I. Call to Order
A. Ms. Frances Castillo called meeting to order 6:06 pm. A quorum was not present.
II. HRC Chair's Report
A. Ms. Castillo announced that she wants to discuss how the HRC could be a part of the work of
GARE and the One Orange campaign to assist with what is already occurring.
B. Ms. Castillo noted that she wants the HRC Facebook to become more active. She discussed
some information she received from outside sources about how to deal with comments and
other things on the page, as well as how to decide what content will be posted and what that
approval process would be like.
1. Ms. Annette Moore noted that the County has a Social Media Policy which includes how
social media pages associated with the County should operate.
2. Ms. Castillo indicated she would talk to Ms. Moore about the existing policy and report
back on the subject at the next meeting.
III. County Updates
A. Ms. Moore reported on the Orange County Community Remembrance Coalition's Zoom meeting
on August 6,titled African Americans and the Ballot. She noted the recording in on the
Department's website for those who missed it.
B. Ms. Moore noted that the County dedicated some CARES funds to housing and preventing
evictions. She stated that around 40 evictions were prevented by paying rent arrearages.
Around $15,000 a day is currently being spent to pay for residents' rent arrearages and is
projected to continue until the end of December. She stated that the County got another round
t
of CARE funding but it's not clear how much of that money will be dedicated for eviction
prevention.
C. Ms. Moore indicated that there are talks about involving the Dispute Settlement Center to help
mediate and set up payment plans between tenants and landlords.
IV. HRC Applications& Recommendations
A. Discussion moved to next meeting due to lack of quorum. County staff will put out a call for
applications.
V. HRC Events& Committee Reports
A. Volunteers for new standing committee was pushed to next meeting due to lack of quorum.
B. Mr.James Spivey gave the details for the upcoming Zoom event "An Evening with Ari Berman"
on 8/19 and the upcoming Community Book Club event on 9/13. He indicated Ms. Castillo will
be the moderator for both.
