PURPOSE: To presents comprehensive solid waste faciltiea conceptual development plan for
Board of Commissioners'rgnsitlemtlon and endorsement.
BACKGROUND: The Board of Commissioners' requested that staff prepare a solid waste
facility development plan that will enable the Board to consider possible locations fora number
of imminent end future solid waste facilities. The plan focuses primarily on currently owned and
utilized property on Eubanks Road and speci8wlly excludes utilieation of the Greene Trac[for
solid waste purposes. As previously discussed with [he BoeM, the plan assumes the need to
acquire approximately 18 acres of adjacent propedy for development of anew mnafmction and
demolition (G&D) waste disposal facility.
For organiu[ional purposes[he plan is divided into four phases (not In order of pdodty). Phase
I includes the C&D land811 and recycling facilities, and reflects guidance from the Board related
to their adoption in February 2601 of a resolution df intent to proceed with this project following
appropriate planning and design. Phase II includes new tlepadmental administrative offices.
Phase 111 includes the future trensferstatbn. Phase lV includes the location fora battery and
electronics storage facility, a possible location fora relocated recyclable processing pad, and a
po[entialemergency stone debris management area.
Staff believes it cdficel for the Board of Commissioners to make decisions soon regarding the
proposed facilities plan because of the need to:
• proceed to tlevelcp the C8D landfill and recycling facilities
• relocate the administrative offices.and
• proceed with implementation of the electronics and dry cell battery recycling program

A decision on locating the imnsfer sfahon woultl allow stall to initiate the Town of Chapel Hill
permitting process In preperetion for State pennltting and facility design.
FINANCIAL IMPACT: There will be signifcant fiscal impact regartling development of the
various phases of fheplan. The attachetl staff memo tliscusses these fnanclel Issues in tletail.
It is assumetl [het all expentliWres related tc facility development will be funtled from the solid
waste enterprise fund antl that no general fund tlollars will be utilizatl.
REGOMMENOATION(S): The Manager recommendsthal the BoeN receive the staff
presentation on the Solid Waste Facilities Mesler Plan, provide appropriate direction to staff,
and adopt the a~mpanying resolution endorsing implementation of the Solitl Wasfa Facilities
Master Plan.

NOW,THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners
entlorse tlevelopmenf of a new wnstmction and demolition landfll in Orange County which, as
part of a marter plan that emphealzea reduction antl ecycing activities, will assure an
environmen[elly sountl antl convenient option for managing the residual materials from local
generators of constmction and demolition waste.
BE IT FURTHER RESOLVED that the Orange County BoaN of Commissioners tlesignete the
Eubanks Road site (Tan Map Referenws: 7.1 B. 27, 7.18.. 2]E, antl ].18..2]F) atljacent to
existing solid waste facilities ae the location for the new construction antl demolition lantlfill.

Orange County Solid Waste Management operates the public landfill on Eubanks
Roatl noM of Chapel Hill. Anew mnstrunion antl demolition (C8D) landFll is planned
to be tlevelopetl at sometime during 2002. This report tliscusses the manner in whiMi
effective vegetative screening can be achlevetl between the new facility and Eubanks
Road. This report accompanies a plan tlrawing entitled Concept o/screen planting
along Eubanks Road, datetl August 25, 21b1.
When wnstruneq the 08D IantlfJl will owupy a lantl arse of approximately 26 ayes.
The ultimate landFll height will be 630 feet above sea level, which is about 90 feel
above the average elevation of Eubanks Roatl in this vicinity, (S40 feet). This height
will be achievetl about 500 fee[ tlistant hom the Eubanks Road pavement, sanMing to
a conceptual drawing prepared by Joyce Engineering.
The segments of property line along Eubanks Roatl which are being consitleretl in this
report comprise s total distance of about 580 linear feet of vegetated buffet The
speed of travel along Eubanks Roatl, antl the average angle of view iMd the facility,
may indicates slightly greater aMUel length of planted screen
Regulatory Conte#
Two governing agencies have direct control over the issue of buffers antl visual
separation between the new landfill activity and public rightsbf-way.
The North Caroline Department of Environment and Natural Resources (NC-DENR)
requires a 200~fcot buffer between C8D landFlls antl public rights-of-way. Orange
County Solid Waste Management has tleveloped its plans for the utilization of this site
with such a huffer strip allowance.
The Orange County Planning Department requires a 100-foot vegetated buffer
between lantlfill activities and public rightsof-way (artlinance senion t2 5, Lantl Use
Buller Regviremonfsl. A Type F baiter is required for lantlflls: a butler composed of
predominantly (a(leaat ]5%) evergreen vegetation Met ie opaque fv a height of of least
thirty leaf. The provision for sutlta 100-fcot buffer for the County will occur within the
200-foot buffer requiretl by the state.
Ezlsting vegetation antl visual characteristics
The vegetative community which lies along both the northern and southern edges of
Eubanks Road is rypiral o(the Chapel Hill vicinity where land tlisturbance has not
recently taken place. The forest consists of predominantly deciduous hardwootls, with
a few evergreens (cedarsantl pines)in their midst. Some hardwootl trees are mature,
witha height Upwards of 40-SD feet The wootls which adjoin the clearing for Eubanks
Roatl exhibit a strong "etlge condition° charadedzetl by faidy tlense understory
growth. The reason for (hs etlge contlition is (hatthere is more light available here
than deeper in [he wootls, for plants to thrive below the upper canopy of leaves.
Typically there is far more biomass (foliage and wodtly growth) at the etlge of a woods
than in its interior. This makes the wootls appear more opaque at eye level. However
the woods are much less opaque after IeafErop in the fall. Visual openness persists
for 4 to 5 months until re-gmwth in the spring.
Some timhering has taken place recently, causing an opening of the canopy in some
locations, several yartls back from Eubanks Roatl. Alreatly [he introtluction and
growing of vigorous'voluntear' or invader species is apparent in the areas which have
Caen timbered. The height antl tlensTy of these Vees varies, antl presently woultl not
constitute an effective visual screen of the landfill aMivity, especially in winter.
A low voltage power line crosses Eubanks Road s[ an angle, antl enters the buffer
area. This dearetl easement is aligned almost parallel with Eubanks Road along the
western haH of the buffer. The power company maintains this easement antler its
vegetation management program. Thie results in periotlic sleah M volunteer trees

Proposed Planting Design
It is important to consider the factors tlescribe0 above, in tlevising a planting scheme
to screen the landfill eIXivity.
Existing woodetl and partly-wootled areas wihin the 200' witle buffer strip can be
enhancetl with more visuallyepaque bantls of planting. However, these bands ran be
relatively nartow, from 20 tp 30 feet witle, and still be effective. Seltlom does a
planting butlget allow for major reforeslatien of a complete buffer. In fah a narrower
bantl can be more effective than a wide one, bemuse the plants will have greater
access to light along the screen planting etlge (tt. edge condition above), antl will
grow bushier antl denser foliage than I/they are in the middle of an extensive area of
shadegiving plants.
New weaning should be achieved with a planting design whiUi recognizes [he
following factors:
• New plaming shoultl blend into the predominant deciduous character of these
wootls, even if evergreens are chosen m block the view. This sugges[e some use
of tlecitluous plants in the overall mmposition of the planting bands.
• New planting must be located properly, relative to the sight line which exists
between the viewer and [he abject being viewed. Plants must possess sufficient
size to screen this sight Ilne. q voss settion has been preparetl to illustrate this
issue. In adtli[ioq most viewers traveling by wr along Eubanks Road will tend to
look into the site at a horizontal angle, therefore it might be nemssary to begin the
screen planting before the actual station point of the landfill egivity.
• New planting shoultlbe effective in screening Ne landfill activity per se. without
calling excessive attention to itself to passers-by on Eubanks Road. This suggests
more of a rantlcm or natural con(guralian of planting bantls within the existing
wootled buffer. There appears to be plenty of room to achieve this within the 200.
loot total witlth of Me huger. However, planting placetl closer to the viewer is mare
effective in screening an objeq, so a balance must be achievetl.
Where planting will omur on the power line easement, plants shoultlbe chosen
which ahieve heights below the level of dearin9 for the mntlucmrs.
The planting design shown on paper should allow for feld adjustment of plant
locatioq to allow preservation of existing trees antl volunteer areas where they
actually occur.
Plants shoum be chosen with a mnsitlerable degree of"naturalizing" effect.
Ultimately the landfill bufer will not be maintained as it woultl Rit were a strictly
ornamental feature. Aplanting band designed for "law maintenance'antiupates
the eventual mixing-in of volunteer growtq which is gootl from a screening
standpoint.
Proper planting antl mulching per good hpniculturel pragims will help ensure plan[
survival antl timely growth, antl help atllieve en effective sveen in relatively short
oNer. Planting pits for intlivitlual trees antl shrubs should be of atlequete size,antl
tletailetl for ease of watering during the initial growing seasons. See
'implementation" notes below.
The Element of Time
The realities of honiwlture, the nursery 4etle, antl the lantlawpe construgion intluslry
dictate that most plants are installetl at a size wfiich is relatively small comparetl to
their ultimate.. mature habits. The sizes specifletl in the List of Plants will reFletl this
fact.
Current practice tlidates [he size range oinursery-grown plants chosen for most
landscape projects. These size ranges allow installation of healthy, vigorous plants.
These plants, if pmpedy maintainetl, can be expedetl to achieve rapitl growth and, in
a few yeaYS time, their fuller effetls. Experience shows That installing plants
signi(cantly larger than these size ranges not only increases the cost of the prpjeG.
bm tlpes not necessarily result in a "quicker'realization of larger plant size (antl in this
case. screening W the lentlfilp. The reason is that larger plants lake longer to remver
from the shock of digging antl transplanting. The modalRy rate for larger transplanted
nursery stock is also higher. Smaller plants recover more quickly, antl in fatl have
been proven to outpace [he growth of larger transplants. In afew years time they may
in tact be larger antl healthier.
The Planting Plen wnstrudion tlocument therefore, will speciry plants of sizes within
these ranges'. 3 gallon containers for regular sized evergreen shrubs (eleagnus,
abelia, osmanthus, deyera, etc), 3 to 4 foot height, balled and burlapped, far large
evergreen shubs (hollles, waxmynle, Carolina laurel, etc.), 6 to 8 foot height, balletl
and budappeq for evergreen trees (magnolia, pine, cedar, hollies, etaj, and 2 Y:3
inch caliper (diameleq, balletl antl burlapped, for tlecitlupus trees where used. To
compensate for the smaller initial sizes. the plants era shown in relatively close
proximity. Thus asthay grow up antl out, they will begin to constitutes dense visual
bartier in a few year's time. Since landfill accretion will take some years to grow in
height, the planting belts should more than atlequately keep pace with the landfill
activity.
Trees antl shrubs are best installetl tludng the "tlormanC' season starting in late Fall
antl ending in early Spring. When planted tluring this period they have the best
chance of survival antl subsequent vigorous Growth
Implemenfatlon
Following the soenty's approval of the Concept o/screen planting sketch, a tletailed
working tlrawing showing proposed plant locations. a List of Plants, planting details,
antl written specifications will be prepared The agency et that time may decitle
whether to atlvedise or otherwise solicit bitls for the plarrting work to be perfprtnetl.
One standard spec condition in planting work far publicly ownetl projects is the one-
year maintenance and guarantee periotl. The bidder works into his price the cost of
regular maintenance, particularly watering antl pest control, for the first critical growing
year. The guarantee that all plants are alive antl in gootl condition at the end of this
year is his main incentive to perform the mainlenanW work in a responsible Fashion.
After That tla[e, lha owner will have to occasionally check the growing condition of the
plants. but the mare-critical first year will have been passed. Regular watering during
the hat dry months is [he greatest maintenance neetl.
