PURPOSE: To continue discussion begun at the August -14, 2001 regular meeting regarding
outstanding budgetary and capital planning and funding issues for the County and both school
systems. "
BACKGROUND: At the August 14 regular meeting, the Board of Commissioner began
discussion of outstanding capital planning/funding issues that were laid out in. two categories:
Category 1 -Those items that require further discussion no later than the Board's
upcoming August 30 work session. For the most part, these items are directly related to
the upcoming November 2001 bond referendum. The most important decisions to be
made involve the final amounts for each bond question that will be placed on the
November ballot, and the specific amounts of bond money earmarked for various school
and parks and open space projects.
Category 2 -Category 2 items are those that do not require immediate attention or final
decisions until after the August 30 work session. The Board has several work sessions
scheduled between September and January during which items identified in this category
may be addressed.
FINANCIAL IMPACT: Discussion at this and the next several BOCC meetings will determine
the amounts of each bond question included among the $75 million November 2001 bond
referenda, and will substantially shape the County's future capital and debt service budgets.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
discuss the topics noted and provide appropriate direction to staff.
