B. PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange
County its respect. The Board asks its citizens to conduct
themselves in a respectful, courteous manner, both with the Board
and-with fellow citizens. At any time should any member of the
Board or any citizen fail to observe this public charge, the Chair will
ask the offending person to leave the meeting until that individual
regains personal control. Should decorum fail to be restored, the
Chair will recess the meeting until such time that a genuine
commitment to this public charge is observed.

PURPOSE: To conduct a public hearing to receive citizen comments on the bond orders
proposed for the planned November 6, 2001 bond referendum.
BACKGROUND: On August 14, 2001, the Board of Commissioners introduced five bond
orders proposed for consideration by the voters in a planned November 6, 2001 bond
referendum. The next step in the referendum process is to receive public comment on the bond
orders and the advisability of issuing bonds. Pursuant to the Local Government Bond Act, a
public hearing notice has been published by the Clerk indicating August 27, 2001 as the date of
the hearing approved by the Board. Upon completion of the public hearing, the Board must
take final action to adopt the bond orders and officially call for the referendum as part of the
November 6 election. These actions may be completed at either the work session scheduled
far August 30, or at the regular meeting scheduled for September 4.
FINANCIAL IMPACT: There is no financial impact associated with the public hearing.
RECOMMENDATION(S): The Manager recommends that the Board conduct the required
public hearing.
