renovations should be finished by the end of April, 2021.
FINANCIAL IMPACT: The construction contract with Racanelli Construction South, Inc., totals
$268,370. The total cost of the project, including professional services, construction, contingency
allowances and miscellaneous costs totals $408,083.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal impacts are
applicable to this item:
• Foster a community culture that rejects oppression and inequity
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
This low bidder complied with the Historically Underutilized Business (HUB) bid requirements and
will employ certified HUB contractors as a part of the performance of this work.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impacts are applicable to this item:
• Energy Efficiency and Waste Reduction
Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption;
3) increase the use of recycled and renewable resources; and 4) minimize waste stream
impacts on the environment.
The scope of work includes the replacement of old outdated light fixtures and replaces them with
high efficiency LED light fixtures. In renovating an existing space rather than constructing a new
facility, the project reduces resource consumption.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Award the bid to Racanelli Construction South, Inc. of Apex NC in the amount of$268,370
for the Orange County Visitors Bureau renovation.
2) Authorize the County Manager to sign the construction agreement and execute any
amendments for unforeseen requirements up to the approved budget amount on behalf of
the board, contingent upon final review of the County Attorney.

1 Eliminate tile demolition and major floor prep. excludes tile demo at bar. With Deduct:
this VE item the tile in the lobby will be demolished allowing the lobby to retain ($4,200)
a consistent wood floor. At other locations, especially at the work room and hos-
pitality areas the tile floor will be cleaned. For finish changes to these other areas
see Item#2 below.
2 Add carpet in lieu of LVT at 006 Hospitality; 007 Storage; 010 Work Room; 014 Deduct:
Utility; 015 Storage. With this VE item the tile will be cleaned and will remain in ($630)
place(see Item 1 above). Plywood sub-floor will be attached over the tile and
carpet installed in lieu of LVT. This change will be reflected on the Room Finish
Schedule on sheet A-701.
3 Metal framing in lieu of wood framing for walls. This change will eliminate wood Deduct:
framing at new walls. Engineered wood beams remain as does miscellaneous ($1,800)
blocking and shimming.
