Agenda Items/ Notes (October 12, 2016) 1. Call to order Chair Pelissier called the meeting to order at 5:35 PM 2. Introductions Introduction of members and staff 3. Presentation/ Agritourism and Trails/Mike Ortosky—Orange County Agriculture Economic Developer Mountains to Sea Trail • Increase property values • Tourism • Business investment • Alternative Transportation • Health Hillsborough to Saxapaw • 18 miles of Rural Landscape • Unique opportunity- Agritoruism /Hospitality 4. Update/Trails & Greenways Map/Chris Dwinell-Application Development Specialist; Orange County Land Records/GIS Phase I - Parks Locator—Completed several years ago. • Final Product was a Web Application • Data was compiled for the Facilities (Parks) and Amenities Phase II—Trails Greenways & Bikeways Project • Initial Meeting on Oct.14th 2015 • GIS Users Group Meeting on Feb. 3rd • GIS Trails Project Meeting on March 2nd • Communicating by email and phone and sometimes a quick status update/discussion at the monthly GIS meetings in Carrboro. • Bikeways - are removed from this project and are left for a future discussion/project. There can be a Phase III discussion at a later date if there is an interest. Trails and greenway project status/accomplishments/agreements to date • Needed GIS layers and feature types (points, lines and polygons) • Needed fields and values (attributes) for the layers • Designed the Model around our discussion and existing trails data • Loaded the trails data into the Model • Created replicas (replication service) with most of the municipalities. Next Steps • Set up a structured meeting schedule • Edit and populate Data for newly created fields • Check to see if we have all the trails that are available • Create the Web Application • Define how we want to search/view the data etc. 5. Update: Mountains to Sea Trail/ Dave Stancil • Community Meeting #2 was held September 19, 2016 from 7:00—9:30 pm at the Maple View Agricultural Education Center—approximately 70 people attended • Six information stations set up to help clarify concerns expressed • Land acquisition, trail easements, and eminent domain • Fire protection, personal safety, and managing trail use • Liability and insurance • Maintaining residents' privacy and rural character • Water quality in the Cane Creek watershed • Trail corridor and alternate routes 6. Director Reports/Updates A. Town of Chapel Hill—Jim Orr (Director - Chapel Hill Parks and Recreation) • Festifall was October 2nd 15,000 attended • Greenway work Umpstead Drive to Pritchard Ave • Greenway work Under MILK stopped due to coal ash B. Town of Hillsborough—Stephanie Trueblood - Hillsborough Planning • Lots of Flooding this week—doing damage control —lost a footbridge • Dog Park is closed at Gold Park • DOT Sidewalk projects rebid 3rd time • West end Hillsborough sidewalk project almost done • Parks and Rec Board Connectivity Plan getting updated • Town has created a new Public Space position C. City of Mebane— Dean Ray • New Community Park, 32 acres West end of Clay Street • Soccer Fields, Playground, Trails • $355,000 PARTF Grant Purchase property • 7-8 million Construction will apply to PARTF again • November: Santa Arrives in Mebane the Saturday before Thanksgiving. • December:Mebane Christmas Parade Frist Friday in December (One of the area's only nighttime parades!) D. Town of Carrboro - Anita Jones-McNair (Director-Carrboro Recreation & Parks) &Wendell Rodgers • This weekend is the West end Poetry Festival • November 19t" and 201" Film Festival • New software program for online registration E. Orange County— Dave Stancil (Director Orange County Department of Environment, Agriculture and Parks & Recreation) • June Opened Hollow Rock Nature Park • Opened Cedar Grove Community Center • Movie in the Park October 14t" • Halloween Spooktacular October 24tn • Fairview Park—New parking Area under construction —opening in Spring 2017 • October 16t" Girls Lacrosse Tournament 1,500 players • Upgrading Rec Trac 7.
