HomeMy WebLinkAboutMinutes - 19601003196 Uinutes of the Board of Commissioners October 3, 1960 The Orange County Board of Commissioner's met in regular session on Ltanday, October 3, 1960, at ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, N. C. Uembers present: Chairman R. J, a. Hobbs, Co:meissioners Donald 9clade, Clarence Jones, Henry 71alker and Donald Stanford. !embers absent: Hone The minutes of the September meetings were read by the Clerk and approved by the Board. The following department officials presented reports for the month of September, 1960. Frank Frederick, Delinquent Tax Collector Jessie Trowbridge, Home Demonstration Agent Cashe Bo, gs, Dog harden Dr. 0. David Garvin, District Health Officer and Jane Parker, Welfare Sept. A. H, Craham, County Attorney, read a letter concerning the "In Rem" tax foreclosure statutes giving his opinion of said statutes. Upon motion of Commissioner Jones, seconded by Commissioner 'McDade, and unanimously adopted, the Tax Collector Sias directed to commence use of this method of foreclosure. The discretion of how and when this statute is to be applied was left to the County Accountant, and the County Accountant is to proceed by the old method where it is deemed advisable. The County Attorney reported that he had contacted the Hew York Bond attorneys alerting them to the possability of a bond election early next year. Jane Parker, 17elfaraze Supt., presented her resignation as 'iiolfare >upt. effective San, 1, 1961. This resignation zas accepted with regret by the Board. Dr. Garvin, District Health Officer, requested that the County adopt a resolution urgin^ it's representatives to the General Assembly to support the bill for mare appropriations from the State to the County Health Departments. The Board assured Dr, Garvin that such a resolution would be adopted upon the convening of the General Assembly. Dr. Garvin also urged that a more vigorous santation program be instituted in his department and requested ner:nission to hire an additional Sanitarian as he had sufficient funds on hand to hand this for the current budget year. The Board appointed Dr. larvin, Sam Gattis and A, H. Graham to investigate the possability of a septic tunic inspection fee system. The fee charged could be used to defray the cost of the additional Sanitarian in his department, Dr. Garvin stated that he would investigate the General Statute relative to this passable course of action. D. i[. Long, a former Deputy Sheriff, appeared before the Board and requested he be allowed thirty (30) days travel pay of W20.00 along; with his accumulated vacation. After a lengthy discussion of this matter the Board agreed to pay this sum to ur. Lon,; and to W. R. Roberts they allowed travel pay on the same basis as his accumulated vacation. The money for these allocations is to be taken from the regular travel account. The Tae Collection Settlement for the 1959-1960 tax year was presented and is as follows: Total Levy +;,983,162.03 Total Collections u871,762.62 Uncollected Balance Land Sales on Hand Insolvents on Hand Difference 6,°+111,399.41 $ 95,531.64 $ 15,822.88 45.19 The sellement was accepted subject to the audit of W. fl. Russ and Company presently to be undertakes. The following order was then exacuted by the Board of Commissioners relative to the collection of 1960 tax levy. RESOLUTION Upon motion duly made and seconded, the following resolution was unanimously adopted: VEEKAS, Section 105-325 of the General Statutes of North Carolina authorises, empowers and directs the Board of Commissioners to deliver to the Tax Collector on or before the first Monday in October an order directing him to collect the taxes assessed on all property listed and that such order has the force and effect of a judgment and execution, and WHEREAS, Section 105-391 and 105-392 of the General Statutes of North Carolina provide methods of foreclosing real estate for taxes following the Collector's sale of Certificate: HOW, THEREFORE, IT IS AOCORMNCLY ORDERED that the Orange County Tax Collector collect the taxes assessed on property listed in Orange County, together with penalities and interest thereon where applicable, and that a copy of the following order be this date delivered to the Tax Collector of Orange County: k`insstes of the Board 19 Commissioners October 3, 1960 A Committee under the Chairmanship of Commissioner Jones reported on its findings regarding the current fees being charged by the Clerk of Court and Register of Deeds. The fee bill of the Register of Deeds was first discussed. Commissioner Donald Stanf and moved that these new fees as recomended by the Committee be placed into effect on January 1, 1961. Commissioner _eDade gave a second to this motion and when Chairman Hobbs called for a vote there were h ayes and 0 nays. This Committee then made a report of its findings, as far as the Clerk of the Courts Office fees were concered. Commissioner Stalker then moved these new fees as recomeaned by the Committee be adopted. This motion received a second from Commissioner Donald Stanford and when Chairman Hobbs called for a vote there were h ayes and 0 neys. The Committee noted the fact that the fees of the Sheriffs Office were also under consideration, but a report on these charges would not be made until the Sheriff is. released from the hospital. The Board directed a copy of these proposed fee bills be submitted to the County Attorney, for his legal approval before they are placed into effect. After approval by the County Attorney said fee schedules will be entered in the minutes of the Board. The Accountant presented to the board information concerning the banking practices of the County in past years. After looking at the exhibit and hearing of the practices of other Counties, the Board directed the Accountant to determine has much surnlus money the County must have in the future and to see how much interest the County banks are willing to pay.on these deposits. An oral request from the Curboro Volunteer Fire Department that the Board of County Commissioners grunt them permission for a circus to present benefit performances in the Town of Carrboro was presented to the Board. The Board waived the usual license requirement and granted its permission for the circus to appear in this County for a one day stand only. The County Board of Education presented to the Board of Commissioners the following resolution. RESOLUTION Hillsboro, iv. C. October 3, 1960 RESOLUTION REPUESTING THIS BOARD OF CO`ISSIONERS FOR THE COUNTY OF ORANGE TO PROVIDE SCHOOL FACILITIES BE IT RESOLVED by the Board of Education of Cranes County: Section 1. That The Board of Education has determined and found as a fact that adequate school facilities are not available in the Orange County Administrative Unit to comply with the constitutional requirement far the maintenance of schools six months in each year, and that it is necessary in order to maintain such six months' school term as required by Section 3 of Article IX of the Constitution to erect additional school buildings and other school plant facilities, remodel and enlarge existing school buildings and other school plant facilities, and acquire necessary land and equipment therefor to provide additional elementary and Secondary School facilities in said Unit, as suggest in Citizens Finance Study Committee Report. SECTION 2. That the Board of Commissioners for the County of Orange is requested to take all necessary steps, by the issuance of bonds or otherwise, so that funds may be provided for such school facilities. SECTION 3• That a copy of this resolution shall be certified to said Board of Commissioners for said County. ORANGE COUNTY BOARD OF EDUCATION /s/ D. 11. Stanford, Chairman /s/ Gordon B. Carr, Secretary The Accountant was directed to inform the Chapel Hill Board of Education of the receipt of their resolution and to advise them this board was ready to receive a resolution along similar lines from them so that the question of a bond election maybe presented to the Board. K The Accountant was given authority to proceed with a call for bids for ., automobiles for the Sheriff Is Department and one for the delinquent Tar. Collect, These bids will be opened at 10:00 A. 3I., October 21, 1960 at a special meeting of the Board of County Commissioners. The Chairman announced that the next meeting of this board would be at 10:00 A. ?. on Thursday October 21, 1960. This would also be a meeting of the Board of Equalization and Review.
