Agenda Items/ Notes (April 13, 2016) 1. Call to order Chair Pelissier called the meeting to order at 5:35 PM 2. Introductions Introduction of members and staff 3. Presentation/ Brumley Forest Nature Preserve/ Matt Rutledge and Bo Howes TLC • Brumley Forest Nature Preserve is located in western Orange County, approximately 2 miles southeast of the town of Hillsborough. • In the 1990's, a subdivision was planned for a section of the property off of New Hope Church Road. • George and Julia Brumley were passionate about land conservation and purchased the land to manage it for conservation. • After the Brumleys' unfortunate passing, the Zeist Foundation sold the property in 2010 to Triangle Land Conservancy for 4 million dollars (well below its appraised value of 12 million). Brumley was purchased with the help of the Clean Water Management Trust Fund, the Warner Foundation, City of Raleigh, Upper Neuse Clean Water Initiative, and the Pearson Steward Land Opportunity Fund established through TLC's Our Water, Our Land campaign. • The Comprehensive Management Plan estimates the minimum amount of funding needed to open Brumley to the public at $1.8 million. This includes the forest restoration and management activities described above as well as ongoing costs and the need for an endowment to fund necessary stewardship in perpetuity. • Approximate costs include $160,000 for trail building, $34,000 for new infrastructure like bridges and a parking lot, $50,000 for infrastructure stabilization, $4,000 for ecological restoration (tree planting), and $2,000 a year for prescribed burns and invasive control. The thinning activities will pay for themselves and any extra income will be dedicated to other stewardship activities at Brumley. • TLC plans to open Brumley Forest Nature Preserve for public access later this year. Will not be gated open from dawn to dusk. 4. Update/Joint Parks & Recreation Board Meeting / Dave Stancil • Joint meetings with all Parks & Recreation Boards within Orange County are held every two years; with each jurisdiction rotating hosting the event • March 2nd, 2016 - Orange County hosted at the Whitted Center in Hillsborough (See Attachment 1 - Meeting minutes for the 3/2/16 meeting at end of IPWG notes) 5. Update: Trails & Greenway Map/Orange County Staff • Ongoing • Orange County has hosted four meetings • GIS Data Group—Orange County/Chris Dwindell and a designee from each jurisdiction to be determined at next GIS User Group meeting 6. Update: Mountains to Sea Trail/ Dave Stancil • An open information session is planned for Thursday April 21 st, 2016 at the Cane Creek Activity Center from 7:00 9:OOpm (See attachment 2— Invitation letter at the end of IPWG notes) • Meetings purpose • Provide information about the MTS; what it is (and is not) • Where it exists in the state • The statewide MTS Master Plan • The Orange County roll in the MTS • What state parks and others are being asked to accomplish with this project 7. Director Reports/Updates A. Town of Hillsborough—Stephanie Trueblood - Hillsborough Planning • Riverwalk— Pat Doughty Sculpture • Cates Creek— Multi-purpose field; playground and restroom open • Parks and Rec Board—Completed Master Plan for Kings Highway Park—include a forest management plan and improved parking • Next- Update Connectivity Plan—goal to connect every neighborhood • Hillsborough Town Budget includes a new Planner and Parks positions B.
