PURPOSE: To review recommendations from the Solid W este Atlvieory Board (SWAB) antl
tliscuss optons for the possible funding of public water services beyond water main installation
BACKGROUND: Basetl on direction from [he Ccunty Commissioners, the Solid Waste
Advisory Board undedook during the first haH of 2001 the task of tleveloping recommentlaticns
regading footling of subsequent elements of the Roqers Rcatl Neighborhood waterline project.
The Bgam of Commissioners apPropria[ed in FV 2000-01 a total of $6]5,000 in Me Solitl
WastelLantlfill Opere[ions Funtl to cover the frst phase of the project -the installation of water
mains in the Rogers Roatl community. The Orange Water antl Sewer Authority is managing
this construction pmject untler an agreement approvetl by the BOCC in Apri12000. Actual
constmdeon pf the wafer mains is expedetl to begin in September
The mats of the remaining elements of this public water supply project are associated with
intlivitlual resitlences availing themselves of the water matle available to weir community as a
result of the previously footled water main anstmc[ion. These costs include OWASA
availabilM1y tees antl water meters, plumbing from the water mater to the house, interior
plumbing, and payment of monNly waterbi/ls. The Solitl Waste Advisory Board has examinetl
these atltlHional fees in the attached report and has submitted a recommendation to the BoaN
of Commissioners regarding additional County funding for ihie pmject. The COUnry Attorney
has determined that there are some qualifications antl mptli8caticns that the Board of
Commissioners will have to observe n.JaNing the possible implementation of the specihc
reccmmendations from the SWAB. His observations are provided lnalelterto the BOCC Under
separate cover. Stall, the AHOrney, antl SWAB repreaema[ives will be preparetl to answer
queaticna that Commissioners may have about options for fundingihe remaining elements of
the public wafer supply project.

FINANCIAL IMRACT: The BOCC hea alroatly apPropria[etl $6]5,000 to cover themoater main
wnstmc[ion protect. The atlcpticn of the SWAB recammentlaticn regaNinq subsequent
elements would increase County obligations by about $2]5,000. However, as explained by the
County A¢omey, the actual amcunt mould be significantly greater If subsequent elements of the
project are tleliveretl to persons other than only those with low antl mctlemte incomes.
Enterprise fund reserves or other sources of publlc funding may be utillzetl, subject to
constraints outlinetl by the County Attorney.
RECOMMENDATION(S): The Manager recommentls [hat the BOartl wnsitler the
recommendation from the Solid Weals Advisory Bcartl and provide tllrection to staff regaking
whether, and the extent to which, atltlitional County footling will be provitletl for this public water
supply project; antl Rso, what should be the source(s) of the footling.
