BACKGROUND: In accordance with the Board of Commissioners approved Policy on Planning and Funding School Capital Projects, approved by the Board in November 2001, school capital projects are defined by "levels". • Level 1 project are those that involve a relatively small scope of work -thereby allowing the Commissioners to approved the entire project ordinance at one time. • Level 2 projects are major projects that require several phases to complete. For these projects the Board of County Commissioners approves afour-phase appropriation process to include: o Concept/Pre-Planning Phase -includes preliminary programming and design work that would result in conceptual drawings and preliminary cost estimates. o Planning Phase -includes siting and infrastructure o Design and Construction Approval Phase -includes final design, equipment, furnishings, non-recurring start up cost, technology and contingency o Final Accounting Phase -Upon completion of the project, school and county staff will reconcile actual project expenditures with approved budget and provide the BOCC with a "final accounting" of the project. 2 On June 26, 2003, the Board of County Commissioners approved some Level 1 project for both school systems. Many of those capital project ordinances did not involve new funding appropriations but merely extended the project timelines through June 30, 2004. Other projects received new funding for the current fiscal year and each school system needed funding appropriations in place in order to accomplish work prior to the beginning of the new school year. A list of projects approved by the BOCC in June is included in Columns C and D of Attachments 1 and 2 of this abstract. CHCCS has requested that the BOCC approve the remaining Level 1 projects that were deferred in June (see column E of Attachments 1 and 2 of this abstract). For OCS the only Level 1 project receiving new non-debt funds for this fiscal year is Information Technology. The Board approved funding for that project on June 26, 2003; therefore, Commissioners are not being asked to approve additional pay-as-you-go capital project ordinances for OCS for the current year. As stated earlier, approval of Level 2 projects, those projects that require several phases to complete, will be requested at the appropriated times in accordance with the Board's adopted School Planning and Funding Policy over the life of the major project. Examples of Level 2 projects include OCS Middle School #3 and CHCCS High School #3. FINANCIAL IMPACT: As noted on individual capital project ordinances. RECOMMENDATION (S): The Manager recommends that the Board adopt the accompanying Level 1 capital project ordinances. 3 Attachment 1. ADA -Americans with Disabilities Act Compliance Chapel Hill-Carrboro City Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1.The project authorized provides funds to bring the Chapel Hill-Carrboro City Schools system into compliance with the Americans with Disabilities Act (ADA) standards. Proceeds from the Schools' portion of the one-half cent sales taxes finance this project. Section 2.The officers of the County are hereby directed to proceed with the project within the budget contained herein. CO Abatement Projects Chapel Hill-Carrboro City Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1.The project authorized provides funds for the District to comply with OSHA regulations related to removal of hazardous building materials such as asbestos flooring and ceiling tiles. Proceeds from the Schools' portion of the one-half cent sales taxes finance this project. Doors, Hardware and Canopies Chapel Hill-Carrboro City Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1.The project authorized provides funds for interior and exterior doors, frames, and hardware replacements at Culbreth Middle School, Phillips Middle School, and Chapel Hill High School. Funding for the project comes from the District's share of the one-half cent sales taxes. Section 2.The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 1.The project authorized provides funds for the specialized cleaning of old HVAC equipment, classrooms, offices, and air ducts. Exterior brick pointing and building facade repairs are also included. Proceeds from the Schools' portion of the one- half cent sales taxes finance this project. Section 2.The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 1.The project authorized provides funds to replace obsolete mechanical equipment including boilers and electric heating and cooling systems. Proceeds from the Schools' portion of the one-half cent sales taxes finance this project and transfers from completed projects within the District. Section 2.The officers of the County are hereby directed to proceed with the project within the budget contained herein.
