HomeMy WebLinkAboutASAB Proposed Meeting Summary 02192020Orange County Animal Services 1601 Eubanks Road, Chapel Hill, NC 27516 919-942-PETS (7387) ANIMAL SERVICES ADVISORY BOARD (ASAB) 6:30 to 8:00 p.m. Wednesday, February 19, 2020 Meeting Summary MEMBERS PRESENT: Amanda Schwoerke (Chair), Bryan Stuart (Vice Chair), Casey Ferrell (Secretary), Lee Pickett, Lucia Welborne, Molly Mullin, Maureane Hoffman, Beth Grooms, Edmund Yiryakian ABSENT: Diane Obeid STAFF PRESENT: Bob Marotto (Animal Services Director), Andi Morgan (Animal Services Assistant Director), Rachel Plast (AA), Cooper Hatch (PC) Call to order: 6:35 p.m. Review and adoption of the agenda: approved Summary of January 2019 meeting: approved, with addition of Sunita’s full name (Sunita Driehuys, VMD) Review of public participation guidelines: not reviewed General public comments on items not on agenda: none Monthly Meeting Attendance Record (confirm completion) Bulldog Update and Appreciation  Rehoming effort update o Process ongoing o Appreciation for special efforts (Program provided at meeting)  Dir. Marotto delivered remarks  ASAB recognized individuals:  Anna Orr (OC District Attorney’s office)  Beth Grooms (ASAB member and animal trainer)  Leiana Lane and Bonnie Overton (MicroMass)  Margie Schmidt (Green Beagle Lodge)  Bonnie Hammersley and Travis Myren (OC Manager, Deputy Manager) Animal Services Advisory Board updates:  Animal Services Hearing Panel Pool Updates o All recommendations approved by BOCC  Board vacancies o ASAB Appointment Recommendation Updates  Recommendations approved for Sue Millager and Sunita Driehuys o New applicant for animal trainer position  Susan Spinks  Ms. Spinks shared her experience and interest in serving on the board o ASAB member Lisa Wells submitted her resignation from the board effective immediately  ASAB retail position now vacant o New appointees Sue Millager and Sunita Driehuys in attendance Old Business  Update on mission and naming of Evelyn Daniel Fund o Staff and Casey Ferrell will coordinate and bring back recommendations to the board for March meeting  County Commissioner Letter of Appreciation Regarding Seized Animals o Board reviewed copy and suggested several edits o Motion to approve (unanimous)  Wild and Dangerous Task Force o Adds the word “potentially” to the Division 5 title language o Expands definition of “wild animals potentially dangerous to person and property (i.e., wild and dangerous animals) to include zoonotic and epidemiological harms o Does not add or remove species, only modifies/clarifies  Notable exception: proposed language allows for keeping of hybrid felines if they meet an F5 criteria o Exemptions  Expands to include institutions similar in mission to UNC-CH  Addition of legitimate organizations (items (c) and (d)) o Establishes process for petitioning for modifications  Exemptions would be at species level, not individual animal level o Board discussion followed o Motion to approve documentation as ASAB policy recommendation (unanimous) New Business  2019 Community Spay & Neuter Report (Cooper Hatch, PC) o Report showed continued success in reducing euthanasia rate and increasing live release rate o Secured funding from PetCo for ongoing support of the Working Barn Cat program  2019 Stats in Review (Bob Marotto, Dir.) o Tabled Adjournment and next meeting: Meeting adjourned at 8:12 p.m. The next meeting is March 18, 2020, at 6:30 p.m. at the Orange County Animal Services Center.
