Agenda Items/ Notes (October 14, 2015) 1. Call to order Chair Rich called the meeting to order at 5:35 PM 2. Introductions Introduction of members and staff 3. Introduction of Matt Whitlow/ Recreation Resources Service (RRS) • Matt is the Regional Recreation Consultant for the Central West Region; which includes Orange County (He recently joined RRS this past summer) • He can be reached at mbwhitlo@ncsu.edu 919-513-6145 • RRS concentrates on four types of services: technical assistance, field administration for the Land &Water Conservation Fund and the Park & Recreation Trust Fund, applied research and continuing education • The Parks and Recreation Trust Fund (PARTF) applications are due this year no later than May 2nd, 2016 • PARTF funds are up from recent years to an estimated 7.2 Million available for local government grants • The Land and Water Conservation Fund has an estimated 1.0 Million for local government grants 4. Update: Phase II Parks Locator Map/Orange County Staff • Staff met earlier today • There will be two separate groups working on the development • Administrators—Orange County/Chris Dwindell (Tax Dept. Lead), Marabeth Carr, Rich Shaw and Beth Young from DEAPR;Town of Hillsborough/Stephaine Trueblood; Town of Carrboro/Wendell Rodgers; Town of Chapel Hill/ Bill Webster • GIS Data Group—Orange County/Chris Dwindell and a designee from each jurisdiction to be determined at next GIS User Group meeting • Separate map from Parks Locator • Map will include identifying items such as-Type of Trail (urban or wooded); Trail System (which municipality); Trail Name; Maintainer; Surface; Length; ADA Assessable; Restroom; Parking; If biking permitted; If a segment of the Mountain To Sea system 5. Discussion Item: PowerPoint on Disc Golf Facilities/ Madan Gopal; Elaine King and Andy Kloiber (Elaine King is a four-time Women's World Champion) • Rules and play similar to ball golf;Tee, approach, Complete each hole in as few throws as possible • Disc golf uses different equipment— Discs and Baskets • Hole length - Feet not yards • Benefits - Social - Disc golf offers park guests a fun, exciting way to exercise with friends and family; Economical - Disc golf equipment is surprisingly inexpensive to install and maintain;Tourism - A well designed course draws disc golfers and their wallets form all over. • Typical Costs for 18 Holes: Baskets-$5,400; Tee Pads $200-$8,000; Signage $500-$1,500; Design $0-$10,000 • Can be constructed with volunteers • Charlotte area has many courses-this area has very few; all are in the southern part of Orange County • Parks and Rec Board in Hillsborough interested, but don't have enough space for 18 holes. Kings Highway a possibility but can only accommodate 9 holes • A destination type of course is what is needed • Moving baskets is a way to minimize environmental impact • Standard is 1 to 1.5 acres per hole 6. Director Reports/Updates A. City of Mebane— N/A B. Town of Carrboro - Anita Jones-McNair (Director-Carrboro Recreation & Parks) &Wendell Rodgers • October 16th and 17th is the West end Poetry Festival • October 18th Arts and Crafts Bazar joint venture with High Street Partners • October 30th Halloween Carnival • Basketball courts finished at Baldwin Park • Resurfaced tennis courts at Wilson Park • Replaced bathrooms; new lighting and irrigation at Anderson Park C. Orange County— Dave Stancil (Director Orange County Department of Environment, Agriculture and Parks & Recreation) • Halloween Spooktacular October 24th • Fairview Park—BOCC wants to add more parking; will be a dedication to name the ballfield for James Stewart sometime this spring • Blackwood Farm Park—Opened June 20th only opened Friday; Saturday and Sunday's • Hollow Rock— Parking Area under construction; opening spring 2016 • Farm to Table Field Trip rescheduled for November D. Town of Chapel Hill—Jim Orr (Director - Chapel Hill Parks and Recreation) • Bolin Creek Trail under MLK- under construction • Festifall was cancelled because of rain • Residents to vote on 13 million dollar bond 5 million for trails and greenways and 8 million for rec facilities • Aquatic Center to host a Dive in Movie • Reorganization— Linda Smith new Assistant Director and Kevin Robertson new Parks Superintendent E. Town of Hillsborough—Stephanie Trueblood - Hillsborough Planning • Parks and Rec Board—study feasibility for a skate park; looking for possible sites • Cates Creek Greenway study on hold • Cates Creek Park playground equipment installed; dedication planned for the end of the year • Riverwalk interpretive signage extending to other sites F.
