Orange County ' s proposed project for the 2020 CDBG - CV grant application is a public service
project to provide subsistence payments (rent, utility, and mortgage assistance) to low - income
households through the Orange County Emergency Housing Assistance program . The project
will not involve construction , rehabilitation , demolition, acquisition , or any other physical or
environmental impacts . As such , the project has no impact on designated flood zones .
