PURPOSE: To tliscuss further antl consitler approval of the implementation of programs
proposed in the Managers Recommentled 2001-02 Operating Budget relaletl to reryding in
governmental buildings, recycling of used batteries, and recycling of electronics.
BACKGROUND: The rewmmentled 2001-02 budget for the Solid WastelLantlfll Operations
Fund includetl Pontling to implement pragreme that would bring in-house the recycling in local
government buildings, and set up programs for recycling uaetl tlry cell batteries end electronic
equipment such as pereonalwmpulers. There was insufficient time tluring the June 2001
butlge[ work sessions to atltlress all BOCC questions regaMing some of these proposed
recycling programs. Funtlinq torthe programs was included in the 2001-02 operating budget
epprovetl by the BOCO, but progrem implementalipn and the creation of a remmmentletl new
permanent position were delayed gentling further BOCG tliscussion at a solitl waste work
session
These programs are assembletl'mro a single proposal package primarily tlue to the
recommended-shared staffing arrangement. A single Recycling Materiels Hantller posRion
would provide the labor for all three wmponents of the recycling proposal. The three programs
proposed ere:
• Governmental Bulltlinq Recycling Program-This program would coneolidata. under Solid
Waste Department operations, services provitled by a combination of publirJprivate antl
governmenVcontrect service providers. Governmental builtlings in all jurisdictions are
nvolved.
• Dry Gell Bakery Recycling-This program woultl further County goals of reducing toxicity of
the local waste stream. Bakeries woultl be collectetl a convenience centere, at wopereting
stores where bakeries are solo antl inwrpomted info local curbside collection services.
• Electrcnics-This program woultl also further County goals of reducing toxicity of the local
waste stream. Approvetl electronic equipment woultl be collectetlaf the lantlfill and at
convenience centers. Special arrangements woultl be matle for large commercial
quantities
The accompanying staff memo outlines and provitles an analysis of the implications of each of
the three programs.
FINANCIAL IMPACT: The approveA FY 2001-02 butlget contains funding for all three
programs, inGUtling the aaeoclated poskion.
RECOMMENDATION(S): The Manager recommends that the Boartl endorse the
Implementation of the three programs and authorize creation of a full-time, permanent
Recycling Materials Hantlleryoskion.
