PURPOSE: To review rewmmendations from the Solitl Waste Advisory BoaN (SWAB) antl
discuss options for [he possible funding of public water services beycntl water main installation.
BACKGROUND: Based cn direction from the County Commissioners, the Solid Waste
Advisory Board undedook during the frst half of 2001 the task of developing recommendations
regarding funding of subsequent elements of the Rogers Road Nelghborhootl wateriine project.
The Boartl of Commissioners appropriatetl In FV 2000-01 a total of $0]5,000 in the Solitl
WastelLandfll Operations Fund to rover the first phase of the project - [he installation of water
mains in the Rogere Roatl community. The Orange Water and Sewer AUthotlty is managing
this constmction project under an agreement approvetl by the BOCG in April 2000. Actual
construction of the water mains is expectatl to begin in September.
The costs of [he remaining elements of this public water supply proled are associated whh
intlivitlual msitlences availing themselves of the water made available [o their community es a
result of the previously funtletl water main constmction. These ms(s inclutle OWASA
availability fees antl water meters, plumbing from the water meter to the house, interior
plumbing, antl payment of monthly water bills. The Solid Waste Advisory BoeM has examined
these additional fees In the attached repptl antl has submidetl a recommendation to the Boats
of Commissioners regarding additional County funding for this pmjec[. The County Attorney
has determined (ha[ [here are some qualifications antl motlifcations that the Boats of
Commissioners will have tc observe regading the passible implementation of the specific
recommendations from the SWAB. His observations ere provided in a letter tc the BOCC under
separate cover. Staff, the Attorney, and SWAB representatives will be prepared to answer
questions that Commissioners may have about options for funding the remaining elements of
the public water supply project.

FINANCIAL IMPACT: The BOCC has already appropriated $675,000 to cover thewoter main
construction project. The adoption of tha SWAB rewmmendatlon regarding subsequent
elements would increase County obligations by about 5275,000. However, as explained by the
County Attorney, [he actual amount could be significantly greater tl subsequent elements of the
project ere delivered to persons other then onty those with low and moderate incomes.
Enterprise fund reserves or other sources of public footling may be utilized, subject to
mns[minis outlined by the County Attorney.
RELOMMENDATION(5(: The Manager recommends that the BOaM COnsiderthe
recommendation from the Solid Waste Advisory Board and provide direction to staff regarding
whether, and the a#ent to which, additional County funding will be provided for this public water
supply proleck and If so, what should be the source(s) of the funding.
