Call to Order A. The meeting was called to order at 6:07pm by Ms. Frances Castillo, Chair. A quorum was present at 6:20pm. II. Minutes Approval —January 13, 2020 A. HRC members reviewed the minutes from the previous HRC meeting. Ms. Castillo suggested the spelling of her name be corrected. Ms. Allison Mahaley suggested correcting the name of the organization from El Pueblo to its correct name, Apoyo. B. Ms. Tomeka Ward-Satterfield made a motion to approve the minutes with suggested edits. Ms. Mahaley seconded the motion. All were in favor to approve the minutes with suggested edits. t III. HRC Chair's Report A. Ms. Castillo reported that she attended the most recent Board of County Commissioners' (BOCC) meeting. She explained that she introduced herself as the new chair of the HRC. She said the she also announced the upcoming Pauli Murray Awards. She invited the BOCC members and told them to expect great things. IV. County Updates A. Ms. Annette Moore announced that the HR&R department is planning to host an event recognizing Orange County pioneering women. She explained that this would be in honor of women's history month and the centennial anniversary of the 191n amendment. She inquired if the HRC would like to be involved with this initiative. HRC members expressed interest to be involved. She noted that the event will be on March 29t"from 4pm-6pm at the Seymour Center in Chapel Hill. Ms. Tara May noted that the event will be called "100 Years of Firsts: Celebrating Orange County Women". Ms. Moore invited HRC members to send HR&R staff names of pioneering Orange County women if they know of any. B. Ms. Moore announced HR&R are working with the Orange County Community Remembrance Coalition (OCCRC) and other community groups for an event on August 1, 2020. The name of the event will be The Expendability of the Black Body and the Nexus between Racial Terror Lynching,The Death Penalty and Mass Incarceration. She noted that negotiations are to have author, Anthony R. Hinton, as the speaker for the event. She assured HRC members that she will keep them updated on the event. C. Ms. Annette Moore encouraged members to begin thinking of topics or ideas of what they would like the HRC annual retreat to be like for this year. Ms. Castillo suggested that the retreat be with a facilitator for a way for members to share their reasons for joining the HRC and to build trust amongst one another. Ms. Ana Garcia-Turner reminded members that retreat is usually in the June. V. Review of the Orange County Non-Discrimination Ordinance DRAFT A. HRC members discussed their point of views on the DRAFT and made recommendations to some of the language in the DRAFT. Ms. Moore collected noted suggestions and recommendations and will communicate them to the Orange County Attorney's office. VI. HRC Events & Committee Reports A. Pauli Murray Awards 1. Ms. Castillo announced the winners for the awards. The adult winner is Mae McClendon and the youth winner was Thea Barrett. 2. HRC members discussed the current nomination and judging criteria. HRC members collectively agreed to reevaluate and clarify the criterion for next year. Ms. Castillo suggested having parameters on nominations and winners. Ms. Mahaley suggested adding Public Service as a category. Ms. Moore assured members that decisions for changing or altering how the awards are done next year can be things suggested to the BOCC. 3. Ms. Moore noted that the Collage Dance company will perform a dance as a part of the ceremony and Voices of Hope Choir will perform a couple of songs at the ceremony. B. 2020 Community Read 2 1. Ms. Paulen reported that the committee is still in the process of choosing a book. Due to multiple sub-committee members being absent, Ms. Castillo noted the sub-committee will have an update at the next meeting. C. Board Diversity 1. Ms. Garcia-Turner reported that the sub-committee had a good meeting. She explained that there will be a survey going out to BOCC members and all its advisory boards and commissions. The survey will ask for basic demographic information, then they will cross-reference that data with the demographic information of Orange County as a whole. Ms. Moore noted that the surveys will go out this coming Thursday. VII. Other Business/Announcements/Upcoming Events A. Ms. May inquired if any members would like to join the HRC retreat planning committee. HRC members decided to revisit this topic on the next meeting. VIII. Adjourn A.
