BACKGROUND: Dudng the BOGG's August 30, 2001 work session, the Boats discussed a proposetl policy statement regaking the use of County bpntl funds for town parka antl open space projects. On December R, 1898, the Board of Commissioners adopted edtexia and guidelines to help guide decivov-making foe joint parka projects. In April, 2000, the Board created the Lands Legacy program ae a framework fov the ecquieition of land for parka, open apace end resource preservation. Ia May, 2000. the Board (ala¢g with the Chaps] Hill Tawn Couacil, Carrboro Board of Aldermen end Hillstioressgh Baazdof Commiasiovere) appointed an LvterGovexvmevtal Parka (IP) Work'Group [a foatec coordination. And in February of this yeaz, the Board agreed to mneider the potential for a parka and open apace bond for Novambe: 2001. In the spring of this yeas, the Towne of Chaps] Hill, Carrbmo and Hillsborough asked that a number of Town parka and open apace projects (totaling $18.9 million) be funded by the County as part o£ a plamred November 2001 band referendum.
